Most of the major recommendations of the White House Commission on Aviation


Safety and Security (the Gore Commission), issued in 1996 and 1997, all
concerned dealing with the explosives threat: immediate deployment of
explosives detection technology; partial bag-passenger match on domestic
flights; additional deployment of bomb-sniffing canine teams; and automated
passenger profiling (for passengers with checked baggage only) . This focus
was reflected in the two implementing laws, the Federal Aviation
Reauthorization Act of 1996, and the Airport Security Improvement Act of
2000.
