NYSAC has developed a comprehensive program of workshops, general assemblies, training programs and networking opportunities for county officials to fully explore cutting edge solutions and share innovative approaches to effective leadership.

Conference Objectives
LEARN about what other counties are doing to manage and lead during challenging times. PARTICIPATE in a variety of key workshops on topics essential to efficient county government and leadership. COMMUNICATE with your counterparts from across the state and build strong connections for regional and statewide support. SHARE your countys concerns face-toface with private sector representatives, opening a productive dialogue for public/ private sector partnerships that can create new efficiencies in your county.

NYS Emergency Management Certification Academy Tier 1 Training Offered (NEW!)


The New York State Emergency Management Certification (EMC) Academy has been developed to support Governor Cuomos strategy of creating unified training, education, communication, and response protocols. This innovative training initiative will achieve a uniform, cohesive approach to aggressively managing emergencies throughout New York State resulting in better protection of its residents, visitors, and property. The EMC Academy consists of three tiers of training, including training for County Chief Executives (Tier 1), County Emergency Managers (Tier 2) and other local first responders (Tier 3). Both County Chief Executives and County Emergency Managers must attend the training to remain eligible for grant funding administered by the New York State Division of Homeland Security and Emergency Services (DHSES). DHSES is partnering with NYSAC to deliver the County Chief Executive portion of the training for those that were unable to attend the Governors Emergency Preparedness Conference that was held in October or the inaugural EMC Academy held this past November. Hotel Accommodations
A block of rooms has been reserved at The Desmond in Albany, NY. To make a hotel reservation, please complete the enclosed hotel reservation form and return it DIRECTLY TO THE HOTEL. SPACE IS LIMITED! Rooms will be sold on a first come, first served basis, so make sure to send in your hotel forms as early as possible to assure that you get a room. The deadline for hotel reservations is January 20th. It is important to note that the deadline does not mean that you are assured a room if you register before this date. The deadline means that our room block is being held until this date. Remember that the room block can sell out before the deadline so please dont wait to send in your hotel forms. Earn Dennis A. Pelletier County Government Institute Credits at the Legislative Conference!
The Dennis A. Pelletier County Government Institute is a structured educational program designed for elected and appointed county officials. It is designed to make county officials more knowledgeable of the issues and better prepared to find ways to address them in a cooperative manner. A Certificate of Achievement is awarded to each county official who completes the Institutes course requirements. To obtain a certificate of achievement from the Pelletier Institute, registrants must enroll in the Institute and complete 34 credits of instruction. Classes are offered at NYSAC conferences and other events throughout the year. The Pelletier Institute is also expanding the use of on-line sessions to bring courses right to your desktop. To obtain a certificate, participants must complete 20 credits in required core courses, 11 credits awarded for elective sessions and four continuing education credits. Look for the Dennis A. Pelletier County Government cap and diploma symbol in the workshop program to find out which of our conference workshops are eligible for earned credits.

Orientation for Newly Elected & Appointed County Officials The Pelletier Institute orientation program, a joint presentation of NYSAC and Cornell University, provides new county officials or existing county leaders looking to refresh their knowledge, with an overview of the complex issues they will face as county leaders. Basic instruction in the duties and responsibilities of county officials, county organizational structures, government ethics, adopting the county budget, open meeting law requirements , the state legislative process and a description of the issues confronting counties in the year ahead will be included in this orientation session. There is a separate $50 registration fee for participation in this session in addition to the NYSAC conference fee. Lunch, breaks and materials are included. on the status of our statewide transportation infrastructure. Identifying our deficiencies will help underscore the need for increased investment in our roads and bridges. This session will offer best practices from across many counties as to how local governments are getting creative to solve transportation and other infrastructure challenges by doing more with less. (Monday, 2/3, 2:00pm-3:15pm) Dispute Resolution and the Art of Negotiation for Elected Officials Ne-go-ti-ate: {a formal discussion between people to try and reach an agreement.} In recent years the legislative processes at all levels of government has become adversarial. This session will discuss special skills needed by leaders to GET TO YES by effectively steering through the negotiation process. This session will focus on how to work together as joint problem solvers rather than adversaries. (Monday, 2/3, 2:00pm-3:15pm) Channeling Your County Whether you want to educate, communicate with, or inform your tax payers, video is a critical and indispensable tool in a countys communications arsenal. Video is now a viable tool for counties, both financially and technologically. This session will provide an overview of the video production process and how to find cost-effective solutions for your county. NYSACs communication staff will walk you through how NYSAC set up a YouTube channel (www.youtube.com/nysactv) and launch a video presence. Participants will gain a tool kit for costeffectively planning and producing quality videos for their county. Challenges in Inmate Medical Care & Mental Health Treatment The costs of providing medical treatment to inmates have skyrocketed over the past 10 years. From treating inmates with chronic conditions, to the high cost of mental health treatment, this session will provide several different county perspectives on how to best manage medical costs for incarcerated populations. From enrolling inmates in the Medicaid program, to providing intensive mental health services, this session gets at the heart of an issue that drives costs for counties and directly impacts how our jails function. (Monday, 2/3, 3:45pm-5:00pm) Casinos in New York State In November, New York State voters approved a constitutional amendment to allow casino gaming in the state. The amendment will bring opportunities and challenges to our state, our counties and our communities. This session will address several factors that have been raised about casino development moving forward, including demonstrating local support, revenue sharing, the licensing process, and how siting decisions will be made.

Pre-K Reforms The Board of Regents has charged the State Education Department with developing policy and rate setting recommendations that ensure that the continuum of preschool special education services includes the flexibility necessary to deliver high quality, cost-effective services in the Preschool Special Education program. The State Education Department will provide an update on the status of these recommendations and allow counties to ask questions and offer their input. From Adolescence to Adulthood - The Juvenile Justice Service Spectrum This workshop will explore the juvenile justice system and the various ways that county departments play a role in the lives of atrisk youth. Beginning with DSS and child welfare, looking at the role Probation plays in intervening in the lives of youthful offenders, and exploring community based services. As youth offenders age through the system, counties provide a continuum of services in order to treat these individuals and avoid entry into the adult probation and correctional system.

The adult probation supervision system is focused on promoting public safety, ensuring offender accountability, providing restitution to victims and reducing recidivism. Vouchers and purchase orders must be filled out completely by the registrant - including the names of which attendee(s) will be covered by that voucher/purchase order to ensure prompt return of the forms to the county for payment in a timely fashion.

Vouchers that have not been completely filled out by the registrant will be returned without registration processing.
