Subject: Community-based Solar Power Initiative.
Respected Sir, Chhattisgarh is chiefly a Tribal State, with a majority of Rural Population. The role of the Ministry of Panchayati Raj is paramount. A significant part of the state is still devoid of energy sufficiency, and owing to their geographical location, socio-economic conditions, and security environment, it makes better sense to enable them towards having energy sufficiency through isolated village and cluster-centric holistic energy sufficiency projects.
These villages will have their energy development needs fulfilled by the following (wherever feasible): 1. Solar Photo-voltaic for electricity. 2. Solar Water Heater for water and heating (radiated) needs. 3. Small-scale wind turbines for electricity and potential energy. 4. Bio-gas generation plants. 5. Naturally available organic fuel based gassifier units. 6. Passive energy generation and collection through Solar Ponds and the likes. 7. Projection of better energy utilization and efficiency through awareness and distribution of energy efficient devices. 8. Training of the local population, right from primary school level to geriatric age in better energy consumption, maintenance of energy generation apparatus, and heightened awareness of energy conservation.
The villages and village-clusters will be chiefly selected on the following parameters:- 1. Geographical isolation 2. Isolation from conventional power sources. 3. Prevalent Socio-economic conditions. 4. Present Stage of development and future potential. 5. Availability of raw material for power generation.
The benefits of the above activities can be summed up as: 1. Energy self-sufficiency 2. Faster development of knowledge base 3. Better scope for commercial development 4. Faster propagation of modern information mediums. 5. Better connectivity of the populace with the government bodies. 6. Decrease in emigration. 7. Increased utilization of locally available raw material. 8. Increased propagation of cottage industry.
We propose these set of activities and the benefits are self-evident. We will feel honoured for an expedited action- oriented interest in the said activities.
