Job Description: ICF currently supports a Federal CIOs Office in the IT management areas of IT governance; investment portfolio management; Program/Project Management & PMO services; and communications management. Our client is expanding the scope of our services by adding Enterprise Architecture (EA) planning, management, and compliance support. The Federal EA Specialist will assist in planning, analyzing, and developing reports and artifacts that (a) reflect the agencys alignment with the Federal Enterprise Architecture, Version 2, and (b) satisfy OMB requirements for EA and IT portfolio management. He/she will also assist in planning and executing data calls throughout the agency in order to collect the information needed to develop these reports and artifacts. The successful candidate will be a self-motivated EA specialist with in-depth experience with various Federal (OMB, GAO) and Department IT Management and EA management policies and initiatives. He/she will analyze the agencys EA-related information and produce and maintain artifacts that keep the agency compliant with these requirements. These artifacts may include, but not be limited to, system inventory reports, IT investment to FEA maps, data call responses, Information Resource Management (IRM) Strategic Plans, and Enterprise Roadmaps. He/she must have the ability to

determine EA management requirements and develop artifacts that fit the Agencys federated culture and does not interfere with the agencys agile and rapid approach for deploying IT solutions. Qualifications Primary Responsibilities: Work with agency senior executives to consult, coach and advise on strategy, business alignment, EA, IT solutions, and the associated impact on the agency and its stakeholders. Provide consultative expertise in the area of IT and EA planning, and ensure the agencys transition and target architectures comply with federal EA management requirements and are realistic given the agencys federated business model. Advise OCIO leadership on what EA products/artifacts (reports, diagrams, strategic plans, etc.) are needed to support IRM planning activities without impacting or interfering with the efficient delivery of IT services. Develop and maintain EA products/artifacts as directed by Office of the CIO (OCIO) leadership. Monitor data in the agencys EA repository to ensure its ongoing currency, and provide updates as needed. Work with other areas of the CIOs office, such as CPIC and Information Security, to ensure alignment of the agencys IT portfolio with each reference model of the FEA. Analyze federal and department EA management and reporting requirements, and determine what data needs to be collected to respond to these requirements. Plan, implement, and manage data calls throughout the agency to collect EA-related data needed to produce products/artifacts. Basic Qualifications: Bachelors degree (or higher) in IT, Management, or other related field 6 years of technical leadership experience and federal EA experience 4 years of experience generating architecture roadmaps and implementation plans; and with analyzing system requirements to determine how they align or comply with architectural documents Prior experience applying Federal Enterprise Architecture (FEA) standards, reference models and guidelines, along with experience in using various enterprise architecture modeling and repository tools and methodologies In-depth understanding of, and working with, key federal IT management requirements such as OMB A-11, A-130, OMB M-11-29, M-13-09 Flexibility and ability to apply EA management principles and best practices in a way that does not impose rigidity, structure, or bureaucracy Demonstrated understanding of current information technologies such as cloud computing, big data analytics, big data networking and storage requirement, VoIP, etc. Excellent verbal, interpersonal and written communication skills Preferred Skills/Experience: FEAC or equivalent EA certification Experience within health and scientific research environments Professional Skills: Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude Flexibility and the ability to provide surge support to other activities when multiple activities come up at the same time.
