Watch the Movie Skyfall and answer: For an organization like MI6 what short of organizational structure do you think is appropriate?

Skyfall Summary: When one MI6 hard disc with the identities of NATO's agents is stolen, James Bond chases the agent through Istanbul with the support of the local field agent Eve. M (Judi Dench) orders Eve to shoot the agent on the top of a train, but she misses the target and hits 007 that falls in a river and is presumed dead. When M's computer is hacked, the MI6 building is blown-up and the agency moves to an ancient bunker that belonged to Churchill. Then, five MI6 agents have their identities exposed and three of them are executed and M has her authority and procedure questioned by her superior Gareth Mallory. Out of the blue, 007 reappears from the shadows and hunts down the responsible for the theft of the HD. He reaches Severing and uses her to find the responsible for the actions, the former top-notch MI6 agent Tiago Rodriguez, a.k.a. Silva, who had been betrayed by M and now is seeking out revenge against the veteran leader of the MI6. Any discussion of control and intelligence is difficult for several reasons. First, the terms and concepts associated with intelligence are ambiguous and frequently controversial. Second, much about intelligence -- gathering, analysis, and dissemination -- is secret; knowledge is power and those who hold it want to keep it to themselves. Intelligence professionals are a special club even within their own militaries or civilian organizations, and deliberately minimize the knowledge outsiders have about them and their activities. Third, there is relatively little written about intelligence and democratization. First of all MI6 is a secrete agency of Britain who protect the Great Britain from the external treats like threats from other countries. As it is concern of national issue it must have to be Mechanistic organization. There should be hierarchy and also chain of command. From this movie Skyfall we can tell that the MI6 was under the foreign sectary and foreign sectary was subject to report the Prime Minister of Great Britain. at the very beginning of the movie we saw that Bond's mission is to keep a computer drive that has a list of British agents from being used against them. He chases the man who has it and they have a brawl on top of a train. Eve, an agent sent to assist Bond has them in her cross hairs but hesitates to take the shot because she might hit Bond but M orders her to take it. Which she does and hits Bond who falls into the river and is believed to be dead. In this case M should take some risk she could communicate with Bond about the shoot and she could make him steady to take the shoot properly but M took the decision by herself and local agent miss the shot and her short hit to Bond. In that case they thought they lost their agent 007. After few months later M was force to resign from the MI6 but she refused and told them she will leave after the mission is settled. Meanwhile M's computer was hacked and somehow MI6's station was destroyed. After seeing that on TV Bond came back to M and reported to join MI6 again. Meanwhile they have got new office which was out of the hackers network. After giving all the Physical/Mental test to MI6 Bond was failed to pass all the test but only M knows about it. She kept the trust on Bond and assigned the mission to Bond again. After someday Bond able to arrest mysterious Silva (former agent of MI6, Who had to leave because of M) who had the disk and he wanted to take revenge. He was kept in the new MI6 office and technically he got access to the MI6 computer network and he escaped. In that case we can say that M had very wrong decision to keep him at the new office. Finally they were able to kill mysterious Silva and saved Great Britain.
