Each community in Goodhue County recognized one business that worked in manufacturing. Mayor Holmes, on behalf of the City of Wanamingo, put forward Jeffs Welding (Jeff Benson) as the business to recognize for manufacturing. OLD BUSINESS: RESOLUTION 13-08 - Approving the continued lease on EDA Farmland in 2014 - Holmes motioned to approve, Seconded by Schaefer. This was a formal recognition of the discussion that took place between Mr. Allen and the Wanamingo EDA in August. Approved 5-0-0. Director Boulton informed the EDA that the heating tapes for the eves troughs were installed at the Medical Center Building as previously requested by the EDA. Mayor Holmes and Director Boulton gave an update on new business activity that is or will be occurring. A pet grooming business will be going into Bragets building on Main Street in the spring. A Thrift store is set to open in Todd Greseths building in early December. Bakers gas station put in new pumps that now allow credit cards to be used. Bakers plan on additional changes to the building to allow for a small convenience store in conjunction with the gas station. Small projects at street shop completed including repainting window trim and general cleaning and organizing NEW BUSINESS: Public Hearing on 2014 Budget and Levy - Mayor Holmes opened up the public hearing at 7:09 p.m. Administrator Boulton explained the general fund and debt service budgets for next year. The City now has a positive fund balance in the general fund for the first time in 4 years. There are still 2 debt service funds that have negative balances that need more funds including fund 316 and 328. Each fund may take years to be brought back to a positive balance. The total proposed 2014 levy amount will be the exact same as 2013 ($575,000). Shifts have been made from the general fund levy to debt service funds to keep, or try to get positive, balances in each fund. No public input was offered. Mayor Holmes closed the public hearing at 7:15pm. RESOLUTION: 13-060 = Adopting the Final 2014 City Budget: Majerus moved to approve, Seconded by Benson. Passed 5-0-0. 13-061 = Certifying Final Tax Levy for 2014: Benson moved to approve, Seconded by Berquam. Passed 5-0-0. 13-062 = Approving Fire Department Budget and Township Budget Contract Allocation Formula for 2014: VanDeWalker moved to approve, Seconded by Majerus. Passed 5-0-0. 13-063 = Approving Licenses (Cigarette and Liquor) for 2014: Benson moved to approve, Seconded by Berquam. Administrator Boulton stated that these licenses were not going to be issued until fully paid. Passed 5-0-0. 13-067 = Requesting Goodhue County Auditor/Treasurer to not include Wanamingo as an Absentee Balloting Location for the 2014 Elections: Benson moved to approve, Seconded by Majerus. Passed 5-0-0. Ordinance #165 - 2014 Wanamingo Fee Schedule - 1st Reading - Administrator Boulton explained proposed additions and changes to fee schedule for 2014. The proposed additions include listing Sewer Jetter, Generator - 60KW, Generator - 40KW, and 4-inch Wastewater Pump for the purposes of MNWARN, FEMA, and other reimbursable uses of City equipment. Proposed fee changes would include the 5/8 Inch Water Meter going from $250 to $260, Debt Service water increasing from $20 to $22 a month (for water tower painting), Debt Service Sewer decreasing from $16.50 to $15.00 a month (offsetting water increase), and Garbage going down from $13 a month to $12.50 a month while instituting a recycling fee of $1.25 a month (in order to save residents money by not having to pay a 9.75% solid waste management tax on the garbage/recycling fee). Pool manager submitted resignation on 12/9/2013. Council will officially accept resignation at the January City Council Meeting. Council agreed to speak with assistant manager on taking over duties. If the assistant does not want duties, the Personnel Committee will go through a formal process of hiring a new Pool Manager. Fire Department volunteers Josh Schaefer and Luke Swanson, Council Member Danny Benson, City Maintenance member Monty Schaefer, and City Volunteer Jesse Steberg will be working on making ice for the Ice Rink over the winter. Legacy Amendment helps clean up Crow River in St. Michael


An innovative project funded partially by a sales tax that voters approved five years ago is helping prevent part of St. Michael from being washed away by the Crow River, and improving downstream water quality in the process. In recent years, the river banks at a bend in the Crow River on the east side of St. Michael have slowly been eroding, sending tons of soil down the river and on into the Mississippi and the erosion was worsening, threatening to wipe out a city stormwater pond. The traditional approach to the problem would entail armoring the riverbank with massive amounts of large rocks or rip-rap, an approach thats biologically sterile and would cost millions of dollars a high price tag for cash-strapped local units of government. Thats when staff with the Crow River Organization of Water (CROW) contacted Nick Proulx, a DNR clean water specialist. Proulx began looking into a much cheaper method of controlling stream bank erosion that had been used successfully on the Le Sueur River in southern Minnesota and elsewhere. Toe-wood stream bank stabilization, as its called, involves burying logs, some with root wads still attached, along the outside bend of the river, some poking up from the stream channel. Then theyre covered with soil and plantings of woody vegetation such as alder and willow, as well as grasses and sedges. The approach tries to work with a rivers flow and forces, rather than locking it in place, Proulx explained. It results in a more natural channel and creates floodplain, a stabilized stream bank, less erosion and sediment in the water, and better habitat for aquatic organisms. Its a fairly new approach thats gaining steam, Proulx said. Were trying to demonstrate that this is a valid alternative to riprap, a valid approach to infrastructure protection at a much cheaper cost. And when Proulx said the toewood stabilization is much cheaper, that may be an understatement. A similar stream bank stabilization project using rip-rap in Delano cost $2.4 million. Price tag for the St. Michael toe-wood stabilization work: $183,000 less than one-tenth of the traditional approach. About $64,000 of that came from a Clean Water Legacy grant awarded to the Wright County Soil and Water Conservation District; the grant was funded by a sales tax increase approved by voters five years ago last November. The rest was paid for by CROW and the city of St. Michael. Proulx, who helped design the project and oversaw its construction, also is paid with Clean Water Legacy funds. Imagine 30 dump trucks backing up to the Crow River and dumping a load of dirt into it each year, Proulx said. Thats how much erosion was going on before this project. Thats a pretty significant reduction in pollution, and a big improvement in water quality.

ZUMBROTA 4-Hers put themselves in control of a sewing machine for the first time at the Goodhue County 4-H Sewing Day on January 11 at the Zumbrota Public Library. Members participating created a cinch bag and a bookmark to take home. Showing off the new bookmarks they created are, from left to right, Olivia Ryan (Goodhue), Brooke Ryan (Goodhue), Teagan Hinsch (Goodhue), and Adelyn Voxland (Zumbrota). The members learned valuable sewing skills, such as measuring, cutting, pinning, ironing, sewing using a machine, hand sewing, sewing on a button, removing seams, and following a pattern and directions.

Safety drives Snowmobile Safety Awareness Week


In the continuing effort to bring attention to safe snowmobiling in Minnesota, Gov. Mark Dayton has proclaimed Jan.18-25, Minnesota Snowmobile Safety Awareness Week, according to the Department of Natural Resources. The DNR, the Minnesota United Snowmobilers Association (MnUSA) and its member clubs support this effort, which is designed to encourage safe snowmobiling and to raise awareness of the importance of having the proper snowmobile training. Snowmobiling is one of Minnesotas most popular activities, said Capt. Mike Hammer, DNR enforcement education program coordinator. Unfortunately, unsafe snowmobiling can result in serious injury. Gov. Dayton, the DNR, and MnUSA encourage all snowmobile enthusiasts to take a safety course to learn how to avoid accidents and ensure they have the necessary knowledge, skills, and training to ride safely. To legally ride a snowmobile in Minnesota, residents born after Dec. 31, 1976 need a valid snowmobile safety certificate. More than 1,000 volunteer instructors teach DNR snowmobile safety courses across the state. Minnesota has 22,000 miles of snowmobile trails with 21,000 miles of those trails maintained and groomed by snowmobile club volunteers across the state. Here are some suggestions for making a safe snowmobiling experience: ZERO ALCOHOL Drinking and driving can be fatal. Drinking alcohol before or during snowmobiling can impair judgment and slow reaction time. Alcohol also causes body temperature to drop at an accelerated rate, which increases the likelihood of hypothermia. SLOW DOWN Speed is a contributing factor in nearly all fatal snowmobiling accidents. Drivers should proceed at a pace that allows ample reaction time for any situation. Remember, when driving at night the DNR recommends a speed of only 40 miles an hour. Faster speeds may result in over driving the headlight. BE PREPARED When traveling, make sure to bring a first aid kit, a flashlight, waterproof matches and a compass. STAY ALERT Fatigue can reduce the drivers coordination and judgment. ICE ADVICE Avoid traveling across bodies of water when uncertain of ice thickness and strength of ice on lakes and ponds. Snow cover can act as a blanket and prevent safe ice from forming. Never travel in a single file when crossing bodies of water. DRESS FOR SUCCESS Use a full-size helmet, goggles or face shield to prevent injuries from twigs, stones, ice and flying debris. Clothing should be worn in layers and should be just snug enough so that no loose ends catch in the machine. WATCH THE WEATHER Rapid weather changes can produce dangerous conditions. BRING A BUDDY Never travel alone. Most snowmobile accidents result in some personal injury. The most dangerous situations can occur if a person is injured and alone. When traveling alone tell someone the destination, planned route and scheduled return time. REPORT ACCIDENTS The operator of a snowmobile involved in an accident resulting in medical attention, death, or damage exceeding $500 must file an official accident report through the county sheriffs office within 10 days.
