economyofeacharea,basedontheseindicators.The
2013chartsarepresentedhere.

Themodelsalsoidentifyeachareasnearesteconomic
neighbouri.e.thatareawiththemostsimilarshaped
economy,basedontheseindicators.Thiscomparisonis
helpfulinidentifyingareaswithasimilarrankingscoreon
eachindicator.

Methodology
TheCountylevelmodelsummarisesarangeofindicatorsforall152Countyand
UnitaryAuthoritiesinEngland,rankstheindicatorsandthenconvertstheranksto
percentranks(arankscoreoutof100).Thisstandardisesallthescoresandenables
directcomparisonofwhatareverydisparateindicatorvalues.
TheDistrictlevelmodeldoesthesameforthe326DistrictandunitaryAuthoritiesin
England.IntheDistrictlevelmodel,twoindicatorshavebeenchangedslightlyto
reflectthescaleofthelocaleconomy;totalemployeesandthestockofVAT
registeredbusinesses,ratherthanemployeechange(since2006)andnetVAT
registrationsasapercentageofstock,whichareusedatCountylevel.
Inrankingtheindicators,theorderinwhichtheyarerankedhasbeensetsothatthe
higherthescorethebettertheoutcome.So,forexampletheearningsindicators
arerankedinascendingorderwherethehighestearnings(good)haveapercentrank
scoreof100.Inthecaseofunemploymenthowever,theindicatorsarerankedin
descendingorder,sothatthelowestunemploymentrates(good)haveapercent
rankscoreof100.Inshort;thenearertheoutsideofthespiderchart,orthecloser
to100thepercentrankscoreis,thebetter.
Inbothmodels,theresultingspiderchartthereforeliterallyshowstheshapeof
theeconomyofeacharea,basedontheseindicators.The2013chartsarepresented
here.
Theanalysisalsoidentifieseachareasnearesteconomicneighbouri.e.thatarea
withthemostsimilarshapedeconomy,basedontheseindicators.Thiscomparison
ishelpfulinidentifyingareaswithasimilarrankingscoreoneachindicator.
Comparisonsareavailableforthepublicationyearsof2009to2013forany
district/unitaryauthorityorcounty/unitaryauthorityinEnglandonrequest.

Indicators
11indicatorsareusedwithinthedistrictandcountymodels.Twooftheindicators
differslightlybetweenthedistrictandcountymodels;
Employeesthecountymodelsrepresentsthepercentagechangeinemployees
withintheareasince2006,whereasthedistrictmodelrepresentstheactualnumber
ofemployees.
BusinessStockcountylevelshowsthenetchangeinbusinessesasapercentageof
thestockofbusinesses,thedistrictmodelrepresentstheactualnumberof
businesses.

UnemploymenttakenfromtheONSJobseekersClaimantCountthisshows
thepercentageofthepopulationaged1664whoareclaiming
unemploymentbenefits.
Outofworkbenefitsclaimantsthisisdefinedasthosepeopleaged1664
whoareclaimingJobseekersAllowance,loneparentsclaimingIncome
Support,thoseclaimingincapacitybenefitsandothersclaimingincome
relatedbenefits.UsingdatafromtheDepartmentforWorkandPensionsthis
isawiderpictureofthosepeoplewhoarenotworkingoftenusedasaproxy
forworklessness..
EmployeesAtdistrictlevelthislooksatthenumberofemployeesineach
area.Atcountylevelthislooksatthepercentagechangeinemployeessince
2006.ThisindicatorusesAnnualBusinessInquiry(ABI)andBusinessRegister
andEmploymentSurvey(BRES)data.
Percentageemployeesintheknowledgeeconomyusingfiguresfromthe
ABIandtheBRESthisshowstheproportionofemployeeswhoareemployed
intheknowledgeeconomy.Theknowledgeeconomyisdefinedasagroup
ofspecificsectorswithintheeconomythatareknowledgeintensiveintheir
activity,thatdealextensivelywithinformation/informationtechnologyand
whosebusinessisallaboutthedistributionorexchangeoftheinformation
thattheyhold.Theknowledgeeconomyhasbeenidentifiedasakeysector
todrivefutureeconomicgrowth.
Employmentratethisshowstheproportionofthoseaged1664whoarein
employment.ThisusesdatatakenfromtheAnnualPopulationSurvey.
EarningsUsingdatafromtheAnnualSurveyofHoursandEarningsthis
looksattheaverage(median)weeklyearningsonaresidentandworkplace
basis.
GVAUsingResearch&Evaluationsdistrictandcountyestimateswhichare
basedonOfficeforNationalStatisticsdatathisshowstheGVA(thevalueof
thegoodsandservicesproducedintheeconomy)whichisusedtomeasure
theoveralleconomicwellbeingofanarea.
BusinessStockatdistrictlevelthisgivesasnapshotofthenumberofvat
registeredbusinessesinthearea.Atcountylevelthisispresentedasthenet
changeinstockofbusinessesasaproportionofallbusinesses.Thisdata
comesfromtheONSBusinessDemographydataset.
3YearSurvivalRatesthisshowstheproportionofnewbusinesseswhich
remainsurvivingafter3yearsoftrading.ThisdatacomesfromtheONS
BusinessDemographydataset.
NVQ4+UsingfiguresfromtheAnnualPopulationSurveythisshowsthe
proportionofthepopulationaged1664whoarequalifiedtoNVQlevel4or
above.
