MINUTES OF PROCEEDINGS OF DECEMBER MONTHLY MEETING OF NENAGH TOWN COUNCIL HELD IN THE CIVIC OFFICES ON MONDAY16TH DECEMBER, 2013

The Mayor, Cllr. J. Moran presided. Cllr Morris congratulated Nenagh AFC U16 Ladies on winning the Munster Final, Nenagh ire g Camogie on winning the Minor County Final, and Nenagh ire g Ballad Group on winning the County Scr Final and in particular, Aisling O Brien who has won four Munster and County titles. Cllr Moylan proposed a Vote of Sympathy for Sean Nealon and Josie Brophy. Cllr Mulqueen proposed a Vote of Sympathy for Sean Quinn, Stafford St, Patsy Kelly, Kilruane, Oliver Murray, Nenagh and Willie O Grady, Ballinaclough. Cllr O Dowd proposed a Vote of Sympathy for Melissa Shanahan, Nenagh. Cllr McGrath and Cllr Mulqueen wished Insp Bernard Barry well on his retirement. 1. To consider Minutes of November Monthly Meeting The Minutes of the November Meeting were adopted: Proposed by: Cllr. Lalor Magee Seconded by: Cllr. Virginia O Dowd Cllr McGrath queried the possibility of looking at the light as you just turn into Millersbrook it seems to go out very often. Cllr Mulqueen queried the lights at Lower Sarsfield St. Town Manager informed the members that the ESB are examining the solutions and that the best solution at the minute is to move some of the poles to the opposite side of the road. 2. To consider Minutes Action Plan Fence between Bruach Tailte and Sallygrove There are ongoing discussions with the developer and the situation with the fence will be rectified before the estate is taken in charge. Timeframe for repairs Town Engineer inspected the timeframe between the repairs being reported and carried out by Airtricity and all are within the 10 working day timeframe, with the exception of the lights on Sarsfield St due to the ongoing issues there.

Report on CCTV The Town Clerk informed the members that an interim report has been received from the consultants. They have met with the Garda Sochana and Town Council staff. A full site assessment with details on a number of issues like location and power supply are required before the final document will be issued in two weeks. Once the final document is received there will be further discussions and the preferred system designed and selected for Part VIII and tender process. 3. Managers Orders Noted. 4. Planning Register for Inspection (Copy of Weekly list of Planning Applications from 20th November, 2013 to 11th December, 2013) Noted. 5. To receive Managers Report for Taking In Charge of Dromin Court Town Manager informed the members that the water services were approved for taking in charge at the County Council meeting earlier in the day and now this report is for the taking in charge of the public lighting open spaces and lighting. The Managers Report was proposed by Cllr Morris and seconded by Cllr Magee. Cllr McGrath and Cllr O Dowd complimented the Town Council on the effort made to take estates in the town in charge. 6. Correspondence Cllr Morris requested that the correspondence from the Department of the Environment on the plebiscite would be discussed at the next meeting. Cllr Moylan and Cllr Morris supported the correspondence from Naas Town Council on the payment of the Local Property Tax. 7. Town Mayors Business None 8. Town Managers Business None 9. Any Other Business Cllr Delaney raised the issue of the fact that HIQA were in the Mid West Regional Hospital in an unscheduled visit and they are currently awaiting the report, he congratulated Cllr Morris and other councillors on the work that was done to get HIQA into the hospital. Cllr Morris also raised the issue that Minister O Reilly has intentions to charge private patients 1000 for a public bed and this could lead hospital managers giving private patients priority over public patients to balance the books. Cllr Mulqueen believed that it was unfair that private patients are paying high prices for cover but they are not guaranteed a private bed in hospital. Cllr McGrath stated that when talking about the issues in the hospital that the work of the staff under difficult circumstances should be acknowledged.

Cllr Delaney queried the current update on the taking in charge of Millersbrook. Town Clerk confirmed that there are ongoing discussions with the developers as there are a number of issues outstanding. Cllr McGee complimented the Town Engineer on meeting with him and a member of the Irish Wheelchair Association to examine the designated on-street parking for disabled drivers, Town Engineer confirmed that he will try to rectify the situation. He also complimented the works at Tyone Bridge. Cllr McGee also queried if there were any plans for a footpath from Tyone to the Rugby Club. Town Manager confirmed that there was no short or medium term plan as this would be very expensive. Cllr Mulqueen enquired about the possibility of removing the bad bend at Walshs corner. Town Manager explained that the road has been widened as much as possible but that realignment would not be possible. Cllr Moylan had received a number of concerns regarding the bridge in Tyone; there was concern over the tyre marks on the kerbing of the footpath which would indicate how little room there is for vehicles. There were also concerns about the difficulty trucks had in coming out of the mill and turning towards Thurles. Town Manager agreed that the turn was tight but would find it difficult to believe that trucks would have difficulty. Regarding the issue of the marking on the kerb this could have been caused by the rollers. Cllr Morris raised the issue of the fence in Drummin Village. The footpath from Drummin Village to the roundabout and the fencing are the main issues. Town Manager confirmed that negotiations have been ongoing for the last year and it is the intention to come to an agreement regarding the fence and the footpath. Cllr Morris agreed that there has been some success in Castle Oaks and NAMA has appointed an agent. Repairs were carried out quickly once the fence was blown down. Cllr Morgan queried the possibility a scheme to purchase some houses in Drummin Village. Cllr O Dowd suggested that the closure of the leisure centre would be advertised and queried is it expected to re-open in 3 months. Town Clerk confirmed that the closure has been advertised and that it will also be closed on Wednesday 18th due to the ESB having to carry out work on the substation. This concluded the business of the meeting.
