As building was coming down we were blown around by blast of wind and hit with debris. We
became seperated as we made our way out of the dust and smoke. Members of E-1 regrouped at
the staging area on West street. At this point we were told Lt. Desperito had been killed in the
collapse.

OPERATIONS:
Engine 3 & High Rise 1 responded to initial plane hitting North Tower.(1) Eng.3 and HR -1
responded on 7th Ave. to Canal and than down the West Side Hwy. Both Units in West
Street when 2nd airliner Struck South tower or building 2. Ordered by Chief Ganci to
move apparatus out of North Bound lanes of West Street so as to set up a conga line of
ambulances. Ordered by Chief Downey to remain fast at staging area with High Rise 1.
Members set up High Rise under the North Pedestrian Walkway. Eng.3 had members
remain fast in front of World Financial Center Building 3, about 150 feet North of actual
staging area , a driveway into The Financial Center. Lt. Walsh Eng. 3 reported in to BC
Downey. Chief Downey was issuing orders for 3 engines and 3 trucks and a Battalion
Chief to utilize the North Pedestrian bridge into the North Tower. At this moment is when
the South Tower began to collapse. Myself and many other members began running
through the garage of the Financial Center building, and finding stairs on the West sideof
the building , came up and out of building in a mall area near the Battery Park Marina. I
Lt. Walsh began to search for my members who I had previously staged North of the
staging area. All of my members were able to escape to Vessy Street during the South
Tower Collapse. In the interim of the time I escaped from the collapse and thus seperated
from my members, they continued to assist civillians out of the Financial Center. About
20 minutes after the initial collapse is when I had found all of my men on Vessey Street.
At this time I ordered my members and anyone else near by to begin moving West toward
the Hudson. Shortly thereafter the North Tower Collapsed. We were odered by Chief
Raynus to move North to Chambers Street, to a 2nd staging area. Chief Nardone in
Charge. Ordered back down to Vessey Street and to report in to Chief Fellini. Ordered to
stand fast. After building 7 came down operated under DC Hay with Handlines on rubble
near Barclay Street. Continued operating under BC Byrnes. And DC Hay, until ordered
by Chief Hay to return to quarters. Arrived back at 19th Street Eng. 3 Ladder 12 & Batt 7 at
2145 Hrs.

One collapsed and trapped members of E-4 with the exception of FF Humphrey, who

Upon arrival at WTC command post with 5 members, roll-ups, standpipe kit, irons,oxygen
bag and 1 extra Scott cylinder per man,was ordered to team up with Eng 10 and report to
the 79th floor and "go to work". While working our way up,due to the # of people coming
down,we were separated from Fr. DelValle and he was killed in the collapse. At about the
23th floor Fr. Brogan had
OPERATIONS:
severe chest pains. I called for O2 and 2 P.A. ESU cops administered oxygen and when
he felt better I decided to bring him down to EMS with Eng 5 members. Just then the
building started shaking and I ordered my members to evacuate.When we exited the
building I found out the south tower had collapsed.We raced to the rig where I found Fr.
Carletti & Lynn. I ordered all members to board rig and drive north out of collapse zone.
Upon reaching Warren st. the 2nd collapse occurred.We then did recon. and surveyed
the area and ended up on broadway & thames st.
OPERATIONS:
Found a seviceable hydrant and relayed water to E 247 . We then walked to Church &
Dey st where we found Eng 41 connected to a gravity tank.We supplimented with another
hydrant and supplied TL 119 in extinguishing the fire @ 5 WTC Until 7 WTC was in danger
of collapsing. We then took up on orders of a chief officer to get our eyes checked and
cleaned at NY Eye and Ear.Eng 5 apparatus remained at scene and pumped for 2 days

OPERATIONS:
Upon arrival Engine Company 6 hooked up to hydrant on West St. Median and setup for a
High Pressure Pumping Operation. Engine 6 then proceeded to Stairway "B". As best we
can determine E-6 reached the 43rd. fl. before being ordered to leave the building. FF's
John Butler and Robert Emans repositioned the Rig under the West St. walkway as to
avoid being struck by falling debris and human bodies. Both Butler and Emans escaped
injury. Firefighter Green is the only member from E-6 to escape from stairway "B" to the
street before WTC-1 Collapsed, (see pg.2)

Firefighter Green was caught in the falling debris and massive cloud and by Gods grace
was able to avoid being struck and injured or killed. We believe Members from £-7 & L-1
managed to pull FF. Green out of the dust cloud to safety. FF.Green was admitted to St
Frances* Hospital with Pulmonary dysfunction and was released on 9/13/01.

E-7 WAS OPERATING AT BOX 171 ( CHURCH ST AND LISPENARD ) FOR A 10-40 CODE 1
WHEN WE HEARD THE ROAR OF A JET ENGINE ABOVE US.AS WE LOOKED UP WE
COULD SEE THE PLANE HEADED STRAIGHT FOR THE WORLD TRADE

RESPONDED TO 1 WTC . UPON ARRIVAL I ORDERED MY CHAUF TO TAKE THE
HYDRANT LOCATED AT THE S.W CORNER OF THE BLDG AND TO SUPPLY THE
STANDPIPE SIAMESE ALSO LOCATED AT THAT LOCATION.AT THAT POINT DUE TO
THE FLOOR AREA OF THE BLDG I DECIDED TO TAKE THE 4TH ROLL UP WHICH I HAD
TO CARRY.
OPERATIONS:
FF Hayden E-9 observed from quarters airliner striking WTC Tower 1. Lt. Fody PCOT E-9
and Capt. Jonas L-6 ordered both units to respond. En route units recevied response
ticket 2-2 8087 box. E-9 responded with Satellite Apparatus. On arrival at WTC Lt. Fody
ordered Pumper positioned at Vesey and West STs. and Siamese supplied. Officer and
FF's Blaich, O'Sullivan, Hayden entered building with 3 lengths 2 1/2" hose, S/P kit, Masks
with extra 45 min cylinder per member. Co. reported to DC Hayden at Fire Command
Station ordered to team with E-15 and advance to

Operations: continued
Fire area via stairs. E-9 began advance via B stair. At approximately the 11 floor
Capt. Jonas L-6 transmitted "Mayday" for a member of E-9 for chest pain. Lt.
Fody descended approximately one flight to asses member's condition. Lt. Fody
located FF Hayden at stair landing. FF Hayden was helped into floor area by Lt.
and members of E-9. At this time FF Hayden stated the pain had abated and that
he was able to continue. Lt. Fody further assessed members condition (pulse,
breathing etc.) and decided to resume advance. At approximately the 20 floor E-9
entered floor area to rest and rehydrate. Upon reentering stairwell severe
rumbling and swaying of building was felt. Following this a transmission via HT
notified of "partial collapse on 66 floor". (This motion of the structure was
actually caused by the collapse of WCT 2 although this was not known at this
time). Motion of building ceased and building was determined to be sound. E-9
attempted to continue advance. At approximately the 23 floor E-9 encountered
members descending stairs and were informed that order to evacuate by
members had been given. E-9 then reversed direction and descended stair.
Members exited building via West ST. and proceeded north on West to just past
Vesey. St. Lt. Fody attempted to reassemble company and members began to
remove bunker gear to cool down.
Within 2-3 minutes 1 WTC began to collapse. Lt. Fody instructed members to run
up West St. and take cover. Members moved away from building and took cover
behind vehicles parked on West. St. The ensuing dust, smoke and debris cloud
and shock wave blocked sunlight, caused difficulty in breathing and disoriented
members. As smoke lifted and dust settled. (10 to 15 minutes) Lt. Fody again
attempted to reassemble members in anticipation of roll call of units. FF's Blaich,
O'Sullivan, and Price were quickly located. (FF Price had entered building
separately and exited safely)
FF's Allese and Hayden were located within 30-40 minutes after physical search
and repeated attempts at HT contact.
E-9, as a unit, returned to area of collapse in attempt to assist search and rescue
of L-6 now known to be trapped within collapse area. Attempt was made, under
command of BC Blaich to reach L-6 members via garage entrance on Vesey St.
with charged handline. With this avenue blocked and area potentially unstable,
members were ordered away from area. (Information was soon received that L-6
had extricated themselves and were in a safe area)
E-9 now moved to Vesey St. west of West St. to regroup once again. FF
Hayden's condition was reassessed, examined by EMS and transported to the
hospital via ambulance.
Within approximately 20-30 minutes 7 WCT had begun to collapse and members
were forced to move further west of Vesey. St.
With conditions stabilizing, E-9 reported to BC Blaich who then ordered attempts
to be made to supply Satellite. This was accomplished via 5" Sat. hose stretched
to Marine Unit.
E-9 ordered to return to quarters by BN 1.

OPERATIONS:
See attached detailed Operations.
E-15 responded to the WTC 1st due on the 2nd alarm. E-15 arrived at the
North tower and was immediately told by the lobby command post (under D-l
command) to start our ascent to the upper floors via any stairway available. E-15
found stairway 'A' and began their ascent continually verbally assuring civilians as
they exited the building. When we arrived on the 12th floor we assisted a member
of Squad. 18 who was light headed and dizzy. This me'mber was not radio
equipped. After a short break to assist the member E-15 continued their ascent
along with the member of Squad 18. We notified the officer of Squad 18 that this
member would operate with E-15 until a later time. E-15 reached approximately
the 17th or 18th floor when we notified by civilians evacuating the building via this
stairway that a person collapsed on the 15th floor. Lt. Foder ordered 2 men to assist
the civilian into the office area so other people could continue evacuating the
building. The nearest re-entry was on the 13th floor and the firefighters removed
the civilian into this area. After several minutes, when we were unable to make
radio contact with these members due to heavy radio traffic, I ordered all members
down to the 13th floor to assist. As we assisted the civilian a loud roar occurred,
which we believe to be Tower 2 collapsing. Unknown what was actually
happening either above us or in Tower 2, we heard radio transmissions by
unknown member(s) that the South Tower had just collapsed and to evacuate the
North Tower, as there was collapse potential for this tower also.
One member of E-15 continued to assist the civilian, as the stairs were very
crowded and we started our descent single file down stair 'A'. FF Kelley of Squad
18 assisted Port Authority Police with the evacuation and carrying of an
overweight man who could no longer walk. As we reached the base of the stairway
in the lobby there were police officers directing civilians out of the building E-15
remained here while assisting these civilians and awaiting the remaining members
of the evacuation crew. A member of Rescue 5 (TAG 2) was also present in this
stairway and as the removal the obese man was taking some time I sent two men
with the member of Rescue 5 to look for a second means of egress. Debris and
bodies were coming from the upper floors near our means of egress. The members
returned a short time later having found a second means of egress, although not
much better than the main egress.
All civilians that were occupying stairway 'A' appeared to have been
evacuated as the FF's and Police came to the lobby with the obese person. E-15
continued to assist with the removal of this person through the lobby of the North
Tower and into the courtyard near building 6. As we crossed the courtyard under
falling debris and bodies either falling or jumping from above, we requested
assistance from E-24. E-15 (Officer and 2 men on site while ECC and one other
member of E-15 were at apparatus already), E24 officer and a member, 1 member
of Squad 18, 1 member of Rescue 5 TAG unit, 2 or 3 PA Police officers and the
civilian were crossing the courtyard when we heard what appeared to be a jet plane
landing on top of us, when in fact the building (North Tower) was collapsing. E-15
was blown into a building (possibly #5), We were struck by falling debris and
covered with much dust and materials. After clearing some of the unknown
materials from my throat and knowing I was able to still move, I called out to see
who was still with me. Two men of E-15 were able to call out to me, no one else
answered at this point and we continued to move away from the falling debris as
quickly as possible, knowing that the building was collapsing but still not realizing
the entire building was collapsing around us.
Hearing several men around us as we moved through the thick black cloud,
several unknown firemen were able to join us and follow us away from the
immediate area while still hearing explosions and having building materials
continually falling. As the dust lifted somewhat the firefighters who joined us all
dispersed in different directions looking for other members of their units.
Disoriented, having difficulty breathing, chest pain and pain from being
struck by debris Lt. Foder, FF Wisniewski and FF Brennan were removed from the
scene by Metro Care Ambulance to Beth Israel Hospital. In addition FF Salvador
E-28 was assisted by E-15 with ankle injury to the ambulance. He was also
removed via Metro Care Ambulance to Beth Israel Hospital.
FF Mathe and FF Hynes continued to operate at the disaster scene as did other
members of E-15 who were on recall.
We were able to later learn that all members, PA Police and the civilian were alive,
although some were banged up and some hospitalized from the debris and force of
the collapse.
OPERATIONS: Wr$-T
E-24 Responded on the intial alarm (a 2nd Alarm). E-24 responded south on Greenwich
St. turned RT. onto Vesey and Parked on CIO West and Vesey.
E-24 prfcoeded to the lobby of Tower 1 and awaited orders. E-24 was assigned to operate
with L-20 and proceeded up STWY "A". Many civilians were self-evacuating in single file
as L-20 and E-24 proceeded up the stwy single file.
E-24 stopped for a couple of minutes between the 15th and 20th floor to assist with a
woman in respitory distress(asthma). E-24 requested EMS but soon realized that Urgent's
and Mayday's had already been

given for firefighters and other civilians in worse shape.
After several minutes the woman, assisted by another civilian, was feeling better and continued
her descent. This other civilian stated he was from the 90th floor. He was bleeding from the
forehead with minor injuries and claimed that he saw a big fireball on the 90 th floor. He
believed that everyone from that floor was able to make it to the stwy and escape.
E-24 continued with L-20 up STWY "A". Upon reaching the 27th floor E-24 needed to rest. Two
civilians accompanied with a ^pman in a wheelchair were located in the hallway. FF. Billy was
ordered to stay with these civilians until he received additional assistance to remove them.
E-24 then proceeded to the 35th floor. At this time very few civilians were still coming down
STWY "A". E-24 noticed that a staging was being set up on this floor. A Batt. Chief was on this
floor. He may have been from the 11th Battalion. E-33, L-5, and L-20 were also on this floor
recuperating from the quick ascent up 35 floors. These units stayed on this floor for 5-10
minutes. A Mayday to evacuate the building was heard over the Battalion Chiefs radio, which
was on the command channel. Everyone on the floor, including A couple of EMS personnel and
a few civilians started towards the exits when the building shook violently. The Chief ordered
everyone to the Stairways. It is believed E-33 evacuated towards STWY "C". L-5 and EMS and
civilians exited STWY "B". L-20 and E-24 exited STWY "A".
LT. Fischer of L-20 was last seen going up Stwy "A" to retrieve a couple of his men. E-24
quickly started its descent. At the 27th floor E-24 stopped for FF. Billy who was still with a
wosj^n in a wheelchair. It is believed that E-21 took control of the removal of this woman down
the "B" staircase. At the same time FF. Claes had gotten separated from E-24 and passed the rest
of the unit on the 27th floor. Proby trainee Byrne, in the commotion, had left his MASK on the
35th floor. He was ordered to continue his descent and to get out of the building and to stop for
no one. When E-21 decided to remove the civilian from the 27th floor, E-24 and its two
remaining members again started its descent down STWY "A".
Upon reaching the 17th floor E-24 accounted a Firefighter at the stairway exit who requested
assistance in the removal of civilians from a room. E-24 ordered his members to stay at the
Stairway. The lights were now out on the hallways. Upon reaching the room, E-24 noticed a
room with approx. 15 FF's and 10 civilians. E-33 and Rescue 3 were present. E-24 was informed
by Res-3 that there might not be any way out of the building. E-24 insisted that all personnel
were ordered to evacuate and should do so immediately. At this time E-24 saw some of the
destruction on West Street. E-24 saw some members and civilians begin to descend STWY "C".
E-24 rejoined his members at STWY "A".
E-24continued its descent down STWY "A" and encountered FF. Kelly SQ. 18 who requested
assistance with a large male civilian, who was injured and unable to walk. FF. Kelly also
informed E-24 that STWY "a" was blocked off. E-24 with FF Kelly and a couple of Police
officers (port authority or ESU) removed this civilian to the lobby. We made our way to the

Northside exit. Visibility was approx 10-15 ft. outside the tower. At this time we also
encountered some members from E-15. We all exited toward World Trade Center #6. E-24
officer dumped his mask at this time. As we got to the side wall of WTC #6 a thunderous roar or
explosion was heard. The area went completely dark. The area was filled with smoke and debris
and immediately following was a gush of wind. This officer attemped to run and made it to the
east side of WTC #6. This officer then dove down against the building and was covered with
debris. When the falling debris stopped it was still completely darkened down. There were
craters all over. E-24 eventually saw a flashlight from WTC #5 . There was a Police officer at
this location who stated this was the way out. E-24 officer crawled to this location and was able
to exit.
E-24 officer could then hear FF. Billy calling a Mayday. E-24 attempted to contact FF. Billy and
direct him out. FF. Billy did not respond to E-24 communications. E-24 then called his own
Mayday. E-24 then called the Command Post. E-24 received no response to any
communications. E-24 then looked for help along Church St. E-24 located FF. Byrne and
continued to look for help, a Mask, or any search ropes. E-24 then located L-164 rig and called
Manhattan dispatcher and called a Mayday. E-24 made its way to E-7 quarters where a triage
center had been set up. A doctor ordered E-24 officer to be transported to hospital with
respiratory distress and reddening of the throat.
E-24 officer was admitted to Forest Hill Hospital. When released E-24 officer was transported
back to quarters at approx. 1600 hr.
E-24 control man had descended past E-24 on the 27th floor. Upon reaching the 10th floor an
unknown firefighter informed E-24 control (FF. Claes) to exit using STWY "B". E-24 Control
saw B-2 FF. Apostol. E-24 Control exited to Engine 24 apparatus when Tower 1 collapsed. E-24

OPERATIONS:
L 1 was operating at Box 171 (Church and Lispenard) for a gas leak and was about to
take up when we saw an American Airlines jet fly overhead at tree top level heading
towards WTC #1. After witnessing impact L 1 responded to lobby of WTC #1 and was
ordered by B.C. Pheifer to ascend any staircase available. L 1 chose staircase B
and encounted a steady orderly flow of civilians evacuating and water flowing
down stairs. We were instucted by an unknown B.C. to turn off sprinklers on various
floors while ascending.
OPERATIONS:

OPERATIONS:
L-6 was assigned 1st due on the 2nd alarm. L-6 proceeded on foot up the "B" stairway. Upon
reaching the 27th floor, WTC Tower #2 collapsed. At that time, L-6 decided to evacuate WTC #1. At
about the 20th floor, L-6 found a Ms. Josephine Harris who was having difficulty walking. L-6
asssited Ms. Harris in evacuation. At the 4th floor, Ms. Harris could no longer walk. L-6 was
searching for a chair to carry her in when the collapse of WTC #1 started. L-6 was trapped in
stairway "B" with Ms. Harris, PAPO Lim, B.C. Picciotta Bn. 11, Fr. Bacon E.39, and Lt. Cross E.16.
L-6 took the initiative for survival and rescue of all those that were trapped in the stairway.
Maydays were sent out, and L-6 removed themselves after about 4 hrs. L-6 transfered Ms. Harris to
L-43 so she could be removed via stokes stretcher.

OPERATIONS:
Responded to north tower 1 st due.
L-8 was on 30 floor when told by a B.C. to leave gear and evacuate the building.
L-8 then proceeded to lobby, when all members reached lobby they proceeded through
window to exit along building wall toward the north bridge with Lt. Halloran the last in
line. After exiting building the second tower collapsed, One member FF Butera was
knocked down and burned on the back of his neck. When the smoke settled all members
were accounted for except for Lt. Halloran.
OPERATIONS:
L-8 was at the command post when the first tower collapsed.
FF Carlsen, Garcia and Grady started assisting in the evacuation of injured, NYPD, FDNY
and EMS, out of an underground parking garage through the rear of 1 World Financial
Center. At the same time FF Channell and FF Florio started a search on West St and near
the command post for injured. After the search FF Channell and Florio assisted with the
rest of L-8 and other companies in the evacuation of the injured when the second tower
collapsed. FF Channell and Florio were hit by the blast from the collapse of second tower
and knocked to the ground. After receiving O2 and eye washes FF Channell and FF Florio
teamed up with FF Garcia, Grady and Carlsen.
OPERATIONS:
L-9 reported to the Lobby Command Post in the North tower. Ordered by D-1 to ascend
Stairway B. We made our way up and got as high as the 31st fir. While on the 31st fir the
South tower collapsed. A BC passed on the order to evacuate. We did so, passing the
order on to other FF's on the way down. We slowly descended the bldg due to the she*r
volume of FF's in the stairwell doing the same. At approx the 11th fir all progress slowed
basically to a halt. We were then informed that another stair (C?) was less crowded.
OPERATIONS:
Responded to Command post of # 1 WTC, reported into BC Pfeifer Bn 1, Commenced
walking up 'B1 stair. Members stopped on 31 floor to receive oxypen, Lt. Harrell, FF Tallon
and FF Olsen continued further up the 'B" stair, then FF Cancel and Pilipczuk received
info from an FBI agent to evacuate the building. FF Cancel and Pilipczuk got down to
lobby and exited onto West Street, eventually ending up in New Jersey City Medical
center, after collapse of building. LCC FF Morabito helped evacuate lobby and had
civilians exit through concourse toward subway line #1 and 'A'.

L-15 responded via State St/Battery PI. At West St. traffic was severely slowed. At the
entrance to the Brooklyn Battery Tunnel a traffic barrier waged under the front of the
apparatus and broke an air line. After attempting to remove the obstruction, Lt. Leavey
ordered the chauffeur to work on removing it and took the rest of the company up West
St FF Vaskis,the chauffeur, worked on removing the obstruction and repairing the leak
and when the second plane hit he ran to join the company. He was unable to find their
location.

FF Haines worked the nite tour of'''9/10, was relieved and then responded to the scene with Bn. 4
when they passed quarters. He reported to the staging area then operated after the collapse of #2.
FF Barry was in qtrs but on VL. He and FF Olsen (who had been relieved from the nite tour)
went to the scene on foot. They were seen together at the staging area on West St.
Prob. FF Allen was relieved from the nite tour but rode to the scene and operated with Engine
Co. 4. His remains were recovered with the remains of other members of Engine 4.
Nobody that I have spoken with has reported seeing L-15 in tower #1. It is possible that as the
company was running up West St. the second plane hit #2 and the company operated there. The
remains of Lt. Leavey and the frontpiece of FF Oelschlagers helmet were found in the footprint
of tower 2.

OPERATIONS:
Upcn orders of D.C. Hayden, Division 1, L-18 conducted evacuation of civilians on the 5th floor
of the North Tower (entrance on West St.)
Upon arrival it Sth floor .occupants were in the process of self evacuating, L-18 assisted.
Approximately 15 minutes into the evacuation the entire north Tower shook violently and at that
tune total darkness ensued.
The evacuation stairwell "A" was immediately filed with smoke dust making that stairwell
unusable for evacuation purposes.
Stairwell C had collapsed and stairwell "B" was found to be intact (luckily) Lt Borega then set
up a lighting relay using all of Ladder 18's members to re-direct the occupants from stairwell "A"
to stairwell "3".
All occupants (approximately 200 civilians) in the above stairwell were removed to tha lobby-
under the most hazardous of conditions. The civilians then evacuated the bulding
fjpon entering the lobby, Lt. Borega heard reports of members trappea above.
L-18 then started TO ascend the stairwell to assist LT rescue efforts.
As the members started to go higher, companies coming down the stairs informed him that upper
floors were collapsing and that there was a heavy odor of gas throughout the bldg.
Fearing for the safety of his members due to the rapidly deteriorating conditions Lt Borega
ordered his members back to the lobby.
With no orders to the contrary and hearing of the collapsing of the upper floors (via H.T j Lt.
Borega ordered his members out of the bulding
Approximately 2 minutes later the entire North Tower collapsed
Upon re-grouping the members of Ladder 18 assisted with rescue operations.
At approx.0100(Sept. 12,2001) Lt Borega and members were ordered back to quarters by D.C
Butler.
OPERATIONS:
Members were last seen on the 35th floor of World Trade Center No.1 assisting in the
mass evacuation of civilians from building.

L-24 responded on 5th alarm transmitted when tower two was attacked. L-24 responded
against traffic on the Westside H'way. L-24 reported to Command Post on West side
H'way. We were instructed by Command Post to report to Chief Barbara in the South
Tower. While heading to South Tower we were told by CWTCommander Cassano that
Chief Barbera was at the Command Post inside the Marriot Hotel. We entered the Hotel at
the Southwest corner (Tall Ships Restaurant). South Tower collapsed onto Marriot before
we made it to Command Post. All members on duty in Ladder 24 survived.

E-35 was moving towards #3 Financial center when tower #1 collapsed. Immmediately,
after the collapse,E-35 members moved to the front of #6 WTC to start searching for
victims. Members also stretched and operated a 2 1/2 line from E- 24 at and under the
North Bridge.Members continued to operate in a search,rescue,and firefighting mode for
the next few hours.
OPERATIONS:
E-35 operated 2 1/2" line while construction crews removed rubble from #4 WTC. E-35
also supplied manifold located at Cortland & Trinity PI.

Assisted in recovery efforts on Liberty Street side of Operation.

Supplied Tower Ladder 109 for operations on South side of World Trade Center.
OPERATIONS:
E39 reported in to the command post in the lobby of 1 World Trade Center and was
ordered to start walking toward the upper floors via the B stairs. At the 31st floor, the
building began to shake. The battalion chief on the floor ordered all companies on the
floor to evacuate the building. While walking down the B stairs, the building collapsed
trapping Engine 39 in the stairway. After several hours in the stairway, E39 was able to
climb up and out of the stairway with the assistance of incoming units.
OPERATIONS:
Lt. Ginley and Firefighters Mercado, Lynch and D'Auria descended tower 4 escalator,
assignment from Command Post unknown. Firefighter D'Auria later recovered in January,
approximate position tha corridor leading to tower two from Building 4, Firefighter Gary
recovered in September operating with CFR-D equipment on West St. Firefighter Shea
found amongst rubble after tower two collapse and transported to Jersey City, currently
on medical leave.Remaining members still listed among misstng. Engine 40 spare
pumper remained at scene pumping for unkown period of time.

PROCEEDED WITH ALL MEMBERS TO THE LOCATION OF LIBERTY AND WEST ST.
WHILE AT THIS LOCATION TOWER 2 COLLAPSED. AFTER COLLAPSE ACCOUNTED
FOR ALL UNIT MEMBERS. INITALLY, MEMBERS INJURED WERE MISSING BUT
AFTERWARDS ALL WERE FOUND. LT. PATRICIELLO AND FR. KENNEDY REMAINED ON
THE SCENE UNTIL ABOUT 2100 HRS ASSISTING WITH RECOVERY EFFORTS AND
ESTABLISHING WATER SUPPLY LINES VIA FIREBOATS.
OPERATIONS:
ARRIVED AT SCENE AND MADE OUR WAY SOUTH ON WEST STREET AMID HEAVY
DEBRIS. WE CROSSED WEST STREET BY GOING UNDER THE COVERED WALKWAY AT
THE SOUTH END OF THE COMPLEX AND MADE A DASH INTO THE HOTEL LOBBY
COMMAND POST AND REPORTED IN TO DC GALVIN. WE ALONG WITH E-22 AND L-13
WERE INSTRUCTED TO FOLLOW BUILDING PERSONELLTO AN ELEVATOR BANK IN
THE SOUTH TOWER AND PROCEED TO THE 44TH FLOOR, THE LOWEST REPORT OF
FIRE AT THAT TIME, AND WORK OUR WAY UP. DC GALVIN ALSO INFORMED US THERE
WERE NO COMMAND POSTS SET UP ON THE UPPER FLOORS AT THAT TIME.

OPERATIONS:
E-53 reported to command post at 2 World Finical Center @ 0918 hrs. Received orders to
remove various apparatus from middle of West Street so traffic could flow. After
removing those rigs, E-53 reported back to the command post. E-53 then received orders
to enter # 2 WTC. As E-53 walked toward the Vista Hotel, the South Tower collapsed. The
members of E-53 operated the rest of the day & night at various locations and at various
tasks. These Fire Fighters performed above and beyond the call of duty.

TONS OF DEBRIS HAD FALLEN IN THAT AREA. FF FITZPATRICK AND LT BROWN WERE
REMOVED BY EMS TO HOSPITALS.
NUMEROUS ATTEMPTS WERE MADE TO REACH LT. NAGEL WITH REMAINING
MEMBERS AND THE MEMBERS THAT RESPONDED ON THE RECALL, BUT WERE
UNSUCCESSSFUL.

Center. Ordered by Chief in Charge to operate on the upper floors with Engine 39 in the

extra Scott cylinder using the " B " stairs. Members had reached the 22nd floor when the
south tower collapsed. Realizing the unsafe condition which existed,Lt.Piambino ordered

Ladder 46 left apparatus at intersection of West and Vesey Streets. Manpower was
originally split to search rubble pile for victims and to man tower ladder 136 to pour water
on burning debree at location of bldg. #7 on Barkley St. Teams later switched manpower.
Relieved by B.C. Grabowski.
OPERATIONS:
Received orders to proceed to sub-level 6 of tower #2 in order to increase water pressure
to the upper floors. While waiting for FE tools WTC collapsed Which caused E-91 to
become separated. After the 2nd collapse, E-91 regrouped and was told to stand by. At
2100 hours E-91 was ordered to take-up.

OPERATIONS:
L-13 was ordered to 44th floor of north tower for search and evacuation. Shortly after
reaching the 24th floor the south tower collapsed and members in the north tower were
ordered to evacuate. Ladder 13 conducted searches on the 24th floor and below while
using the "B" stairwell to evacuate. Fr. Graziano was assisting a civilian down the "B"
stairwell and exited the north tower seconds before it collapsed. He last saw the other
members of L-13 in the lobby of the North tower near the "b" stairwell.

Recalled members of the company reported to command post in Batt. and were transported to WTC. Each
day after that, two teams of 5 firefighters and one officer were detailed by the Batt. bus to the
site. This occured until the A,B, & C Groups were established. After that, members were detailed to
the Task Force.
Each time at the site, members worked in bucket brigades, searched voids, removed bodies, and
operated a Tower Ladder stream.

OOD directed two FFs to lead these people through loading dock to STW. "C". of
W.F.C. and out back to River. On ramp to W.F.C. found! approx. 350 Ib. EMS
worker with broken leg and arm, unable to move. Placed! him on gumey and OOD
ordered he be removed via same route, Member from Lsjdder 6 (recall?) joined
remaining members L-16 at this time. While OOD searc tied loading dock area,
unsuccessfully, for L-16 member, found approx. 5 peop e in area and told them to
evacuate via STW "C" to River at this time L-16, LCC a id L-6 FF notified OOD
they had EMS patient in second level sub-basement whe; e elevator took them.
OOD ordered elevator abandoned; FF's to stand fast witp patient and OOD would
get help to transport patient up four flights of stairs.
OOD started up stairs to get help and searching in general area of stairs for any
"stragglers". Two flights below exit to rear, heard deep rumbling followed by
cloud of debris propelled by force of Tower 1 collapse. DOD proceeded to rear of
W.F.C. Found three FF's L-16 and one FF E-53. Members descended to area
where EMS and two FF's were and transported EMS up tairs and then to Marina,
where EMS was transported via P D. boat to pans unkncjwn. Various other
F.D,N.Y. member? and civilians transported via various tvatercraft.
OOD saw unknown B.C. and inquired as to where Comi land Post was. B.C. stated
"Go South", L-16 headed south along River (at this ttmi: missing aD tools). At the
foot of Liberty Street (7), OOD saw Commissioner Gregory and inquired where
was Command Post. Commissioner Gregory stated he v ras Command Post and
ordered L-16 to help stretch 3 V* inch line from Fire Boaf- L 16 assisted in stretch a
few blocks to manifold. L-16 then proceeded north to
member near marina in good shape, and then proceeded 'to search various areas of
building and rubble pile where Command Post was. Unsuccessful on finding any
victims. OOD ordered FF's to proceed North to find Command Post, staging area.
Took 20-mlnute break in restaurant to rehydrate and members called home. At this
time also received information that Engine 39 was trapp :d in North Tower.
Ordered by Command Post to "stand fast".

L-16 ordered to Stuyversant H.S. for R.C. OOD reported all on duty members L-
16 accounted for. At about this time. #7 W.T.C. collapsed. L-16 ordered into
Stuyversant H.S. for possible medical aid and R&R B.Cp.O. North Command Post
L-16 on duty members and apparatus SL9414 ordered tc return to quarters @
approximately 2000 hours 9/U/01.

L22 WAS ORDERED TO SOUTH TOWER COMMAND POST AND RESPONDED INTO
HOTEL THINKING IT WAS THE BASE OF THE SOUTH TOWER. NOT ABLE TO COMMAND
POST L22 WAITED UNTIL DC GALVIN ENTERED. HIS ASSIGNMENT TO L22 WAS 75th
FLOOR AND ABOVE. L22 LEFT HOTEL AS A UNIT AND ENTER LOBBY OF TOWER (NOT
SURE IF IT WAS SOUTH OR NORTH TOWER). IN LOBBY APPROX. 1 MIN. BEFORE 1st
TOWER COLLAPSED. ALL MEMBERS OF L22 EVENTUALLY GOT OUT TO WEST ST.

Vessey when the second building collapsed. We then operated from an abandoned pumper to
put out numerous car fires. We then stretchedrelay hose from the marine unit. We then
operated from the 12th floor of the Marriot hotel to extinguish fire into exposure 2 on West
street.

Engine 68 arrived at WTC and reported to the Command Post at West and Vesey St. Upon
collapse of North Tower of WTC Engine 68 sought refuge from collapse and subsiquently
regrouped and assisted in search and rescue efforts after collapse of the second Tower.
Engine 68 was released from scene at app. 1900 Hrs. and returned to Qtrs.

OPERATIONS:
E-92 stretched 3 1/2 " hose from broadway to 7 world trade center on vessy street and
supply tower ladder 84.
OPERATIONS:
While attempting to reach the command post, the North Tower came down.
After dust cleared members assisted in search and rescue, fire operations, as requested.
OPERATIONS:
Ladder 17 was relocated to the quarters of Ladder 15. Ladder 17 responded to box 110 for
people trapped in the subway, search negative, went 10-8. While returning Ladder 17 was
requested by D.C. Esposito, Div. 15 to operate its T.L. at WTC (Bldg. #4 & #5). Ladder 17
notified the dispatcher via department radio and received acknowledgment. Ladder 17
operated as a T.L. ( supply company is undetermined, relay in use) on the two buildings
until ordered to shut down. Ladder 17 also operated with B.C. VanWart and assisted in
the removal of a victim from the rubble.
OPERATIONS:
Upon release from the incident Ladder 17 was directed to relocate to Ladder 5. Ladder 17
acted Ladder 5 until 9/13/01 @ 1200 hrs.. Upon return to quarters FF Gaulrapp reported
having difficulty breathing. EMS was called and they transported him to Jacob! Hospital
where he was treated and released.

1 L-47 acting L-6 responded to a reported bldg fire at fu!ton St & Broadway. While checking
bldg for fire and tending first aid to numerous injured the second tower collapsed. L- 47/
L-6 tended to the many injured, unable to reach the Manhatan Disp. L-47 called Bronx
1 Disp. by phone. L-47/L-S worked towards the collapse assisting injured.Orderd by a B.C.
L-47 forced entry to adjoining bldgs to the site for use of the stadpipes . L-47 assisted in
! stretching hose lines . L-47/L-6 was then orderd to stay out of collapse area and stand
! fast. L-47
WORK PERFORMED -
OPERATIONS:
Received Two deceased members at Pier 92 (at that time temporary morgue). Deceased
members were transported to Pier 92 via Coast Guard vessel with FDNY members on
board. Members taken to Medical Examiners Office via EMS with B.19 escort.
B.19 remained at Medical Examiners Office until approx. 0200 Mrs. 9/12/01. Relieved and
assisted Fire Marshals tracking of members.

E-93 responded to the WTC at 1816 hours on Sept. 11,2001. E-93 was first ordered to the
farry termial to assist a Satellite Unit supplying water to the operation. E-93 then went to
West and Liberty Streets and used a muttiversal to extinguish fire in 85 West street.E-93
was also used at the site for search purposes. At about 0748 hrs, on Sept. 12, 2001 E-93
was told to return to quarters.

OPERATIONS:
Checked stability of scaffold at roof level & found scaffold secure at roof level but parts of
scaffold were broken at 6 different areas below the roof and could fall. Reported finding
aircraft parts on roof of building. Extinguished several pockets of fire on 3 different
floors with Eng 79.
OPERATIONS:
Operated under supervision of Battalion 54 as special called Tower Ladder at West B'way
and Barclay Street. Operated TL onto 7 WTC. Ordered to take up at 0646 hours by B-54.

Lad.58 searched for several more hours. At about 1500 Mrs. Lad.58
went to our apparatus which had been moved to the front of Bldg.5.
We were to operate our TL stream into Bldg.5, however BC. Mandella
informed us that we were to move our apparatus to the Park Row
Comm. Post. We were told that Bldg.7 was going to collapse and
everyone was being ordered to fall back until it did. Lad.58 remained
at the Comm. Post until Bldg.7 did collapse. This occured at appox.
1630 Mrs. About 1800 Mrs., we were ordered to bring our apparatus
to the corner of Barclay St. and West Broadway to operate our TL
stream into the remains of Bldg.7. Lad. 166 ,Eng.231 and Eng 281
were assigned to assist us. Lad.58 operated under the direction of
BC. Coward. Our main supply was from Sat. 4, relayed through an
Engine operating on Barclay St. between West Broadway and Church
St. We were relieved by the members of Lad. 166 at about 2330 Mrs.
Lad.58 returned to the Comm. Post at Park Row. We were relieved
by the Command Post and returned to quarters by NYC Police van.
Upon our return to quarters I, Lt. Scotto, had members brought to
Jacobi Hospital by EMS Ambulance, to have our eyes washed out
and have members checked out by a doctor. We then returned to
Quarters and went home.

Received signal relocate to Bn 32 by radio while on the air. Arrived in 15 minutes
then ordered lo transport the 32 Battalion to WTC.
WORK PERFORMED
Battalion 21 was originally assigned to relocate to the 32 Battalion. Upon arrival at
the 32 Battalion unit was instructed by the Brooklyn Dispatcher to bring the Chief
and Aide of the 32 Battalion to the WTC.
Upon arrival at the WTC went to command post that was being set up at the corner
of West and Liberty to inquire if the services of the 21 Battalion were required.
After determining that service were required returned to Battalion Car when the
South Tower Collapsed.
After proceeding South on West St. to avoid collapse Chief Vallebuona and FF
Zasa assisted civilians in area to points of refuge.
When dust cloud cleared to where it was possible to return to car both members
returned. At that time we tried to organize an operation by determining our
resources and options. Shortly thereafter the second collapse occurred. Again we
proceeded south on West and again assisted civilians and members in the street
where we could.
After conditions again stabilized returned to West and Liberty to try and setup
some sort of operation at that location.
Informed Chief Blaiche that we would try to organize units to control fires in street
and at 90 West St.
There were several members available at that time at West and Liberty probably
not more than 10. 90 West Street had several floors involved in fire along with a
cellar fire and the roof was also starting to burn. 90 West St. also had been
completely covered in scaffolding that had been damaged and whose stability was
in doubt. There were several cars and apparatus starting to burn in the street. There
was also debris and human remains along with several large sections of buildings
strewed along the street.
Instructed some members to do a surface search of the area to determine if there
were any victims that we could assist with negative results. At same time had some
members start to operate handlines on fires in street and to attempt an interior
operation at 90 West St. The lines we operated had been previously stretched
before the collapses. Due to poor water pressure probably caused by burst mains
along with inadequate equipment and manpower decided to order members out of
90 West St. to setup for exterior operations.
Members at this time were arriving for the recall, instructed some members go to
River to see if they could find a FireBoat. Members with the assistance of New
Jersey Firefighters found Marine 1 and stretched lines to West St. Instructed
members to bring multiversal to roof of Mariot Hotel across the street from 90
West and to operate hand lines from rooms in Hotel across street into 90 West. A
tower Ladder was also placed into operation. Several lines were stretched from
Marine 1 and an adequate water supply was established to contain fire at 90 West.
Around that time Chief Robert Mosier Division 8 came upon the scene and took
Command.
Kindly note that I have tried to recall the ID of firefighters and units that I worked
with that day and the only unit that I can recall is Ladder 108 the events of that day
were extremely stressful and have interfered with my ability to recall all that
occurred.
Injuries:
Chief Vallebuona went to the first aid station in the evening to have eyes cleaned
out due to partial loss of vision. Removed to Beekman Hospital eye ward for eye
irrigation and returned to scene. Also torn muscle to right leg and sprain to right
shoulder, which was not treated.
FF Zasa removed by EMS to Beth Israel for loss of vision, exhaustion and back
injury.
Damage and loss of property:
Battalion 21 car was damaged and left at scene. All department equipment and
personal gear in car was lost. Car was later returned to Battalion and some gear has
been returned.

Bn. 40 was assigned to box after first plane crashed into 1 WTC. They reported to Chief of Dept. Ganci at the command
post in front of World Financial Center. Chief Ganci ordered him into Command Post of the Vista Hotel where BC. Henry
and his Aide, FF. John Piccarello reported to DC. Galvin. DC. Galvin ordered them to conduct operations on the 70th
Floor.
As they left the command post to carry out there orders, the south tower collapsed trpping them in hotel. They managed
to escape to the northeast section of hotel . They assisted other firefighters and civilians who were also trapped and
disorientated, At this point BC. Henry and FF. Piccarello were seperated.
Moments later the second tower collapsed, trapping BC. Henry for the second timepinning him under rubble. He was removed
by stokes then ambulance to Columbian Presbyterian Hospital, Allen Provilian. He suffered injuries to head, back, and
whole right side including shoulder.neck, right leg, and knee. The hospital wanted to admit him, but he received word
that his son who was also working in L.21 that day was missing. His brother Capt. Henry from L.149 picked him up and
drove him home to await word on his son.
FF. Picarello proceeded north on West St, when second building collapsed. He was caught in dust and debris cloud. He
continued to assist civilians in need of help for a couple of hours, until he developed crushing chest pains. He was
taken to Roosevelt Hospital where it was determined his lungs were irritated by debris. They gave him an inhalator for
his breathing. FF. Piccarello went back to WTC to give further assistance wherever neded.

BC Bernius, Howe, Glynn, Pose all responded to WTC on recall, reported to staging area on Bway, and
Park Row, reported to DC Hairing and operated as follows.
BC Glynn operated in Verizon Bid. Supervised hand lines on 7 WTC. relieved aprox. 18:00 hrs. Than
operated IFO Visa Hotel under command of DC Jackson & DC Corcoran .
BC Pose operated with DC Hairing at staging area assisting DC Harring in staging duties.
BC Howe operated on Church St. and Vessey St. with DC Fox and DC Esposito entered WTC #5 with 4
search teams and searched bid. Than supervised getting a water supply for TL's 117 and 124 that operated
on Church St. into WTC £4 &5, until fire operations on church St. was suspended due to feared collapse of
WTC #7. After collapse of WTC #7 was ordered to operate on WTC #7 supervising fire extinguishment
and search of Exposures # 2 & 4 to the remains of WTC s7 for fire extension and structural damage.
BC Bernius arrived at 1100 hours and was designated by DC Mosier as sector commander operated on
Liberty and Church streets Ordered hose line stretched from first floor outlets in buildings on Liberty and
Church streets operated hose line for protection and searched surface for victims.
Checked BT building for structural stability-
Ordered line Stretched line from satellite supplied sprinkler in BT building stretched hand line into
subcellar BT building extinguished sub cellar and first floor fire. Supervised search of BT building results
negative. Operated staging post for DC Esposito for removal of two trapped port authority cops.

On arrival to Manhatten box 0300 we were notified by radio to respond to Church St. to
relieve another company. When on scene we used existing hoselines to supply two 2 1/2
hoselines to the smoldering fire below. The chauffer was left to operate pumper and the
rest of the company went to the site of the W.T.C. and operated under the orders of B.C.
Micheal O Brien. We remained on the pile until relieved by another engine company and
released by Deputy Chief in command.
OPERATIONS:
Eng-167 relieved Eng-155 and hooked up to the hydrant at Albany & Greenwich. Two lines
that were on the scene were connected to Eng-167. One line was for a TL at Greenwich &
Liberty, the other line was a handline for debris. Niether line was operated while Eng 167
was on the scene. Eng-161 relieved Eng-167.

This report is being filled out by Lt. Orloff because the entire E-201 crew working that day
except the detailed ECC from E-241 were killed in the collapse of the South Tower. F.F.
Solari was taken to Beekman Hospital and later to Lutheran Hospital for injuries to his leg
and eyes. He since has had an operation on his leg.
OPERATIONS:
E-201 responded through the Battery Tunnel and was told to go to Albany & West Sts. by
the Manhattan Disp. Lt. Martini & firefighters Schardt, Buck, & Pickford went to the
Command Post at the South Tower and were never seen again by F.F. Solari who was told
to stay with the rig by Lt. Martini. After the collapse F.F. Solari helped numerous civilians
by squirting them down with a can while they were burning, helped carry out FF. Kevin
Shea, helped extinguish some of the apparatus that was on fire (L-113). SEE PAGE 2
OPERATIONS:
Lt. Orloff and other members from E-201 on the recall ran into F.F. Solari around 1030 and
engaged in searches for survivors under B.C. Lakiotis. A fire was blowing out 2 windows
on the 11th Fl. of a High Rise Close to the water (address unknown at this time). Lt. Orloff
& F.F. Solari Took the utility rope to the 10th Fl. and members stretched 2 1/2" line up the
side of the building into the 10th Fl. window and up the stairs to an apt. on the 11th Fl.
with the assistance of L-114 and E-220. We hooked up the standpipe in the stairwell on
the floor below and assisted E-<

£228 was acting E205 at the time when special call to WTC. upon exiting Battery Tunnel
First tower collapesed and informed dispatcher to stop companies from using tunnel due
to zero visibility. All members donned masks, searched and survey area forcasualty(Neg.)
and during this process the Second tower collapes and all members took cover in rig and
were accounted for.
OPERATIONS:
After the dust settled E228 moved to West and Albany St. Command Post: All hydrants
were COS, a water source was establish on Albany St. from the harbor to the command
post by £228, £266, E521 and Marine Co. 1 using 3 1/2" hoses. E228 took position at
Albany St. and South End Ave. and acted as relay between Fireboat and manifold at West
and Liberty and manifold at West and Albany St. ECC remained with apparatus. All others
operated handiines extinguishing various vehicle fires and worked on the pile. E288 was
release at 0730 by DC Weinlein.

1. At 5 WTC assisted in removal of 1 civilian. Searched stores in basement. Brought in
hand extinguishers to extinguish pockets of fire while truck extricated trapped civilian.
Supplied O2 upon transportation.
2. Assisted in stretch to supply TL-7 (Operated from exterior 5 WTC.)
3. Hooked up to hydrant at Broadway and Church and relayed to E-503.
4. Assisted E-5 in stretch of supply line to TL-124.
5. Relieved E-247 at Church and Liberty, suppling 2 handlines and TL-124.

Connelly, McGowan to triage unit with exhaustion and smoke inhalation. All members of
E-247 suffer from eye/throat irritation.
OPERATIONS:
C.P. located at Vescey and Broadway. E-247 ordered to proceed south on Broadway to
help civilians in need. On corner of Liberty and Church, received info, that people were
trapped in 120 Liberty St. E-247 entered bldg which was partially collapsed, with fire in
cellar and 1st. floor. Primary search conducted of floors 1 through 4, ordered from bldg
due to instability. E-247 then supplied two 21/2 inch handlines used to support the rescue
effort and also supplied T.L. 17 and T.L. 24 with a source of water.

While relocated to E. 279, assigned to respond to 3rd alarm at the Brooklyn Bridge for
assignment to WTC fire. As ordered by Battalion 40 responded to staging area at West
and Chambers Streets. Assissted in stretching 5 inch hose from fireboat to pumper and
manifold operating on Vesey St. Assissted in search for victims in rubble on West and
Vesey Streets. Stretched and operated 13/4 inch line for fires flaring up in the rubble.
OPERATIONS:
Upon arrival TI-77 relieved TI-12. L-77 operated Tower on to piles of smoldering debris.
Was supplied by E-53. By orders of Bn-51 took up.
OPERATIONS:
Upon arrival were sent down broadway to extinquish debris and car fires. Then parked on
Liberty st. We then worked under Chief Mosier to get L-15 T.L. in operation. We then
searched 130 Liberty and assisted to extinguish sub basement fire, we then continued to
search for trapped victims until relieved.

L. 114 first responded to the BBT staging area where they received message on MOT to
respond to Albany and West St. Upon arrival at this location the OOD reported to
command post for instructions. L114 was instructed to the South tower and while
enroute the South tower collapsed. Members sought cover, regrouped, aided injured and
assisted in extinguishing surrounding fires. At this point the North tower collapsed, again
members sought cover, regrouped and aided injured. L.114 was Instructed to assist in
search and extinguishment of fire on the ninth floor of building closer to the
water(address unknown at this time). After this fire was extinguished the two injured
members sought medical attention. The remaining members of L.114 performed various
duties until relieved by a battalion chlef(unknown at this time).

L149 ordered to remain in service retaining the night tour as ordered by the 8th.
division.Reported to the staging area at the foot of the Brooklyn Battery Tunnel under the
command of the 42 Batt.Ordered to the Brooklyn Bridge in response to the collapse of
the first tower. Entered Manhatten preceded to the staging area on Chambers Street. By
the orders of Chief Cautheres preceded to the north tower working at various locations
searching and rtemoving rubble for approximately 8 hrs. Moving southward by the orders
of Chief Blache searched buildings on the river/srae
OPERATIONS:
for approximately 4 hrs. The remaining 6 hrs. was spent performing varios truck duties
search and rubble removal. Ladder 149 app. was used by various companies to perform
whatever task the chiefs in charge asked to perforn. The apparatus was returned to
Brooklyn by FF Marsilla and recall FF Castillanoat aproximately 0400 hrs on 9/12/01
missing tools and equipment lost in the operation.

WORK PERFORMED
Upon the collapse of 2 WTC BC Collins self evacuated through an underground tunnel entrance to the Financial
Cenier. BC Collins was then ordered to reorganize with members of numerous units a: Barclay and West Street. En route to
the Lobby Command Post of 1 WTC FF Senn was called into the Marriott Hotel by an employee who informed him that there
were numerous civilians who could not escape due to tfce large volume of debris and jumpers failing to the street. FF
Sena removed approximately 35-40 civilians via the street exit on Liberty- Street. They were taken South on West Street
and instructed to evacuate as far south as possible. FF Senn then reported to the Lobby of 1 WTC. At the time of the
collapse of 2 WTC FF Senn was standing fast at the Lobby Command Post. After disectangling himself, FF Senn self
evacuated via the North Walkway into the Financial Center and onto West Street where he was ordered :o evacuate the area
immediailey due to the potential collapse of 1 WTC. Moments later 3 WTC collapsed causing FF Senn to be thrown
approximately 50 feet into a fenced area North of Vesey St. Once visibility improved FF Senn &nd ether members w-ere
ordered to reorganize at Barclay and West Street
Both BC Collins and FF Senr. remained al Barclay Command Post FF Senn was later removed to the V.A. Hospital for the
treatment of a broken Rt. Hand, 1st and 2nd Degree Bums to his eyes, and contusions to his Rt. Shoulder. BC Collins
rerumed*quaners Wreported injuiing bis Neck and spraining his Right Leg. BC Collins and FF Senn remained at quarters
as per Recall Instructions.

Ladder 102 reported to staging area at the Brooklyn Battery Tunnel. After reporting to
staging area, Chief Ferro, Bn41, and B.C. Coyne, 42 Bn., L102 was order to evacuate
north tube of tunnel. Lad 102 walked the entire length of tunnel because of abandoned
vehicles. When tunnel was cleared of civillians, Lad 102 continued on foot to the World
Trade Center. Under the command of D.C. Hayden, 1st Division and B.C. O1 Conner, Bn57,
Lad 102 began immediate surface search for victims. Lad 102, operating with Lt. Nolan,
Lt.Ciaravino, Fr. Radziewicz, Fr. Croce, Fr. Insardi, Fr. Byrnes, Fr. McCutchen,

While relocating to E-6, E-271 stopped at intersection of Church & Murray Si's, observed
the South tower of WTC collapse. Then responded on 5th Alarm to West St. & Vesey St..
Reported in, explained to Chief what I had witnessed, and was ordered to evacuate
immediately, to move North on West St..
CREATIONS'
While proceeding North on West St. saw Officer of E-212, who was going back towards
remaining tower to search for members of his company, E-271 joined him to search for
his missing members, a short time later the remaining tower collapsed. E-271 then
assisted in search for members/civilians trapped in rubble. Then ordered to supply
standplpe in Verizon Bldg., and extinguish fire in surrounding areas/ bldg.'s from
windows in Verizon bldg.
OPERATIONS:
E-212 assigned 2 WTC reported in with 2 1/2 in rolled ups, spare scott cylinders, we could
not access Washington St. command post due to falling bodies, bldg debris and plane
parts falling on Liberty St side of bldg. PD ESU stated 3 plane in bound so we used the
two bldgs south of E-10 qtrs for cover came out on West St overpass and into the
Marriot Hotel. This was not out assigned command post ( Batt 8 this location) so a desk
clerk escorted us through hotel to a West St entrance into the WTC concourse level and
told us we could access 2 WTC from this level.
TO: Division 1
At this point I encounterd BC possibily Batt 9 he told us only to use low bank of
elevators and to walk up from their. I staged my members about 200 yards in from West St and
began looking for other members and CP I ran into E-238 who came in the same way as us. We
were trying to figure out how to get to 2 WTC when an expolision occurred at this time (within 3
to 5 minutes of our arrival WTC 1 concourse level). My self and members of E-238 were blown
backwards and to floor by blast covered and blinded by bldg debris. Lt. Brosnan & Lt Wilkerson
of E- 238 & members led from 15 to 20 civilians to exit at West St & Vesey St. The members of
E-212 speerated from me exited to Vesey St side exit with about 40 to 50 civilian and Port
Authority personal.
Myself and Lt. Wilkerson were missing members & tried to get our May Day
transmissions acknowleged (we were not successful). ECC's in st lead me into store and tried to
wash my eyes out. Returned to St. and searched for a full mask. Encountered BC Mike Keenan
and informed him of our missing members. Searched rigs for a mask found 1 on Squad rig (41)
At this point I noticed Marriot hotel had collapased (V-shaped from roof to lower fls only far
corners stood). I thought that this was the cause of the explosion that had driven us out of 1
WTC we did not know that 2 WTC had collapased into the Marriot at this time). Heard Mayday
from 4 tracks OVM tried to acknowledge but unsucessful due to radio traffic.
I was about to reenter WTC 1 when Lt John McDonald E-271 stated that he would come
with me to look for missing members. I looked un and Tower 1 was collapasing. I ran North
along the west side of apparatus parked on West St for cover (last truck recalled was L-20). I
made it two more rigs in blackness and crawled under rig. Within minutes it was silent. Walked
out found myself about 4 blocks N on West St reported my members missing to incoming BC, a
Lt .took members names and I walked up to Broadway & found my ECC at this location. I then
returned to CP on West St. to see if my missing members had been accounted for.
Chief Nigro put me in touch with a Capt who had a list of members removed to
Hosp's he informed me that my members were accounted for and they sent me to St. Vincents
Hosp.

upon responding into Barclay & Church sts and hooking up to hydrant, E211 reported
into command post at Vesey & West st. While awaiting orders for assignment, the
collapse of south tower of WTC caused members to retreat across street into parking
garage of the World Financial Bldg to escape falling debris. E211 exited bldg via exp. 3
and attempted to return to front of north tower. While approaching Vesey st from rear of
bldg, collapse of north tower of WTC again forced retreat of E211 to rear of bldg. to
escape debris. Then for remainder of time period E-211 was ordered by command post to
assist with water supply of tower ladder operation at 6 WTC, search of Federal Post office
bldg on Church st and assist with line placement and searches of 2 WTC collapse area.

OPERATIONS:
Arrived as part of the Brooklyn Tunnel Task Force. Took Hydrant at West and Liberty
ordered ECC to stay with apparatus and perform ECC duties as needed and ordered.
Reported to Chief Barbara who ordered E-210 to the command post for the North Tower.
Reported to North Tower Coommand Post and ordered to stand fast. While Standing Fast
the South Tower Collapsed sending all members running to escape falling debris Etc. E-
210 members ran down a loading dock in a building across the street from the North
Tower. We got out through a rear door and proceeded around to West St <TQ «u<\

OPERATIONS:
Responded to WTC. Parked rig approx. 4 blocks away, took whatever gear we could carry.
Made our way to a Command Post, ( South & Vessy)? While receiving my orders from the
Chief, the South Tower collapsed in front of us which forced all members of E-209 to
scatter. When smoke cleared, Lt. Balkunas hooked up with ECC McGarryand made voice
contact with Controlman who in turn told me he was OK as well as the Backup man.
Nozzleman Dileo was still unaccounted for as far as I could tell as radio Transmissions
were not clear. At this point, Lt. Balkunas and FF McGarry hooked up with several engine
companies along with the Marine unit and helped stretch hose to the collapsed area. After
making our way to the new operations post, members of E-209 helped with general tasks
such as moving line or supplying Tower Ladders etc. At this point Lt. Balkunas was taken
to Beekman Hospital with chemical burns to eyes. Members returned to Quarters with rig.
OPERATIONS:
E-218 took over the supplying of TL 84 from E-164. Eng.218 operated approximately 10
hours as a unit until relieved.
OPERATIONS:
E-219 Arrived at the WTC Moments after the first tower collapsed. Members of E-219
preceded on foot to E-279's unmanned apparatus which was located at West St. & Liberty
St. A water supply was established from a nearby standpipe system to supply E-279 and
then E-219 streched a hose line and extinguished various car fires and pockets of fire in
the streets. E-279 was then supplied by a fireboat and this water was used to supply
other manifolds in the area.

OPERATIONS:
E-221 reported in to the staging area in front of the World Financial Center on West St.
Shortly after reporting in E-221 was ordered by A.C. Cassano to report in to the command
post at #2 World Trade Center. E-221 began crossing West St. to assigned location when
#2 World Trade Center began to collapse. Capt Lindahl E-221 directed members of E-221
to seek refuge in the underground parking garage of the World Financial Center. A
number of other units in the vicinity also followed these directions. E-221 discovered a
building exit from the parking garage ramp.

This exit led to a stairway and a ground level exit to the rear of The World Financial Center.
Capt. Lindahl directed units in the parking garage to use this exit. Realizing this was a safe
means of egress, Capt Lindahl tied off a search rope in the exit stairway and proceeded back into
the parking garage tunnel. Visibility was poor. Capt. Lindahl proceeded to the parking garage
entrance .Capt Lindahl reported to A.C. Cassano who was still at the staging area that
approximately five to six units had been evacuated through the parking garage ramp and exit to
the rear of the World Financial Center. Capt. Lindahl informed A.C. Cassano that he was going
to rearoup the firefighters in the rear of the building and would return with them to the staging
area^Capt. Lindahl tied off his search rope at the entrance to the parking garage and informed
A.C. Cassano that the search rope was tied off and could be used as an escape route. Upon
returning to the units in the rear Capt. Lindahl realized some members had left the staging area
without'their PPE. Capt. Lindahl directed members of E-221to return with him to the staging
area to retrieve PPE for use by these firefighters. Capt. Lindahl and members returned to the rear
of The World Financial Center and distributed this equipment. Capt. Lindahl began to regroup
these firefighters in the rear of the building to return to the staging area. As these units began to
return to the staging area #1 World Trade Center collapsed. This group of firefighters retreated
and had now totally dispersed. E-221 was able to remain intact. E-221 returned to the collapse
site and the location of their apparatus on Dey St.between Broadway and Church St. E-221 was
ordered to supply hand lines and a tower ladder.in order to begin extinguishment of the fires at
the collapse site. No hydrant water was available on Church St. Capt. Lindahl ordered two
members of E-221 to operate the unmanned apparatus of Squad 41 at Dey and Church Sts. Water
was relayed to this apparatus from E-221 positioned at Dey St. and Broadway. This water relay-
was able to provide water to Tower Ladder 119 operating on Church St and three hand lines
operating on the collapse pile. Those handlines were used to extinguish fire and protect rescue
operations on the collapse pile . E-221 continued operating this water relay and supplying hand
lines at the collapse site until relieved at 0600 hrs 9/12/01. At this time E-221 was ordered to
return to quarters by the Chief in Charge of the Command Post at Park Row and Broadway.
OPERATIONS:
Upon arrival at WTC, E 224 was directed (by an unidentified FD Lieutenant) to find a
working hydrant and prepare to relay water back to WTC systems. While stretching

and civilians to include bandaging and eye irrigation. Upon collapse of 2nd Tower,
members again provided triage to members and civilians. At approximately 1100 hours
,E 224 was directed to move apparatus to Vesey and West sts-to supply a tower ladder
unit. E 224 supplied tower ladders, standpipe and hoselines for 2 days.

streching supply line- E239 proceeded to staging area when the South Tower collapsed
E239 took cover under apparatus in front of the North Tower. The company was
separated in the dust cloud and after the dust cleared Lt Mancuso accounted for the all
his members. The company proceeded to help evacuate the North Tower and search
colapse debris, E239 was ordered away from colapse zone of the North Tower after the

Was just getting orders to go into Tower 2 when the first of two came down. All ran for
cover. When all cleared up, accounted for my men and ass'ted with lines to put out all
local fires. When the 2nd Tower came down we ran for our lives again, when the dust
settled started all over again with lines to all fires cars, rigs(L113)cop cars... Also
Stretched a 3 1/2 " line from Marine unit to West & Albany Street to put out the fire in that
Bldg. Masks were used as necessary and until ran out of air then all members were
exposed to all airborn particles in the air...

Engine 216 responded 10th on the 5th alarm, and hooked up to a hydrant at West St. and
Albany Ave.. The unit reported to Chief Barbera at the staging area, located at Liberty
and West Street. They were ordered into the Lobby Command Post of the South Tower.
Engine Co. 216 attempted to take the least dangerous route to the lobby, due to failing
victfms and debris . White making their approach to the entrance, at the comer of Liberty

CONNECTING HALLWAYS. AS THIS ORDER WAS RECEIVED ,THE SOUTH TOWER COLLAPSED. MEMBERS EXITED
BUILDING, AND WERE APPROX 50FT SOUTH OF LIBERTY ST. WHEN NORTH TOWER COLLAPSED. MEMBERS HAD
TO RUN AND SEEK SHELTER IN A PREVIOUSLY DAMAGED BUILDING. MEMBERS THEN MADE THEIR WAY
SOUTH AND WEST TO SEEK MEDICAL ATTENTION. MEMBERS REMOVED FROM MANHATTAN BY POLICE UNITS.
DUE TO DIFFERENT AND VARIED INJURIES, MEMBERS WERE SENT TO HOSPITALS IN NEW JERSEY, BROOKLYN,
AND STATEN ISLAND. ALL MEMBERS WERE TREATED AND FR CASTROGIOVANNI WAS KEPT OVERNIGHT DUE

Post, and was ordered to operate on the 70 floor of the south tower via the lobby of the
Harriot Hotel. All members were In Hotel Lobby when the south tower collapsed. All
members were involved In search and rescue efforts subsequent to both towers
collapsing, until they were physically unable to do so.

Operations: Upon arrival at the command post, L-110 was ordered to operate under Bn. 11 to
search and evacuate the 21st floor. Primary search was negative. Upon completion all
members were told to evacuate the building. All members of L-110 were accounted for.
L-110 received verbal report fron NYPD of two trapped TA workers in the subway station at the
corner of Church and Cortland. L-110 cut the gates and performed a search which was
negative.

Prior to responding to WTC site E 266 was relocated To E-16 from 1030 hrs.
Upon arrival at Command Post near West St. we were given orders to only let authorized
vehicles into WTC area.We did this for approx. 1HR.
Then E 251 was ordered to relieve a pumper on Greenwich St. (near Liberty St.) that was
overheating and E 266 was to assist E 251 and Replace E 251 if needed.
FF.Tilearcio E 266 ECC remained with pumper and rest of E 266 went to assist in search
IFO quarters of E10/L10 under the supervision of D.C Espositp-P-15 until ordered to take-
up.

E-268 was ordered to hook up to a water supply and then stood fast.

While relocated to Engine-3, Engine 328 was special called to the WTC site. Engine 328
moved supplies and streched a hand-line into the main area of debris of the South tower.

Eng. 261 responded to muster point at 0901 hours on 9/11/01. Arrived at WTC between 1st
and 2nd collapse. Members were walking toward buiding when 2nd tower collapsed and
were cauht in the debris cloud. Ff. Roccovich was struck in the back by a vehicle and was
hospitalized. Reported to the Vesey/West Command Post. Assigned to the Staging Area
and was used on 3 different occassions to perform searches for surface victims on West
Streetin proximity to nthe North Tower. All searches were negative
OPERATIONS:
E-262 was appox 3 blocks north on West street reporting in with B-49/B-45 when the 2nd
tower came down forcing members to take cover. E-262 was than directed by B.C.
Keenan B-49 to extinguish a large number of cars burning in a lot to the north and west of
the intersection of West & Vesey. Using E-220 rig, E-262 first used foam and than water
to extinguish appox 30 to 40 cars. E-262 than reported in to the staging area on West St.
and stood fast till told to return to qtrs.
OPERATIONS:
Eng 262 relieved E 151 on Broadway and Barclay Supplied L 114 with water for about 6.5
Mrs. then took up upon being relieved by E 96.

E-307 responded to Box # 2033. E-307 assembled with other units from 49 Batt. under the
supervision of Chief Keenan. While walking towards the North tower of the World Trade
Center with rolled up lengths of 2 1/2 hose, standpipe kit and extra SCBA cylinders the
North tower started to collapse. E-307 ran from falling debris and took cover. While
engulfed in smoke and dust from the collapse, E-307 started to look for victims and
evacuate them to safer places. E-307 then stood fast at staging area awaiting next
orders. Then supplied TL for North Tower.

TL 117 was special called to the Qtrs of L-128, the Queens Staging Area, at approximately
09:30 Hrs. Then, at about 10:00 Hrs, TL 117 was ordered to relocate to the Qtrs of L-3,
were it responded to three runs. At Approximately 1400 Hrs L-117 was special called as
additional unit to WTC- Liberty and West Street. There , members helped stretch
handlines, operated bucket and dug. The company was relieved and returned to it's own
Qtrs about 02:30 hrs on Sept. 12,2001.
OPERATIONS:
Responded to 3rd alarm at staging areas near entrance to Midtown Tunnel.
Parked rig 4 blocks away, walked up to fire scene, were caught in smoke cloud
from second tower collapse.
Searched for trapped firefighters near Liberty Street in rubble FF trapped rigs DOA.
Ordered to abandon search due to unstable building that eventually collapsed

Upon arrival found D.C. Thomas Haring in Command
I was directed by D.C. Harinq to report to D.C. James Esposito at Liberty St. Command
£r Post. D.C. Esposito ordered me to make my way into the rubble field to the middle of
the WTC complex where an active rescue attempt was taking place. Upon arrival at the
dig site I assumed the position of logistics and communication Chief. For the next nine
hours I coordinated the assignment of FDNY rescuers and material into the "hole"and
acted as communications relay between the members in the hole and the Command Post.
I also directed the shifting of the Command Post to Church St. in order to shorten
the supply lines and facilitate the removal of Sgt. John McLoughlin PAPD which was
accomplished at 07:30 hrs.on 9/12/01 completing a successful rescue.
REMARKS

Engine 310 was relocated to Engine 55. When the first tower came down we were ordered
by the dispatcher to respond to the WTC. Due to heavy traffic we took a hydrant a few
blocks away. All members including the chauf. Proceeded on foot. And near the corner of
west and Vesey streets we were ordered by B. C. Downey to evacuate the civilians and
Fire Dept. personnel from that location. While in the process the second tower came
down. After taking cover and waiting for the atmosphere to become tolerable all my men
were accounted for and managed to salvage some hose and extinguish several vehicle
fires, we also searched for victims for several hours, we were relieved from duty at app.
24:00 by a D.C.

command post in WTC BIdg. #2. Bldg.#2 collapsed while company was enroute. Company
regrouped at apparatus on West St.. Notified by D.C. Galvin that Fire Dept. members were
trapped inside the Marriott Hotel. Ladder 113 was in the process of attempting removal of
F.D. members when BIdg. #1 collapsed. Lt. Brown removed to hospital via Fire Boat.
Ladder 113 members remained on scene continuing search.

1) Relieved L-152 at corner of Vesey and West Broadway and operate TL stream when
necessary.
