Starred C.Q Nos. 176, (162, 56 Clubbed) 237, 215, 43, 142, ( 102, 80 Clubbed) and 128 were orally answered. In response to C.Q No. (56 & 162 Clubbed) asked by Dr. Shehnaz Ganai and Shri Yashpal Sharma Honble Members regarding status of Pernai and Kalana Projects. Shri Viqar Rasool MOS Power stated that he will take up the matter with chief Minister and will also visit the site. In response to C.Q No. 237 asked by Shri Bashir Ahmad Shah Veeri, Honble Member regarding inconveniences being faced by general public due to nonavailability of Officers during Amarnath Yatra. Shri Gh. Ahmad Mir, Minister for Tourism assured the House that necessary steps are being taken to redress the problems of people during Yatra period. In response to C.Q No. 215 asked by Shri Devinder Singh Rana, Honble Member regarding construction of canal from Basantpor to upstream of Ranjit Sagar Dam, Shri Nazir Ahmad Gurezi, MOS assured the House that work would be started as soon as NOC from wild life is received. In response to C.Q No. 102 &80 (Clubbed) asked by Shri Subash Chander Gupta and Ajat Shatru Singh Honble Members regarding shortage of doctors and Para medics in Kathua District, Shri Shabir Ahamad Khan MOS Health assured the House that installation of x-ray and Ultra sound machines would be considered during current financial year. In response to C.Q No. 128 asked by Shri Abdul Majeed Bhat, Honble Member regarding construction of sub-district Hospital at Yaripora, Shri Shabir Ahmad Khan, MOS Health assured the House that construction of building would be completed by December 2013.

Replies of starred C.Q No. 214, 286, 122, 246, 40, 05, (Clubbed 31, 188) 264, 279, 216, 111, (Clubbed 32, 178) 209, 245, 268 & 06 and Un-starred 114, 145, 290, 169, 180, 271, 116, 240, 231, 52, 195, 84, 250, 149 & 82 were laid on the table of the House. 12:00 hrs Sheikh Gh. Rasool Honble Member stood up and stated that his question was not accommodated. On this Honble Chairman said that he wants to accommodate maximum number of question but unfortunately he is unable to accomodate all questions on account of large number of supplementries being asked by Members. He directed the Honble Members to make brief supplementaries so that maximum number of questions could be accommodated. Shri B.R Kundal Honble Member made a statement in the House that while going through todays newspaper, an impression has been given that being a SC, he reaped the benefit during the service period and said that he feels proud to be a SC and reached to the post of Chief Secretary on merit basis. His services were recognised by awarding gold medals two times and one lac cash award. 12:06 hrs

CALLING ATTENTION

Mr. Ravinder Kumar Sharma, Sharma, Honble Member called the attention of the Government towards the matter of urgent public importance namely the situation that has arisen due to the plight of displaced persons of 1947,1965,1971 who are suffering due to delay in the settlement of their genuine demands and steps taken by the government in this behalf. Shri Raman Raman Bhalla Honble Minister replied the points raised by the Honble Member and assured the House that settlement of refugees is on top priority of Government. 12:09 hrs. hrs Shri Subash Chander Gupta Vice Chairman in the Chair.

Smt. Rani Gargi Blowria, Honble Member called the attention of the Government towards the matter of urgent public importance namely the situation that has arisen due to issuance of BPL ration cards to non BPL category people and steps taken by the government in this behalf.

Shri Viqar Rasool Wani, Wani, MOS Power replied the points raised by Honble Member and assured the House that fresh verification of BPL families will be conducted.

Mr. Ajatshatru Singh, Honble Member called the attention of the Government towards a matter of urgent public importance namely the situation that has arisen due to the shrinking of Dal lake, Anchar Lake and Khushal Sar which has also turned now into like a city forest and the steps being initiated to cut down all existing tress and accelerate the rehabilitation programme within time frame for its conservation. Mr. Ghulam Nabi Monga, Honble Member called the attention of the government towards a matter of urgent public importance namely the situation that has arisen by not providing arrears to Ex-Legislators and the steps taken by the Government in this behalf. PAPERS TO BE LAID

On behalf of Jenab Omar Abdullah, Honble Chief Minister, Minister, Shri Viqar Rasool MOS Power laid on the table of the House, a copy of the Jammu and Kashmir Energy Conservation (Amendment) Ordinance, 2013. Mr. Abdul Rahim Rather, Honble Minister for Finance laid on the table of the House, copies of the Audit Reports on the Accounts of J&K State Financial Corporation for the year 2010-11 as required under Sub-section (7) of the Section 37 of the State Financial Corporation Act, 1951.

(iii) On behalf of Mr. Taj MohiMohi-udud-Din, Honble Minister for Medical Education, Education, Shri Firoz Ahmad Khan MOS laid on the table of the House, a copy of the Jammu and Kashmir Para Medical Council Ordinance, 2013 (Ordinance No.III of 2013). (iv) On behalf of Mr. Aijaz Ahmad Khan, Honble Minister I/C Revenue & Relief Relief, , Shri Manohar Lal MOS laid on the table of the House, a copy of the Jammu and Kashmir Underground Public Utilities (Acquisition of Rights of User in Land) Ordinance, 2013.

12:26 hrs *BILL FOR CONSIDERATION AND PASSING Dr. Shehnaz Ganai, Honble Member moved a Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 (L.C Private Members Bill No. 2 of 2013) for being taken into consideration Shri Abdul Majid Bhat Honble Member Seconded the Bill. Shri Ali Mohammad Sagar Sagar Honble Minister Minister replied the points and requested the Honble Member to withdraw the Bill. The Honble Member withdrew the Bill by the permission of the House. 12:30 hrs BILLS BILLS FOR INTRODUCTION. Dr. Shehnaz Ganai, Honble Member moved for leave to introduce A Bill to provide for free and Compulsory Education to all children of the age of six to fourteen years (L.C Private Members Bill No. 11 of 2013). Smt. Rani Gargi Balowria seconded the Bill. Shri Ali Mohammad Sagar Honble Honble Minister opposed the Bill. Shri Firoz Ahamad Khan MOS replied the points raised by the Honble Member and requested to withdrew the Bill. The Honble Member withdrew the Bill by the permission of the House. Dr. Shehnaz Ganai, Honble Member moved for leave to introduce A Bill to establish Ombudsman for Panchayats for the purpose of investigating charges of corruption or maladministration in Panchayati Raj Institutions in the State (L.C Private Members Bill No. 12 of 2013). The Bill was seconded by Smt. Rani Gargi Blowria, Honble Member. Shri Ali Mohammad Sagar, Honble Minister opposed the Bill and requested the Honble Member to withdraw the Bill. The Bill was withdrawn by the Honble Member by the permission of the House. Dr. Bashir Ahmad Shah (Veeri), Honble Member moved for leave to introduce A Bill to provide for creating an identification database and registration authority for the State of Jammu and Kashmir for the development,

establishment and maintenance of a modernized system of registration of persons and things through appropriate means including technology advanced, effective and efficient means like computerization, automation, creation of database, database warehousing, networking, interfacing of databases, and for providing various related facilities and services to the people (L.C Private Members Bill No. 14 of 2013). 12:36hrs Shri Amrit Malhotra Honble Honble Chairman in the Chair.
