Presidential Youth Fitness Program Making a Positive Impact


For the first time ever, some of the most influential organizations in health,
fitness education, assessment, and promotion have partnered to develop and
promote the Presidential Youth Fitness Program (PYFP).

Human Kinetics is also proud to provide a variety of top-quality resources,


written by leaders in fitness education, that support adoption of the PYFP
model, most notably the Fitness for Life program (see page 6).

The PYFP provides a model for fitness education that includes the use of a healthrelated assessment as well as educational and motivational tools to support
educators and empower students to adopt an active lifestyle.

The PYFP was unveiled in September 2012 by the Presidents Council on Fitness,
Sports, and Nutrition (PCFSN) with a mission to facilitate the adoption of a
comprehensive school-based program that promotes physical activity and fitness
for improved health of U.S. youth. The rollout of the PYFP signaled a move
from measuring performance using the Presidents Challenge
Youth Fitness Test to assessing health-related fitness using
Fitnessgram and integrating professional development
and recognition.

We know physical activity is critical to childrens health


and well-being. Research shows that it can improve
cognitive skills and academic behaviors as well
as lower risk of developing chronic diseases.
Thanks to this historic partnership,
unprecedented cooperation among key
national organizations and nonprofit
groups, and support from private-sector
companies, the Presidential Youth
Fitness Program is poised to make a
significant impact on U.S. youth.

Fitnessgram provides accurate assessments that are unique to each student according to their age,
gender, and level of health-related fitness based on multiple components, not just a single measure.
These reports use the criterion-referenced Healthy Fitness Zone standards that research has shown
accurately measure the level of physical fitness necessary for good health.

aid goal setting and program planning,

Improvements to the gold standard fitness assessment and reporting tool

Fitnessgram, in partnership with NFL Play 60, is constantly evolving to meet customer needs. As knowledge in science and technology expands, Fitnessgram
remains cutting edge with the launch of the new and improved Fitnessgram 10. This enhanced platform reaffirms its place as the gold standard for health-related
fitness assessment and reporting for youth.

The Fitnessgram team also is hard at work adding many new features that will be integrated
into the program as they are completed. There will be no need to purchase new versions in
the futureall the new features are automatically provided as part of your subscription.
While the hosted approach to software is highly beneficial to customers, we do
recognize that some schools, districts, or states may want Fitnessgram 10 to be
installed on their own servers. To meet this need, we also offer Fitnessgram 10

NOTE, only authentic Fitnessgram software, developed by The Cooper Institute and

The Fitness for Life Elementary School approach


Supported by research
Ideal resource for Lets Move! Active Schools
The research is accumulating in support of the whole school approach to physical
education that is the core of the Fitness for Life Elementary School program.
Institute of Medicine (IOM) of the National Academy of Sciences. After an
extensive review of the research, the IOM recommended a whole-school approach
for promoting physical activity, which matches the approach taken by the Fitness
for Life Elementary School program (see page 6). To implement the whole school
approach the report recommends:
At least 60 minutes per day of vigorous- or moderate-intensity physical
activity, more than half of which should be accomplished during regular
school hours.
Quality physical education, including a minimum of 150 minutes per week
for elementary school students. Fitness for Life Elementary School includes
special physical education lesson plans for whole school wellness weeks,
consistent with the IOM plan.
Exercise breaks in the classroom should contribute to recommendation daily
physical activity for youth, Fitness for Life Elementary School includes videos
and lesson plans for classroom exercise (brain) breaks.
Additional opportunities for physical activity before and after school hours,
including but not limited to active transport, before- and afterschool
programming, and intramural and extramural sports, should be made
accessible to all students. Fitness for Life Elementary School includes a
Wellness Coordinators Guide with planning details for this type of activity.

The Office for Civil Rights issued a Dear Colleague Letter in January of
2013 addressing schools obligations to provide extracurricular athletic
opportunities for students with disabilities. Under Section 504 of the
Rehabilitation Act of 1973, this guidance clarified how schools should

students with disabilities.
Fueled by the results of the Government Accountability Office (GAO)
investigation on how physical
education and extracurricular
athletic opportunities for students
with disabilities are provided in
schools, the following findings
were reported:
There must be safe and
effective use of sport
equipment
Program personnel
need to be highly qualified
and utilize appropriate
teaching techniques to
include behavior
management skills
Curriculum needs to be
accessible
Assessment, progress, and
achievement strategies
need to meet the needs
of youth with
disabilities
Laws requiring integration
of students with disabilities
could not be clearer; students
with disabilities should have
meaningful participation, equal opportunities and inclusion with
students without disabilities to the maximum extent possible.
Some basic questions to consider include the following:
Do schools have an obligation to provide equal extracurricular
athletic opportunities for students with disabilities?
Certainly; schools are required to provide students with disabilities
equal opportunities to participate in extracurricular sporting activities
including club, varsity and intramural sports programs.

What does an equal opportunity for participation mean?


Schools must conduct an individualized assessment on the student with
a disability to determine how to provide reasonable accommodations to
the fullest extent possible in athletic programs. School systems should
be able to modify existing practices or rules in order to include a student
with a disability.
What qualifies as an individualized assessment of a student with
disability?
An individualized assessment means that school systems must be able
to evaluate, on a case by case basis,
a student with a disability based on
the specific nature of their disability
and the specific accommodations
needed for them to participate in the
athletic program.
What determines whether an
accommodation that the student
with disability requests is
reasonable?
A reasonable accommodation is one
that does not fundamentally change
the essential competition and nature
of the sport or gives the student with
a disability a competitive advantage
over non-disabled competitors.
Should schools create adapted
teams or programs for individuals
with disabilities?
Yes, whenever there are students
with disabilities who cannot
participate in the existing athletics
programs even with reasonable
accommodations.
