Also present were Richard Gorman, Tara Chapa, Andy Brandel, Derek and Katie Weckerling, Steve Voth, Mitzie Bjork, Shawn Ryan and Dick Banidt Motion by Adams, seconded by Schimek to approve the EDA minutes of November 13. AMENDING CITY CODE ORDINANCE 16-1, SECTION 10 CONCERNING COMMERCIAL VEHICLE PARKING WHEREAS, it has come to the attention of the Mazeppa City Council that Turbos Repair in the City of Mazeppa is moving to a new location, and WHEREAS, the new location will accommodate large truck and semi parking, and WHEREAS, City Code Ordinance 161, Section 10 was adopted to allow large truck and semi parking in downtown Mazeppa while undergoing repairs, and WHEREAS, because of the new location for Turbos Repair allowing such parking is no longer needed, and WHEREAS, the Mazeppa City Council believes it is in the best interests of the citizens of Mazeppa to prohibit all such large truck and semi parking in Mazeppa; NOW THERFORE, BE IT ORDAINED BY THE CITY COUNCIL OF MAZEPPA, MINNESOTA, AS FOLLOWS: Section One.Mazeppa City Ordinance 16-1, Section 10 is hereby amended to read as follows: Section 10. Commercial Vehicle Parking. Definitions: a) The term commercial vehicle or equipment shall mean and include trailers, commercial vehicles, dump trucks, truck trailers, travel trailers, trailers, semitrailers, and heavy equipment, with a gross vehicle weight in excess of 15,000 pounds. b)Government vehicle means a vehicle owned or controlled by the federal government, the State of Minnesota, or a political subdivision of the State, including the City of Mazeppa. Provisions: a)It is unlawful for a person to park a commercial vehicle or equipment on a public street or alley in any area of the City for a period of time exceeding two hours. For purposes of this subdivision, moving a commercial vehicle or equipment less than two blocks away from its previous location still constitutes parking. This subdivision does not apply to governmental vehicles engaged in governmental business. b)A vehicle parked in violation of this subsection may be impounded by a duly authorized employee of the City or a law enforcement officer of the City and will be returned to the owner only after payment of the impoundment fees established by Council resolution. The impoundment of a commercial vehicle or equipment under this section does not preclude the prosecution of the owner of the vehicle or equipment for violation of this subsection. c)The Public Works Director and the County Sheriff and the Deputy Sheriffs may issue citations in lieu of arrest for violation of this subsection. Penalties: Violation of this ordinance is a petty misdemeanor. Section Two.This ordinance shall be effective upon passage and publication according to law. 2014 DNR Parks and Trails Division solicits park and trail grant applications
The Minnesota Department of Natural Resources Parks and Trails Division is accepting applications for the following grant programs: outdoor recreation, local trail connections, federal recreational trails and regional trails. These grant programs help local governments throughout the state create partnerships with the DNR to fund recreation opportunities. The application due dates are Feb. 28 for the federal recreational trail grant program and March 31 for the other programs. Grassroots allies work together to keep grass on the land


Protecting grassland and wetland habitat is one of the most critical environmental challenges facing Minnesota. In response, local teams have formed to consider common sense solutions to keep grass on the land, according to the Minnesota Department of Natural Resources. These 10 new teams working closely across western Minnesota with farmers, landowners, local officials and citizens will promote grassland conservation and grass-based agriculture as outlined in the states prairie conservation plan. We are relying on our local resource managers and partners who know the lay of the land and what will work in their communities, said the DNRs Marybeth Block, who coordinates efforts to implement grassland elements of the prairie conservation plan. These folks already have relationships with many landowners and producers, and theyre reaching out in a coordinated manner to those who may not be aware of the conservation and management options out there. The prairie conservation plan demonstrates unprecedented cooperation between federal agencies, state agencies and conservation organizations. The plan addresses the millions of acres of grassland and wetland which have been lost in Minnesota over the past 150 years and creates a vision of connected grassland and wetland habitat from Canada to Iowa. Partnerships both among conservation and agricultural groups, as well as with key landowners and farm operators are crucial to implementing successful conservation strategies, said Ryan Atwell, an independent researcher who studied the sociological connection between grassland conservation and agriculture in areas of western Minnesota. Agricultural entities often voice confusion and frustration about the lack of coordination among conservation organizations. The formation of these local teams emphasizes coordination and partnering to achieve the best social, economic, and ecological outcomes for a particular area, Atwell said. Meeting farm operation goals and understanding the needs of rural communities is vital to conserving grassland landscapes. Mead Klavetter, assistant manager with the U.S. Fish and Wildlife Service Morris Wetland Management District, has worked with grassland habitat in many locations across the nation. Being part of the Lac Qui Parle grassland team has been one of the most rewarding efforts Ive been part of in my career, Klavetter said. Working together, we can speak with one voice to people who want to hear about options to protect, restore or manage native prairie, other grassland and wetlands. Our teams concentrate on conservation efforts that get positive outcomes for the environment while adding value to the community and economy, Block said. When we accomplish that, everyone benefits.

Mukooda Lake closed to lake trout harvest


Mukooda Lake in Voyageurs National Park in northern St. Louis County will be closed to lake trout harvest effective Jan. 15. The rule will be published in the state register prior to the start of the lake trout angling season opener. While fishing on or in Mukooda Lake waters, angling for lake trout is limited to catch and release only. Any lake trout caught must be immediately returned to the water. It is unlawful for anyone to have in possession, regardless of where taken, any lake trout while on or fishing in these waters. The closure is a temporary measure which will be in effect for 18 months. The lake contains a self-sustaining population of lake trout that have a unique genetic make-up. This unique strain has persisted for decades in spite of DNR stocking efforts and competition from coolwater species such as northern pike, walleye, and bass. The decision to close Mukooda Lake to trout harvest is based on creel survey estimates and observations of fishing pressure, said Kevin Peterson, International Falls area fisheries supervisor. The lakes habitat supports slow natural reproduction and efforts to boost the lake trout population through stocking have not been successful. Halting the lake trout harvest will protect the remaining stock and allow us to see how the fishery responds. The DNR continues to work with resource managers at Voyageurs National Park to monitor the fish populations and goals for this and several other lakes located within the park. We support the DNRs decision and are ready to assist, said Voyageurs National Park Superintendent Mike Ward. We understand anglers enjoy the trout in Mukooda Lake and we appreciate their patience while we take steps to ensure this stock thrives in the future. The Mukooda Lake management plan will be updated in 2014, which will provide additional opportunities for information sharing and stakeholder input. DNR fisheries will hold public meetings in 2014 to consider longer-term measures to protect Mukooda lake trout.

When the St. Louis River estuary was federally designated in 1987 as Great Lakes Area of Concern (AOC) by the Environmental Protection Agency, local citizens and resource agencies knew the task of restoring the estuary would be herculean. What they didnt know was that 21 years later, Minnesota voters would give the project a boost by approving the Clean Water, Land and Legacy Amendment. As Lake Superiors largest tributary, and home to the worlds busiest freshwater shipping port, the St. Louis River estuary is both an important waterway for commercial trade throughout the upper Midwest and a critical area of habitat. But 150 years of historical actions such as improper municipal and industrial waste disposal and unchecked land use practices, including dredging and filling of aquatic habitat and damaging logging practices, contributed to the complex set of issues at the time it was listed. Written in 1992, and updated in 2013, a remedial action plan for the estuary identified roadmaps to removing the nine identified beneficial use impairments (BUIs) that have resulted in environmental problems from pollution to habitat loss. BUIs are designated when a body of water has undergone a change to its chemical, physical, or biological integrity to a point that the impairment significantly affects use by humans and wildlife. The plan also includes 58 priority actions to protect and restore the landscape and, ultimately, delist the AOC. Since 2010, federal funds have been available from the Great Lakes Restoration Initiative for priority work in the estuary, but projects still needed state or local sources of money to leverage those federal funds. As the largest and most complex AOC on the Great Lakes, project leaders faced the difficult task of competing for funding with smaller projects that could be completed more quickly. Fortunately, with the passage of the Legacy Amendment in 2008, a state source of funds was readily available to the Minnesota Pollution Control Agency through the Clean Water Fund to address water quality issues, and to the Minnesota Department of Natural Resources through the Outdoor Heritage Fund for projects to restore wetlands and critical habitat. The Minnesota Land Trust contributed contract management services, and a wide variety of citizen groups, tribal organizations, and others provided continuing support and advocacy. Each funding program has a specific set of requirements for the types of work they can perform, so it takes a carefully coordinated effort to balance available funding with complex and multi-phased projects, said DNR AOC Coordinator John Lindgren. The progress made to date is a functional example of government and non-government organizations working together to most efficiently apply dollars, time and resources for the best conservation outcomes. To date, Legacy dollars are being applied to assist with projects to remove historical logging waste at Radio Tower Bay and Grassy Point, restore trout habitat at Knowlton Creek, restore and enhance historically degraded wild rice beds, and restore critical spawning habitat at Chambers Grove, among other things. Partner agencies are on track to remove five of the BUIs by 2018, and hope to have the remaining four removed by 2025. In 2011, four young sturgeon were sampled in the estuary; the first evidence of sturgeon reproduction in many decades and a sign of improving habitat and another step toward recovery for fish and other species. We have more to do, but its clear we wouldnt be this far along in delisting the estuary (AOC) without the Legacy Amendment dollars. It was the right tool, at the right time, added Lindgren. The ski pass is a ticket to more than 2,000 miles of grant-in-aid and state-designated cross-country ski trails. Many of these trails are in state parks and state forests. Skiing is a great way to experience nature and the outdoors during the winter, said Andrew Korsberg, state trail coordinator for the DNR. The money collected from the ski pass goes directly to support grooming and maintenance of ski trails statewide. State law requires skiers 16 years of age and older to purchase and possess a daily ($6), annual ($20) or three-year ($55) ski pass before using any grant-in-aid or state-designated cross-country ski trails. A map of locations where the Great Minnesota Ski Pass can be used and a statewide snow depth map (updated every Thursday) are available on the DNR website at www.mndnr.gov/skiing. DNR seeks comments on EAW for Blazing Star State Trail, Myre-Big Island State Park to Hayward project
The Minnesota Department of Natural Resources is accepting public comments during a 30-day public review period from Dec. 23 to Jan. 22 on an environmental assessment worksheet (EAW) prepared for Blazing Star State Trail, Myre-Big Island State Park to Hayward project, located east of the city of Albert Lea, in Freeborn County. The DNR proposes to extend the Blazing Star State Trail 2.4 miles from Myre-Big Island State Park to Hayward. The trail will consist of a 10-foot wide bituminous surface for pedestrian, bicycle and other nonmotorized uses, and requires a new bridge crossing Albert Lea Lake. The 100-foot single span pedestrian bridge will be adjacent and parallel to the existing railroad bridge. DNR to fly deer and elk surveys


Pending suitable snow cover, the Department of Natural Resources plans to fly white-tailed deer population surveys from December through March in central and southeastern Minnesota. In the transition zone between agricultural and forested lands, which generally stretches from the northwest to southeast across Minnesota, we use aerial surveys to recalibrate the deer population model, said Gino DAngelo, DNR farmland deer project leader. These survey flights help us make decisions on deer permit area designations that achieve our population goals. DNR pilots will fly low-level helicopter surveys in 18 deer permit areas during daylight hours at an altitude of approximately 200 feet. Areas targeted to be flown include: Deer permit areas 214, 215, 218, 219, 221, 222, 223, 229, 239 and 241 in Becker, Benton, Clay, Hubbard, Meeker, Mille Lacs, Morrison, Otter Tail, Pope, Sherburne, Stearns, Todd, Wadena, Wilkin and Wright counties. Deer permit areas 341-343 and 345-349 in Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Wabasha and Winona counties. Aerial elk surveys using both an airplane and helicopter are also planned for the Kittson County and Grygla elk ranges in northwestern Minnesota. The flights are conducted annually during winter. Minnesotans age 16 or older can try ice fishing or spear fishing without purchasing an angling or spearing license if they take a child younger than 16 fishing during Take-A-Kid Ice Fishing Weekend Saturday, Jan. 18 through Monday, Jan. 20, according to the Department of Natural Resources. Take-A-Kid Ice Fishing Weekend is a great opportunity for family and friends to get those special kids in their life outdoors enjoying the fun and beauty of a Minnesota winter, said Roland Sigurdson, DNR aquatic education supervisor. What better way to celebrate our winter heritage than by passing on the tradition of ice fishing. Ice fishing presents some unique challenges, but with basic equipment, a few skills, and good planning, ice fishing can be easy, enjoyable and exciting. Here are key ice fishing tips from DNRs MinnAqua program, which provides resources to teach fishing skills, aquatic ecology and conservation stewardship of our lakes and rivers: Dressing in layers is the best way to deal with winters icy chill. Layers keep you warm in cold conditions by creating pockets of warm air and helping moisture evaporate. Portable ice shelters can increase the enjoyment of the experience by keeping kids warmer. Plan for a shorter, quality experience that will make a happier memory. Cold, bored kids dont ask to go again. Bring snacks and warm beverages to make a comfortable experience. DNR seeks public comments on Woodtick Wheelers ATV/ OHM trail in Cass County
The Minnesota Department of Natural Resources invites public comment on an application for off-highway vehicle (OHV) grant-inaid funding for a 12-mile all-terrain vehicle (ATV) and off-highway motorcycle (OHM) trail in Cass County. The trail would connect the community of Whipholt (on the south shore of Leech Lake) to the city of Longville. Cass County would sponsor the trail and would provide trail monitoring, development and maintenance in cooperation with the Woodtick Wheelers ATV/OHM Club. Trail development and maintenance would be partially funded through the state OHV grant-in-aid program. The trail would be open to motorized recreation from May 1 through Nov. 1 each year, subject to closures for safety considerations or to prevent erosion or damage to the trail.
