Notice of Intent to Circulate Petition Notice is hereby given by the persons whose names appear hereon of their intention to circulate the petition within the City of Sacramento for the purpose of qualifying the for immediate submittal to a vote of die people of the City of Sacrainento at a special election, pursuant to Califomia Elections Code Sections 1405 and 9214. A statement of the reasons ofthe proposed action as contemplated in the petition is as follows: Representative democracy does not work unless elected officials respect and represent the wishes of the people. City of Sacramento elected officials have abrogated their responsibilities, and instead have, without a vote of the electorate, indicated they intend to commit vast city resources, including real estate, parking facilities, and other city assets for the purpose of building a largely - publicly flmded sports entertainment center for the Kings Basketball Team in downtown Sacramento. City and County voters have already expressed themselves on the issue by rejecting a proposed new tax to fiind a similar development by a 4-1 margin (Measure R in November of 2006). Additionally a recent citywide poll showed that 78% of the voters believedtiiatthey should, not city officials, approve any expenditures for a professional sports arena. Now city voters are faced with a city council resolution to finance a new sports entertainment center to the time of more than $258 miUion (representing over 58% of the arena cost) with a loss of parking revenue wliich support general city services such as parks, libraries, fire, police and other services important to it's citizens. (The true cost could be as much as $344 million or over 11% of the arena cost.) This is a time of economic stress for Sacramento, and most taxpayers have seen radical cutbacks for city programs and fee increases for services they need. The current city budget has a $8.9 million deficit, and projects additional deficits annually for the foreseeablefiiture.While some would love to see a new arena build for the Kings, the proponents ofthis initiative are confident that voters do not want it build at the expense of quality of life, reduction of city programs, increased taxes, and mounting debt for the city. Economic analysis repeatedly shows that developments such as this arena do not increase economic prosperity of cities. To the Honorable Clerk of the City of Sacramento: We, the signers ofthis petition, registered, and qualified voters and residents of tlie City of Sacramento, coraprisiag not less than 10 percent of the registered voters of the city, hereby propose a measure as set forth herein and request that the proposed measure be subruitted to a vote of the people at the earliest regular or special election for which this petition qualifies pursuant to the Califomia Election Code. The text of the proposed measure is set forth below and on subsequent pages. Voter Approval for Public Funding of Professional Sports Arena Act Section 1. Title

This Act shall be known and may be cited as the "Voter Approval for Public Funding of Professional Sports Arena Act." Section 2. Voter Approval The City of Sacramento shall not use or redirect, undertake an obligation to pay, or bond or borrow against monies intended for or from tlie City general fiind for the development and/or construction of a"professional sports arena without the approval of a simple majority of voters. Section 3. Definitions As used herein, "professional sports arena" shall mean any arena or event venue which serves as a facility for a professional sports team, and "redirect" shall mean to divert or alter.

Notice of Intent to Circulate Petition Notice is hereby given by the persons whose names appear hereon of their intention to circulate the petition within the City of Sacramento for the purpose of qualifying the "Voter Approval for Public Funding of Professional Sports Arena Act" for immediate submittal to a vote of the people of the City of Sacramento at a special election, piu suant to Califomia Elections Code Sections 1405 and 9214. A statement ofthe reasons of the proposed action as contemplated in the petition is as follows: Representative democracy does not work unless elected officials respect and represent the wishes of tlie people. City of Sacramento elected officials have abrogated then: responsibilities, "and instead have, without a vote ofthe electorate, indicated they intend to commit vast city resources, including real estate, parking facilities, and other city assets for the express purpose of building a largely publicly funded sports entertainment center for the Kings Basketball Team in downtown Sacramento, City and County voters have already expressed themselves on the issue by rejecting a proposed new tax to fund a similar development by a 4-1 margin (Measure R in November of 2006). Additionally a recent citywide poll showed that 7S% of the voters believed they should, not city officials, approve any expenditures for a professional sports arena. Now city voters are faced with a city coimcil resolution to finance a new sports entertainment center to the mue of more thaa$258 million (representing over 58% ofthe arena cost) with a loss of parking revenue which support general city services such as parks, libraries, fire, police and other sei'vices important lo its citizen (The true cost could be as much as $344 million or 77% ofthe arena cost).. This is a time of economic stress for Sacramento, and most taxpayers have seen radical cutbacks for city programs and fee increases for sei'vices they need. The current city budget has a $8.9 million deficit, and projects additional deficits armually for the foreseeable fumre. While some would love to see a new arena built for the Kings, the proponents ofthis initiative are confident that voters do not want it built at the expense of quality of life, reduction of city programs, increased taxes, and mounting debt for the city.. Economic analysis repeatedly shows that developments such as this arena do not increase economic prosperity of cities. Our sister city, Stockton, just an hour drive from our Sacramento, subsidized a sirnilar project without voter approval, that led them to bankruptcy. Since the city council did not submit this arena funding proposal to the electorate, we propose to circulate a petition to submit "Voter Approval for Public Funding of Professional Sports Arena Act" to an immediate vote ofthe people ofthe City of Sacramento at a special election, pursuant to Califomia Elections Code Sections 1405 and 9214.
