Underground space use is now widely applied to the urban transport system infrastructure due to the general advantages of less harm to the urban aesthetics and lower environmental impacts such as noise, vibration and sunlight, etc., in spite of its higher construction costs compared with the elevated structures. This paper describes how the use of underground space has been planned for construction of Jakarta urban transit system within the budget constraints assumed (namely, Yen Loan from Japan available around US$ 500 million and the selection of suitable route alignment combined with the underground and elevated structures, and also the selection of initial opening route for public services) based on Jakarta Mass Rapid Transit (MRT) Project Case Study. This paper also analyzes the new development proposals using underground space facility related with the implementation of Jakarta MRT Project. To expect the further development of Jakarta City, alleviation of road trac congestion along the city center road is one of the most urgent requirements. Especially the daily trac congestion through Thamrin and Sudirman Streets is causing social and economical losses in Jakarta City. Accordingly, Jakarta MRT Project is urgently required to alleviate the current transportation situation and is justied as one of the countermeasures for solution of urban problems with the project feasibility. For project cost saving, the proposed underground segment is minimized and selected for the southern part of route to avoid land acquisition along the existing narrow road, and also for the central part of route to protect the aesthetic view along the city center buildings and historical structures. For project protability, the initial operating route is required to connect between suburban and urban areas. Due to the nancial constraints, construction cost saving is planned by postponing the intermediate underground station from the initial stage and also by arranging the underground station using temporary facility type. In addition to station protection against ooding and drainage system along the existing road, a plan of the underground rainwater reservoir is proposed by utilizing the shield tunneling machine used for MRT Project construction and reused after MRT Project. In relation with the development plan of the underground station, a proposal for the underground space network development is proposed with analysis for further stimulation of economic development in Jakarta City. Further consideration on Jakarta MRT Project is necessary because the main target of MRT Project is for the user of private vehicles to change their transport mode into MRT System. Currently, private vehicle users have the impression that the public transport system is not a suitable transport means for them and have the feeling that private vehicles are still necessary even through trac congestion and traveling time problems exist. Therefore, for changing transport mode by the private vehicle users into MRT System users, this MRT Project shall be developed as a new type of transport means with convenience and service improvements by using the underground space facility, which will be much more modern and comfortable than the current system. To meet the requirements of a successful public transport system, new concepts and innovation using the underground space facility in harmony with urban development shall be considered for Jakarta MRT Project.
