Sub :- Instructions to be followed during and after exam for possible recruitment in the cadre of
TTA(DR) in BSNL- (Rectt Year: 2008).

The above mentioned examination is to be held on 22-02-09 and will consist of One
paper only which will be as follows :

2. On receipt of the question papers, the containers containing the question papers of the
above noted examination may kindly be examined immediately in order to see that they are
unopened, not tampered and intact and given certificate in Form A-3(Annexure-IV) attached.. In
case any damage/tampering is suspected, the DGM(A)/Examination Coordinator may be
informed followed by a detailed confidential report.

3. The candidates having valid Hall permits or Hall permits (Provisional)should only be
allowed to enter the Examination Hall on the date of exam prior to commencement of the exam.

4. Use of Calculators, mobile phones, log table, i pod, any electronic/mechanical gadget in
any form are not permitted in the above examination. An announcement in this regard should be
made in the examination hall prior to the exam. Candidature must be cancelled if anybody
violates it or adopts any unfair means while appearing in the exam.

5. The candidates will have to put tick mark against the options denoting the nearest
answers given on question paper booklets. Used question paper booklets i.e, the answer books
and the list of security codes allotted to the candidates (Hardcopy & soft copy) who have actually
appeared in the examination may be sent to the examiner(s) concerned by insured post. Name of
the evaluator(s) along with his/their Postal Address(es) are enclosed (Annexure-VIII). It may be
ensured address is written correctly and it is dispatched by insured post .

6. The list of the security code numbers of the candidates who actually appeared may be
prepared in good quality paper in the prescribed form vide Annexure-VII of Rule-24 of Part-III

of Appendix 37 of P&T Manual Volume-IV(5th Edition).A soft copy of the same may be prepared
on a CD and sent to the evaluator whose name and address are given in sealed envelope
(Annexure-VIII, to be opened after exam is over) in a CD mailer alongwith used question paper
booklets by insured post only.

7. How to allot the secret numbers to roll numbers of candidates who appeared in
Exam:Ref.Annexure-VII). As soon as the examination is over, a SECRET NUMBER assigned to
the candidates and the portion of the answer books containing the roll numbers may kindly be
torn off. The torn portion may kindly be kept in your custody for at least 6 months. The secret
number will be a six digit number, beginning with your SSA code, as illustrated below :Your

Note(i) Same Secret Code number should not be given to more than one candidate.

(ii) Two copies of the secret code numbers may be prepared at your end. One of them may be
kept with you for record and the other may be sent to DGM(A), Examination Coordinator,
confidentially, by name within three days from the date of examination. It should be sent by
registered post in a sealed envelope. Please refer to Annexure-VII for further details.

8. If no candidate takes the examination at your center, this fact should be intimated to the
DGM(A) Examination Coordinator as well as the examiners concerned. The sealed question
paper packets may be returned UNOPENED to the Circle Office after the examination is over.

9. The date and hour of the examination and the numbers of question paper, serial number
on question paper sent are indicated on each sealed envelope. The sealed envelopes containing
question paper booklets which should be kept in your personal safe custody and each of them
should be opened in the presence of the candidates, five minutes before the commencement of
the examination. The opened inner covers/envelopes with the seals should be kept by the
supervising in his/her safe custody for six months.

10. Instructions for your guidance as Supervising officer are contained in Part-III of
Appendix No. 37 to the P&T Manual-IV(5th Edition). Attention is invited to Appendix No. 37 to
the P&T Manual Vol-IV(5th Edition) regarding treatment of candidates found to be using unfair
means in departmental examination.

11. Action may please be taken on the conclusion of the examination in each paper in
accordance with rule-24, rule-25 and 26 of Part-III referred to above. The certificate referred to
in Rule-26 may either be written in the handwriting of the Supervising Officer or may be typed.

A copy of the list of candidates, their roll numbers and their secret code No. should also be sent
to DGM(A)& examination coordinator (by name) without any delay on the conclusion of the
examination in two sealed envelopes marked “Confidential” by registered post.

12. a)It may kindly be ensured that the Result-sheet/tabulation sheet is prepared in the
prescribed form on good paper and enclosed with the used question paper booklets and sent to
evaluator only by insured post (not parcel).

b) Absentee statement should be prepared separately and sent to DGM(A) & Circle Exam
Coordinator in sealed envelope by registered post.

13. After the examination in all the papers are over, a detailed statement of question papers
may be sent to DGM(A) Exam Coordinator indicating :-the following in Form-BI (Annexure-V)
(i) Numbers received, ii) Distributed, iii) Balance.

A copy of the above statement may kindly be sent to Circle office.


Balance/unused/unopened question paper booklets and their envelops should be sent to the
DGM(A) Circle office , Guwahati.

15. The portion containing the roll numbers, small sheet attached to top of question paper
booklet should be torn off and a secret code number with six digits should be written on the used
question paper booklets beginning with your SSA code. Please refer to Annexure-VII .The used
question paper booklets, i.e answer books sent to the evaluator/examiner should contain the code
number only. In the marksheets sent to the examiners, only the code number should be indicated.
The torn off portion of answer book and copy of list of Roll numbers and code numbers may be
kept in your custody for 6 months.

16. All the formalities and technicalities for holding the examinations as per the provisions
contained in Appendix 37 of P&T Manual Vol.IV(5th Edition)may be scrupulously followed.

17. The list of evaluator(s)/examiner(s) when received may be treated as confidential as per
the provisions contained in Rule-22 of Part-III ,Appendix 37 of P&T manual Vol-IV(5th Edition)

18. No candidate should be allowed to leave the examination hall before exam is over.

19. No candidate should be allowed to carry the question papers booklet. If anybody tries,
Police is to be informed and FIR is to be lodged.

20. The Hall Permit should be collected from all the candidates appearing in Exam after the
exam is over and kept in safe custody with the supervising officer for one year.

21. A certificate(Form-B2 attached as Annexure VI) may be sent to the Circle Exam
Coordinator.

22.a) It is reiterated that used question paper booklets should be sent to the
Evaluators/Examiner in waterproof sealed envelope along with tabulation sheet (hardcopy and

soft copy as per format given in Annexure-VII)marked “Confidential” by insured post (insured
for Rs 500/-,insured letter not parcel).

b) Proof of dispatch (in original) should be kept by supervising officer in his/her personal
custody for six months.
c) Only hardcopy of secret codes allotted against Roll No. for the candidate present should
be sent to DGM(Admn) & Circle Exam Coordinator by name in a sealed envelope marked as
“Confidential” by Registered post only. It should be sent to DGM(Admn) only and one copy
should be preserved by the Supervising officer of the SSA in his/her personal custody. It must be
signed by the Supervising officer. Please refer to Annexure-VIII for the format. It must be as per
the format given in Annexure-VIII.

d) A copy of attendance sheet and absentee statement should alsPage 4 of 12


o be sent in separate sealed envelope marked as “CONFIDENTIAL” to DGM(A) (by name) and
sent by registered post.

23. Different Forms (namely A1,A2,A3,B1,B2) enclosed as Annexures required at different time are to be duly
filled in by the Supervising Officer and or invigilators and sent to DGM(A) and Examination Coordinator. These are

24. All unused question paper booklet must be returned to DGM(A) and Exam Coordinator in sealed envelope
marked “CONFIDENTIAL” by registered post. The number of such unused question paper booklets should be
mentioned in the forwarding letter to be signed by the Supervising officer.

ADDITIONAL INSTRUCTIONS FOR CENTRE SEUPERVISING OFFICERS AND
INVIGILATORS

I. STEPS TO BE ENSURED BEFORE DISTRIBUTION OF QUESTION PAPERS.

A. FOR CENTRE SUPERVISORS.

1. The Centre supervising officer must verify before handing over the Question papers to the
invigilators for distribution that the question paper as per programme of exam notified.
2. The Centre supervisors must brief all invigilators staff on duty to carry out the instructions
sequentially and carefully without fail.
3. The centre Supervisor will give a certificate in Form AI (Annexure-II)

B. FOR STAFF ON INVIGILATION DUTY.

1. Each invigilator will give a certificate in Form A2 (Annexure -III ).


2. Question paper which is not properly printed or has blank or incomplete inside pages need not be distributed .
In case any such question paper is given to any candidate the same may be replaced immediately with a good
copy.
3. The invigilators should ensure that the candidates are seated according to the seating plan to be finalized by
Center supervisor.
4. The invigilators must verify the Hall permit of each candidate and ensure that the actual candidate is appearing
in the exam.
5. The invigilators should also check that the candidates write their roll numbers correctly(as per hall permits) on
the space provided on small sheet attached to the top of question paper booklets.

II. SECURITY CODE NUMBERS :

The Centre supervising Officer must also ensure that each of the used question paper booklet is
assigned a unique secret code number after exam is over as per the detailed instructions separately
available to them(Annexure-VIII in sealed cover)

III. DESPATCH OF USED QUESTION PAPER BOOKLETS.

The used question paper booklets ( i.e. the booklets marked by the candidates) should be sent to
the evaluator(s) by name (whose name(s) appear(s) in Annexure-IX (sealed envelope) in water proof two
sealed, envelopes marked “Confidential” by insured post (insured for five hundred rupees) after Exam is
over along with the marksheet (hard and soft copy) as per Annexure-VIII signed by the Supervising
Officer.

IV. DESPATCH OF UNUSED QUESTION PAPERS.

In no case unused paper booklet is dispatched to the evaluators. It should be returned to the Circle Exam
Coordinator by post.
