Dear Principal Woolf, ! My name is Ricardo Patricio Garca Ondarza and I am the President of the Arts and Science Undergraduate

Society 2013 Year Society Committee. Like many other rst year students, my main concern when moving into residence at Queens was making friends and living in an inclusive environment. I decided to run for ASUS 2013 Year Society President in order to serve as the voice of my peers and ensure that the concerns of my fellow classmates are addressed. This is why on behalf of the 2013 ASUS Year Society Committee I would like to present the following:

Vision
The vision of the 2013 Year Society Committee is to construct an ice skating rink in the middle of Leonard Field. The following highlighted area in the campus map below illustrates the exact position for where the rink will be located. We believe that the availability of an ice skating rink to all of the rst year students living in Main Campus Residences will provide students with the opportunity to have fun on campus without recurring to the need of inhering illegal substances (given that the majority of the population living in residence is under the legal drinking age of 19).

Mission
When reading over the Strategic Goals of the University, I came across the following: ! Goal Three: Enhance Queens distinctive environment for learning.

During my rst week at Queens, I remember Michael Ceci saying, Ask not what your university can do for you but what you can do for your university. By altering a speech given by John F. Kennedy, Michael made a point: most of the learning in university takes place outside the classroom by getting involved with different campus clubs and extracurricular activities. This outside of class involvement plays a key role in enhanc[ing] [a] Queens distinctive environment for learning. While one may think that the availability of an ice-skating rink (strategically located in Leonard Field to ensure easy access for all rst year students) may not have as strong of an impact in the environment for learning, it will promote a safe substance free environment that will facilitate social relationships between peers.

Construction
After speaking with Physical Plants and Services about the creation of such ice skating rink, I was specically told that they would be able to do such job only if Principal Woolf himself granted [me] a written permission to do so. Having said this, Physical Plants and Services would help with the construction of such project; however, understanding the current nancial situation of the University, we are willing to pay for the full construction and maintenance of the rink and the overtime wage of the Physical Plant and Services employees. Before we actually begin the construction of such rink, Physical Plants and Services will conduct a brief study of the proposed project in order to tell us the approximate cost of it; we will then determine whether it will actually be feasible. For now, we are solely asking for the permission of said project. The construction of the actual ice skating rink will only start given that we obtain the necessary funds to undergo the costs established by Physical Plant and Services.

Concept
Although the ice skating rink will be fenced, it will remain open and free of cost throughout the day for people who own their own pair of skates to use. Nevertheless, we plan to have a deal with a local skates rental place in order to offer skates for rental during Friday, Saturday and Sunday evenings so that those who do not own a pair of skates can also use the facility. Furthermore, we plan to have different themed ice skating events. An example of such an event could be an all 70s music Saturday Night Fever event. There will be an entrance fee to these events in order to cover some of the costs for the maintenance of the rink, music set up, security, rst aid etc... However, the entrance fee will be around $2.00 in order to ensure accessibility to the majority of students. Having said this, if we are going to organize such events we will need to hire student constables in order to ensure the safety of all skaters, and make sure that those entering the rink are not under the inuence of any substances. During these events, there will also be at least one member of the Queens rst aid group in the ice skating rink at all times in order to quickly attend those who may suffer any accidents. Ultimately, we are considering implementing a schedule for regular weekdays that contemplates the idea of having pick up hockey time and or solely ice skating time in order to ensure that those seeking either usage of the rink do not interfere with each other.

Liabilities
Acknowledging that the authorization of this project can bring about different liabilities to the University, we have decided to add signs at the entrance of the rink saying: WARNING, Queens University is not liable for any accidents, events or situations occurring in or as a cause of this ice skating rink. Furthermore, for specic events that we plan to host in the proposed facility, every skater will have to sign the following waiver form: Queens University Leonard Field Ice Skating Rink PARTICIPANT AGREEMENT, RELEASE AND ACKNOWLEDGEMENT OF RISK WARNING: BY SIGNING THIS DOCUMENT YOU WILL WAIVE CERTAIN LEGAL RIGHTS, INCLUDING THE RIGHT TO SUE. PLEASE READ CAREFULLY! Assumption of Risks: I __________________________ (the undersigned) am a willing participant in the Queens University Leonard Field Ice Skating Rink. I accept and fully assume all risks and hazards associated with my participation in the Queens University Leonard Field Ice Skating Rink, including the possibility of personal injury, death, property damage or loss resulting therefrom. Assumption of Responsibility, and Liability Waiver:

I understand that no alcohol or illegal substances, such as illegal drugs, will be tolerated on the premises and that, if I am responsible for bringing any onto the premises, I will be barred from continued participation. I understand that I will be accountable for any damages that I may cause to the property during my participation in the rink. I agree to make no claim whatsoever against Queens University, including all of the involving governors, directors, ofcers, employees, students, agents, or against any individuals involved with or participating in the Queens University Leonard Field Ice Skating Rink including any claims for negligence, breach of duty, breach of contract or arising from any other cause. I further agree to indemnify and save harmless all of the above persons against any claims by others arising from my participation in the Queens University Leonard Field Ice Skating Rink. Financing
Regarding the acquisition of funds for the elaboration of this project. The Arts and Science Undergraduate Society is willing to help with a portion of the costs; however, in order to cover the rest of the costs for the construction and maintenance of the rink we will sell advertisement spots for the ice-skating rink fence and also ask for different sponsors. We will further sell hot chocolate in the outside of the facility in order to cover some of the daily costs such as the hiring of the student constables and Queens rst aider. If more money is required, we will fundraise in different residences in order to get the sufcient funds.

Conclusion
In conclusion, we believe that the creation of this ice skating rink will be a signicant addition to the University (especially those living in residence) because it will serve as a place where students can get to know their peers outside of the classroom context without having the need to worry about their safety when walking long distances (to City Park or downtown) after dark. Furthermore, it will provide rst year students with the opportunity to have fun on campus without recurring to the need of inhering alcohol or any other illegal substances. Ultimately, I would like to state that the ASUS 2013 Year Society Committee is open to any suggestions or changes to this proposal. I would be more than willing to sit down and clarify any of the points previously stated throughout this proposal in order to ensure that any decision made regarding the proposition to establish an ice skating rink in Leonard Field is for the best interest of the university.
