AWARD CERTIFICATES DURING SERVICE (i). I was conferred the Dak Sewa Award in the year 1995 for my excellent work while working as Divisional Head of Patiala Division, Punjab Circle. Awarded Excellence Certificate dated 16.8.2002 for the year 2000-01 for outstanding performance in Business Development while working as Director in Haryana. During my tenure, Haryana Circle was awarded the First DGs Rolling Trophy for excellence in the field of Business Development during the Annual Business Meet held on 25th& 26th May 2002 at Hyderabad. I was selected by the UPSC through an interview for the technical post of Director of Printing & Head of the Department in the Ministry of Urban Development. While working on deputation in the Directorate of Printing I was given Mudran Shree excellence certificate by the Technical Officers Association in recognition of my hard work and leadership provided by me in overhauling the working of three Departments i.e. Directorate of Printing in the capacity of Director of Printing & Head of Department, Department of Publications in the capacity of Controller of Publications & Head of Department and Government of India Stationary Office, Kolkata in the capacity of Controller of Stationary & Head of Department.

APPRECIATION LETTERS (i). I have received numerous appreciation letters from time to time. During my tenure in Haryana Circle, the Circle exceeded target by 281% & achieved tremendous growth of 940% over previous years actual business in Rural PLI, which was the highest in 1

the entire country. The achievement was appreciated by Member (I&FS) vide D.O letter No. 1-29/2002-LI/RPLI dated 28.5.2002. (ii). Haryana Circle also achieved a hefty growth of 65% over previous years actual business in PLI which was appreciated by Member (I&FS) as conveyed vide D.O Letter No. 1-29/2002-LI/PLI dated 15.5.2002. The First D.G Posts Rolling Trophy was awarded to Haryana Circle for excellence in the field of Business Development during Annual Business Meet held on 25th& 26th May 2002 at Hyderabad. Haryana Circle held 2nd position in the country during my tenure in optimum utilization of computers. The performance of the Circle in optimum utilization of MPCMs remained outstanding throughout the period. This was appreciated by Secretary (P) vide D.O No. 40-5/97-Tech dated 20.3.2003. The Postal Services Board in its meeting held on 31.1.03 regarding Financial review of the working of the Department for the year 2001-02 has appreciated the operating ratio of Haryana Circle as conveyed vide Letter No. PA/BK-1/17-1/Fin. Rev./200102/2212 to 2271 dated 13.3.03. 55 PSSKs& one DSO opened, 50 EDBOs provided infrastructural equipment & cent percent target achieved well before target date. Sr. DDG (CP) appreciated efforts of the Circle as conveyed vide letter No. 40-3/2002-2003/AP/Plg dated 11.9.2002. In Punjab Circle the Circle made tremendous strides in IMTS which was appreciated by Member (Development) vide D.O Letter No.95-8/2001-SB dated 6.8.2004,

(viii) As Director of Printing & HOD, 06 Appreciation Letters were received from various Departments. Prominent amongst these being D.O Letter No. 1(1)/46/2009/D(Cer) dated 8th March 2010 from Shri Upamanyu Chatterji, Joint Secretary (Trg) & CAO, Ministry of Defence & D.O Letter No. Secy(LR)/Misc./2009 dated 7th August 2009 from Ms. Rita Sinha, Secretary, Department of Land Resources, Ministry of Rural Development for excellent quality and timely execution of printing works at short notice. (ix) As Director of Printing & HOD, during the Year 2008-09 a total of 15046 Printing Works were executed with 20.17%, percentage increase, despite acute shortage of staff as there was 62% shortage in supervisory cadres and 50% in industrial/non industrial workers category. Out of 18 units 10 were headless at the time of my taking over charge. During the year 2008-2009 the total Production in the Government of India Presses rose to 5194628133 with an increase of 9.6% & the declining trends prior to my joining was arrested.

(viii) As Director of Printing & HOD, I headed the Technical Committee constituted vide Ministry of Information & Broadcastings letter No.EN52011/1/2005-06/Prod. dated 19.5.2009 for review & fixing the wastage percentage for printing of Employment News/Rozgar Samachar. The last Meeting of the Technical Committee was held on 22nd February 1991 i.e. almost 18 years back. The Committee comprised of Shri S.K. Agarwal, Director, M/o I&B, Shri R.K Jha, Director, Employment News etc. The Report of the Technical Committee was accepted by the Ministry of I&B in totality resulting in huge savings of 7% to the Government. 2

As Director of Printing & HOD, the work of printing tickets worth more then Rs. 3 (three) Crore was executed on behalf of the Archaeological Survey of India which had introduced common entry tickets for Heritage monuments for the first time. This Printing work was taken up as a challenge as it required security features & holograms. The Honble Prime Minister launched these tickets on 3rd December 2009. The Printing Work pertaining to Census 2011 with estimated business worth more than Rs.100 Crores approximately was clinched. The visit of Special Secretary & Registrar General of India, Shri D.K Sikri was organised successfully at Government of India Press, Ring Road on 23.10.2008 & personal efforts made to convince him of our capability & confidence to complete the voluminous task & was explained with live demonstration about the new technology machines installed followed up with a series of meetings with RGI. As Controller of Stationary & HOD, I attended the Oral Evidence before the Standing Committee on the subject GISO, Kolkata in Room No.63 Parliament House on 12thAugust 2008. As per Govt. Resolution No. A-27023/4/85-Sty dated 16.10.1987 GISO& its 3 RSDs were to be closed down. All preparations like studying all related files, Rule Books i.e. Rules for the supply & use of stationary Stores. 1924, Vocabulary of Stationary Stores etc& prepared background notes data/information prepared meticulously in a logical & simple manner for meetings with Officers of Ministry of UD & Ministry of Finance. The Ministry of Finance agreed to continuation of GISO & revival of its full functions, revival & filling up of post of COS was allowed vide O.M No. 1(22) E-Coord/2008 dated 10th December 2008. As Controller of Publications & HOD, the total number of titles handled in 2008-09 was 84362 of the value of about Rs. 25 Crores approximately and thereafter in 200910 the total number of titles being handled was about 88,867 of the value of about Rs. 29 Crores approximately. The Department of Publications secured advertisements valuing Rs 11.99 Crore for inserting in government publications during 2008-09 and in 2009-10 secured record advertisements valuing Rs 18.21 Crore As Director, Punjab Region, all out efforts made to wipe out past pendency. As a result the number of Savings Bank objections drastically reduced from 3258 in 200910 to 3306 in 2010-11 to 1800 in 2011-12 with positive decline of 45.55%. Under Minus Balances, number of Accounts reduced in 14 HOs from 10742 in 2009-10 to 6602 in 2010-11 to 835 in 2011-12 with 87.35% positive decline. The total amount involved under minus balances drastically reduced from 9,60,85,972 in 2009-10 to 4,38,41,061 in 2010-11 to just 35,86,155 with 91.82% positive decline in 2011-12. As a result Savings Bank quality of service improved drastically which was appreciated by the customers.

(xiii) In Punjab Circle during the year 2011-12,I was Project incharge of implementation of Money Gram service which was launched on 29.09.2011. From business of just 05 transactions in initial two days it increased to total 1097 transactions since its launch. Money Gram locations were also increased to 73. As per DG Posts Letter No. 9514/2011-FS dated 15th March 2012, which was the first service update of India Post Money Gram service, Punjab Circle was ranked at number-2 position in the country with 295 transactions. Punjab Circle ranked first in adding highest number of new locations at 48. Among top ten ranking Post offices in the country, Batala HO stood at

first rank, Jalandhar & Amritsar HO at 5th rank, Gurdaspur & Bhatinda HO at 7th rank and Taran Taran, Patti HO at 8th rank, which is commendable achievement. (xiv) In Sports Branch of the Directorate, the Annual Sports Calendar 2012-13 successfully implemented and 13 All India Sports Tournaments & one Cultural Meet successfully organized. The prestigious 4th India Post Cricket Cup Tournament-2013 was also organized successfully, which is played under the aegis of Board of Control for Cricket in India (BCCI). Pursued on daily basis, all liaison work with all 8 participating organizations i.e. Air India, BSNL, Baroda Cricket Association, CAG, Customs & Central Excise, Income Tax, India Post, Services (combined) as well as BCCI. The Tournament was held at Speed Post Oval Grounds, PTC Vadodara from 2.4.2013 to 6.4.2013. India Post created history by winning the Trophy for the first time by beating Air India in the finals. In Welfare Branch of the Directorate, as per 3 months Projects and new initiatives started by the Department under the guidance of Honble MOC&IT, a new Welfare Scheme, to provide better career opportunities for Gramin Dak Sevaks through provision of Career Coaching, was successfully implemented. In Welfare Branch of the Directorate, the Circle Welfare Fund for Gramin Dak Sewaks was launched on 17th September 2013, as part of one year initiatives, of the Department of Posts under the guidance of Honble MOC& IT. I have with single minded dedication conceptualized and drafted on my computer without any aid and assistance, the main Scheme as well as the detailed administrative orders. The Scheme of Circle Welfare Fund for GDS has benefited around 2, 57,856 Gramin Dak Sewaks and boosted the morale of rural workforce and acted as a motivating factor. An amount of Rs. 2,57,85,600/- (Two Crore fifty seven lakh eighty five thousand six hundred) was released to the Circles on 14.10.2013.
