Illegal Income Issue Anand Chauhan An LIC agent opens account in Punjab National Bank and makes cash deposit of Rs 5 crore (approximately). Cheques are then used to pay premiums for LIC policies held in the name of Shri. Virbhadra Singh, his wife Smt. Pratibha Singh and their two children. The matter comes under the scrutiny of the Income Tax Department. Shri. Vir Bhadra Singh Faces the fear of proceedings from investigative agencies. Decides to retrospectively amend his income tax returns for three years in 2012 Original income tax returns disclose his agricultural income as: Rs 7 lakhs in 2008, Rs 15 lakhs in 2009 and Rs 25 lakhs in 2010 New income tax returns disclose his agricultural income as: Rs 2.21 crores in 2008, Rs 2.8 crores in 2009 and Rs 1.55 crores in 2010. Prepares a backdated agreement with Anand Chauhan It shows that Chauhan was managing his orchards and he deposited his income from the orchards in the bank and used it to make payments for insurance premiums.

Shri. Vir Bhadra Singh conceals the original agreement dated 17.06.2008 between him and one Bishambar Das who paid him a sum of Rs 10.5 lakhs for each of the three years. Barter of Government Favour for Financial Benefits Issue M/s Venture Energy and Technology Pvt. Ltd. defaults in execution of Sai Kothi hydel project in Himachal Pradesh. It seeks extension of time but Government decides to cancel contract. After becoming CM, on 04/09/2013 Shri. Vir Bhadra Singh Granted 10 months extension to the company for executing the project and imposed Rs. 58.19 lakhs as extension fee. The details of the barter The company fails to pay the extension fee of Rs. 58.19 lakhs to HP Government. Election affidavit dated 30/05/2013 filed by Smt. Pratibha Singh disclose that the promoters of M/s Venture Energy and Technology Pvt. Ltd, Shri Vakamulla Chandrashekhar, extended unsecured loan of Rs 1.5 crore and Rs 2.4 crore to her and her spouse Shri. Virbhadra Singh respectively. The company extends unsecured loan of approximately 4 crores to the Chief Minister who granted them extension. Why? Both Shri. Vakamulla Chandrashekhar and M/s Venture Energy and Technology Pvt. Ltd are under huge debts. Meanwhile documents indicate that Shri Virbhadra Singh and his family have surplus amounts lying in their bank accounts. The company and its promoter, who are facing huge financial debts, extends loan to a family which has surplus amounts in their banks. Why? Another company promoted by Shri. Vakamulla Chandrashekhar, M/s. Tarini Infrastructures, provides details of its shareholders to Registrar of Companies as on 29.9.2012. 3,40,000 shares in the name of Smt. Pratibha Singh 3,40,000 shares in the name of her son Shri Vikramadiya Singh 3,40,000 shares in the name of her daughter Ms. Aparajita Kumari 10,000 shares in the name of Shri. Amit Pal Singh, OSD to CM Favour is shown to a private company which grants loan to the Chief Minister and his wife. Moreover, the family members of the Chief Minister and his staff are shareholders in on the the group companies. Open and shut case of conflict of interest and barter of government favour for personal benefits.
