II. RESPONSE
A. FOOD and NFIs
• DSWD provided PhP5,497,316.00 worth of relief goods; prepositioned stand-by
funds, family food packs and stockpile of relief commodities; provided hot meals
to family-evacuees in evacuation centers through the management of
community kitchen; receipt of donations both local and international
• PNRC provided assorted relief assistance to the flood victims in Metro Manila
• DOH provided 150 pieces of cadaver bags to NDCC and provided Generator set
to Amang Rodriquez Medical Center
• San Miguel Corporation and Petron Corporation donated 20 pieces 2.7 kg
cylinder lamps for use in the evacuation areas
• Ms.Cynthia Rodriguez and Family of Corinthian Gardens, QC provided
assorted relief goods (food stuffs)
• NCRCOM distributed 500 sacks and 1,000 other assorted packs of relief goods
to affected residents in Pasig City
• AFPDRTG also transported 3,000 family packs and 12,000 pieces of fresh eggs
from DSWD NROC to affected areas in Taytay, Rizal and Pateros City
• PAGCOR under Sagip-Tulong ni PGMA Project distributed 1,000 pieces of
bread and 1,000 bottles of water per day per evacuation center; 1,800
cavans of rice, aside from 1,521 individually packed rice bags; 4,750 relief
packs (3 kilos rice, 1 kilo sugar, coffee, canned goods and instant noodles
per pack). Has been deploying 46 water tankers under the Patubig ni
PGMA Program to provide potable water (with capacity of 1,500 to 2,500
gallons or 20 liters per 500 to 1,000 families respectively) in the affected
areas namely Cainta, Rizal, Marikina and other parts of Metro Manila
• PCG PIO personnel delivered relief goods donated by World Vision to 50
families in Brgy Tatalon, Quezon City
B. WASH and Health
DOH
• Mobilized psychosocial and mental health assessment teams in NCR and
Region IV-A
• Started distribution of portalets in each evacuation center in NCR (100) and
CALABARZON (20)

• DOH IV-A to deploy Medical and WASH teams from DOH IV-B to San Mateo,
Rizal
• DOH IV-A is currently assessing the health situation in Laguna Province-
municipalities of Biñan, San Pedro, Cabuyao, Los Baños and Sta Cruz; cities of
Sta Rosa and Calamba while Provincial Health personnel will assess the 4th
District of Laguna
• Conduct of water quality monitoring and testing in all evacuation centers
• Deployment of five (5) WASH teams
• Tetanus vaccination for all injured
• Prepositioning and distribution of Vitamin A to four (4) LGUs (Malabon,
Valenzuela, Quezon City and Taguig City)
• Medicines and medical supplies distributed amounting to P3,840,289.80
• Distribution of IEC materials at evacuation centers
PAGCOR
• From Sept. 27 to Oct. 01, 2009, 13 medical missions were conducted at
various evacuation centers in Marikina, Pasig and Rizal Province with at
least 2-3 missions conducted daily with 9,686 patients benefited. Free
medical missions, free medicines and vitamins were provided
• The missions have been effected through the concerted efforts of 50
volunteer doctors/physicians coming from the Philippine Medical
Association, PAGCOR invited doctors and medical practitioners under
the Health Department, volunteers from UP College of Medicine, San
Beda College, Pamantasan ng Lungsod ng Maynia and Fatima University
Medical Center
ICRC thru PNRC
• Donated three thousand (3,000) essential household kits and allocation of
USD30,000.00 for the victims of Typhoon Ondoy
DILG-BFP
• Water rationing in Quezon City (Brgy Bagong Silangan, Brgy. Damayan,
Brookside GAWAD KALINGA, San Gabriel Elementary School – Brgy. Sta.
Lucia, North Fairview Elementary School - Brgy North Fairview, Brgy
Bagong Silangan evacuation center, Susano Elementary School-
Novaliches, Brgy. Greater Fairview, Brgy. Masambong), Malabon City
(Brgys Santolan, Potrero, Maysilo, Catmon), Valenzuela (Brgys Marulas,
Panghulo), Pasay, Taguig City (Brgys Toktokan, Ususan, Bagumbayan,
Palingon, Sta Ana, Ligid and BCDA) and in Pasig City (Pasig Elementary
School)
C. EDUCATION
• There were 419 schools damaged in Regions I, II, III, IV-A, CAR and NCR : 331
elementary schools and 88 high school
• There are 226 school buildings being used as evacuation centers and are
housing 12,560 families and 26,212 individuals
D. INFRASTRUCTURE
• Based on DPWH’s assessment, 13 road sections and bridges are still
impassable/hardly passable to traffic due to landslides, washed-out slope
protection and scoured shoulders (Tab D)

E. CAMP MANAGEMENT
• DSWD set up Social Welfare Inquiry Sets in all affected areas; set up NGOs and
donors’ desk in all DSWD-FOs to strengthen linkages between the DSWD
LGUs, NGOs
• DOH established drop off points in MMD-DOH Central Office headed by
Engr. Dave Masiado
• OWWA set up assistance center at NDCC Operation Center for the families of
OFWs

F. EMERGENCY TELECOMS/MAPPING
• IBM and OCD personnel deployed at the Ever-Gotesco ACP with the
Emergency Response Network (ERN) Kit as back-up communications
• CEISSAFP coordinated with SMART Telecom re: Installation of GSM900
repeater at NDCC Operation Center to enhance mobile phone signal inside the
OPCEN building
• Globe Telecom temporarily lent four (4) hotlines at NDCC OPCEN to augment
the communication capability in responding to emergency calls in the calamity
areas with the following hotline numbers: (0917) 733-4193, (0917) 733-4256,
(0917) 733-4263 and (0915) 536-6719
• Telecoms Sans Frontier (TSF) deployed 2 teams from Bangkok and installed a
Telecom Centre with Internet, phone, fax lines and computers at the NDCC HQ
at Camp Aguinaldo, Quezon City.
• PNP installed radio communication facility at Cainta Police Station, and at the
Forward NDCC Operation Center
• NGCP conducted power restoration in various damaged sub-stations (S/S). All
lines are on normal operation except San Jose, Bulacan and CND-San Miguel
(Bacnotan, San Miguel, La Union); waiting for normalization of load systems
from distribution utilities (Meralco for Metro Manila area)
• Geodata Systems Technologies, Inc, Philippines in coordination with the
AFP Command Center; and MapAction technical personnel in UK were
deployed to the NDCC Opcen on 29 September to provide situation mapping
support to the NDCC and humanitarian clusters

III. SAR, CLEARING and RETRIEVAL OPERATIONS


AFP
• PA concentrated clearing operations in Batasan Rd, Cogeo Rd, Marikina City
area, Antipolo, Balimbing, Pililia, Tanay, Teresa and San Mateo, Rizal
• SOLCOM augmented clearing in Baras, Cuyambay, and Teresa, Rizal
• 51st Engr Brigade cleared C-5 Flyover and Provident Subd, Marikina City
• PAF conducted road clearing operations in Santolan and Sta Lucia, Pasig City
involving four hundred six (406) personnel and various heavy equipment
• 7ID, PA conducted DRRO in Bulacan (Norzaragay, San Francisco del Monte,
Hagonoy, Bustos, Sta Maria), Zambales (Palauig, Botolan), Pampanga (Arayat),
rescued 158 persons in Arayat, Pampanga and in Hagonoy, Bulacan as well as
evacuated 1000 residents of Sitio Bangan, San Juan Baño, Arayat, Pampanga
• NOLCOM evacuated thirteen (13) families and eighty six (86) person in
Candaba, Pampanga

• TRADOC, PA conducted clearing operations along the road of Brgys Sta Lucia
and Patling both of Capas, Tarlac while NOLCOM operated in Brgy Estrada,
Capas, Tarlac
PAGCOR
• On Sept 27, 2009, donated 3 motorized rubber boats to the NDCC with
setting capacity of 5, 6-11 persons. Mobilized rescue teams to look into the
conditions of its employees reportedly affected by flood. As of October 01,
2009, a total of 89 employees (excluding their beneficiaries) have been
rescued and provided with relief goods, and also rescued 20 people
PNP
• PNP joined AFP troops in clearing Provident Village and other areas
• NCRPO rescued 194 additional persons: 30 in Brgy Potrero, Malabon City, 161
persons in Marikina and 3 persons in Brgy Pinagbuhatan, Pasig City
• Chairman, RDCC-IVA/RD, PNP-IVA mobilized 500 personnel, one (1) fire truck
and three (3) dump trucks for a clean-up drive in the municipalities of San
Mateo, Rodriguez and Taytay all in Rizal Province
SOLCOM
• team, headed by CPT Montemayores, with two (2) M35 trucks and one (1)
rubber boat, proceeded to Brgy Landayan, San Pedro, Laguna for possible
rescue operation due to the rise of water level in the area
MMDA
• distributed three hundred sixty (360) helmets to personnel and volunteer groups
who are conducting clearing and cleaning operations;
• conduct of dewatering and cleaning of pump floor submerged in mud water in
Quiapo, Paco, Pandacan, Sta Clara, Makati City, Hagonoy, Labasan, Taguig
City and Tapayan;
• provision of one hundred nineteen (119) manpower with various equipment for
SAR, distribution of relief goods and standby vehicles at the Advance Command
Post along Katipunan Avenue;
• rescued 1,000 victims in Provident Village, Marikina;
• clearing of primary and secondary roads in Marikina City;
• deployment of one hundred fifty six (156) personnel with equipment and tools for
the conduct of clearing of primary roads in Metro Manila, repair of concrete
barriers and see-through fences along Marcos Highway and Aurora-Katipunan
fly over
PCG
• SAR team rescued fifty (50) persons in Brgy Pinagbuhatan, Pasig City on
2256H 30 September 2009
• Established a Command Advance Post at Santolan LRT Station in Marikina City
with two (2) SAR Teams (15 personnel) and one (1) team to assist in the
distribution of relief goods
• K9 Unit dispatched at Greenwood Executive Village, Cainta and rescued twenty
two (22) persons on 1800H 30 September 2009
PDCC Nueva Ecija
• Five (5) highly-trained personnel with one (1 ) amphibious vehicle, one (1)
motorized rubber boat and one (1) mobile kitchen provided assistance in Metro
Manila

CDCC-Olongapo City
• Dispatched the Olongapo Rescue Team to Metro Manila to augment in the
rescue and evacuation operations
SBMA
• SBMA Fire Department and SWAT (LED) provided assistance in the SAR
operations in Metro Manila with one (1) rescue van, one (1) rubber boat and two
(2) dump trucks

IV. SUPPORT SERVICES


PAF
• Provision of assets and personnel in the transport and distribution of relief goods
in Rizal Province (San Mateo, Taytay, Rodriguez, Cainta), Taguig City (Lower
Bicutan, Napindan), Pasig City (Sta Lucia, Santolan, Pinagbuhatan) and in
Pateros
PNP
• Conduct of traffic direction, control and clearing operations in Pateros, Quezon
City (Balintawak, Cubao, North Fairview), Malate, Pasig City (Rosario,
Maybunga, San Miguel), Marikina City (Barangka, Provident Village, Marcos
Highway) and in Rizal (San Mateo)
• PRO-CALABARZON led by PCSUPT Perfecto Palad together with four hundred
fifty (450) conducted clean-up operation at Rodriguez, San Mateo, Taytay all in
Rizal Province
NOLCOM
• Transported relief goods (120 boxes of sardines, 50 cavans of rice) to Arayat,
Pampanga and 400 cavans of rice to PSWDO-Pampanga
DILG-BFP
• Deployed 33 fire trucks to conduct flushing operations, clean up operations,
water rationing and OPLAN Sagip Bayan activity
PCG
• Dispatched Islander to conduct aerial reconnaissance to identify other
flooded areas that need assistance
• Heli was utilized to transport and distribute relief goods provided by World
vision Philippines

V. REHABILITATION
• DBP ordered the mobilization of all concerned branches and head
of offices units to extend assistance to affected clients displaced, employees
and other victims thru rehabilitation program in the form of moratorium on
interest/principal payment; restructuring their loan payment extension; interest
rate reduction; additional loan if viable; closer monitoring of loan for faster
recovery; distribution of relief goods in coordination with NDCC with in the week.
Likewise directed all ATMs in affected areas to be in full operations
• PAGCOR kept its Serbisyo Muna Center in Malabon and Valenzuela open
despite the flood and lack of electricity to continue selling basic
commodities to affected residents

- CAR: Mt. Province, Ifugao and Benguet
- Region I: Pangasinan, La Union and Ilocos Sur

- Region III: Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and

• NDCC Circular to Chairmen of RDCCs I, II, III and CAR directing them to
undertake necessary response measures to avoid loss of lives and destruction
of properties
• NDCC MEMO Order No. 18 on the suspension of classes at all levels in Metro
Manila including the province of Rizal on 28 September 2008
• NDCC requested international assistance thru the United Nations Resident
Coordinator to coordinate an international appeal in behalf of the Philippine
Government

Chairpersons, MMDCC, RDCCs, LDCCs; Regional Directors, OCDRCs and
Deputized Coordinators on the reiteration of the “Zero Casualty” Policy during
