MOHSEP information bulletin WINTER storm warning 01-28-14-03 1730 HRS I. EXECUTIVE SUMMARY
The Mayors Office of Homeland Security and Emergency Preparedness (MOHSEP) continues to monitor weather conditions with the Mayors Office and other City-Parish / supporting agencies as Mayor Holden has signed a Disaster Declaration for East Baton Rouge Parish. This Winter Weather Information Bulletin will be sent out by MOHSEP on an as needed basis. MOHSEP may be contacted by calling (225) 389-2100. The National Weather Service has issued a Winter Storm Warning which will continue through the evening tonight and expire at 6:00 AM Wednesday, January 29, 2014. Frozen precipitation has fallen since this morning and is forecast to end early Wednesday morning. The frozen precipitation, along with low temperatures, has caused icing on roadways that are elevated and is currently making travel very dangerous. East Baton Rouge Parish Offices were closed today and will also be closed Wednesday, January 29, 2014. Each City-Parish Departments essential personnel are responsible for coordinating with their supervisors and reporting for duty if required as outlined in their Continuity of Operations Plans (COOP).

II. CITY- PARISH OPERATIONS


Mayors Office and MOHSEP Status: Monitoring road and weather conditions across the Parish Updating information on the City-Parish Emergency Webpage as well as social media sites Coordinating with City-Parish, State, Local, and Federal agencies Participating in conference calls with the National Weather Service and partners Updating WebEOC with current information gathered from responding agencies The Mayor has held two press conferences today to update residents on response in EBRP Citizens are urged to stay off the roads and dont travel unless you have to Even though the National Weather Service may lift the Winter Storm Warning, this does not mean that it is safe to travel

Information Services Status: Currently supporting technology needs of all agencies at the ATM/EOC Working with DPW Traffic to streamline the road closure announcement process

Page 2 Department of Public Works (DPW) Status: Monitoring road conditions throughout the Parish, closures being posted on brgov.com Pre-positioned barricades in problem areas The landfill has been closed today and Wednesday Recycling/garbage will not be picked up today or Wednesday, updates will be posted on brgov.com Continuing de-icing efforts The 311 call center is open, for after hours call (225) 389-2070

Baton Rouge Fire Department (BRFD) Status: Stressing precaution to all those using alternative means to heat their homes Call volume in communications has increased slightly since this morning, but nothing above normal BRFD is asking everyone to use this as a chance to check their smoke detectors

Emergency Medical Services (EMS) Status: EMS has added two additional trucks to the fleet to improve response Not a large increase in 911 calls at this time

Law Enforcement Status: Baton Rouge Police Department (BRPD), Louisiana State Police (LSP), and EBR Sheriffs Office (EBRSO) have reported to the EOC Main concern is keeping US 190 open Continuing to monitor highways and roads Reminding the public to use caution if you must be on the road, and do not attempt to move any barricades BRPD Communications is ready to provide road closure information to the EOC

Chemical Industry Status: Following proper freeze protection plans Ensuring adequate staff is on hand in case workers cannot make it to the plant because of closed roads/bridges

Hospitals Status: Checking generator fuel levels as well as backup water supplies Conducting readiness activities for shelter-in-place

Baton Rouge Metro Airport Status: Airport is open, but airlines have cancelled all flights in and out of Baton Rouge today

Range one lane closed each direction I-110 North and Southbound North Boulevard Overpass (12th Street to 18th Street) Plank Rd Overpass at Airline 72nd Street Overpass Harding Blvd. Overpass West of Scenic Hwy Greenwell Springs at Airline I-10 (West at LA 415) Jones Creek at Jones Creek Bridge Pride Port Hudson Rd over the Comite River Siegen Overpass at South Mall Drive Spanish Town Rd Overpass at I-110

Government/Service Closures as of 1730 hrs: All EBR City-Parish Offices All EBR State Offices 19 Judicial District Court City Court Family Court Juvenile Court Capital Area Transit System (CATS) Garbage Landfill Recycling

Other Agency Updates: GOHSEP has held meetings with the Unified Command Group Governor Jindal announced the closure of state offices in EBRP on Tuesday, January 28, 2014 LA National Guard Liaison is on standby and ready to report to the EOC if additional support is required
