Project Description: IBM worked with the U.S. Navy (DoN), Naval
Surface Warfare Center (NSWC) Headquarters to assist the
leadership in assessing the operations of the Warfare Centers to
identify opportunities to increase efficiencies while providing timely
quality support to U.S. Navy warfighters with an understanding of
the budget challenges Navy leadership faces and its desire to drive
down the cost of doing business.

IBM employed Issue Based Consulting (IBC) and the Component


Business Modeling (CBM) methodology to conduct this strategic
analysis. Issue Based Consulting is a technique used to correctly
diagnose a situation and arrive at fact based conclusions. CBM is a
top-down strategic management framework of an organization’s
core capabilities that is used to frame decisions and align
operations with strategy.

I worked as part of a two-person IBM team directly with the client to


collect, structure, and analyze key operational and financial data
based on managements’ top challenges. As part of this analysis,
we worked with the NSWC and other key stakeholders to:

1. Identify the appropriate data to collect and analyze;


2. Develop the appropriate mechanisms to collect data;
3. Synthesize data from eight Naval Surface Warfare Centers to
draw fact based conclusions;
4. Develop a component business model of NSWC identifying key
organizational competencies and functional business components;

5. Map the data to the NSWC CBM to provide leadership strategic
insight into the entire organization. The combination of several
analytical views provides the foundation for focusing management’s
attention on a few key parts of the organization; and,
6. Highlight functional business components of NSWC that offer the
greatest opportunity for improvement, specialization, or innovation.

Project Description: We delivered an Information Technology
Roadmap aligned with the Loyola Strategic Plan, which enabled

Project Description: The overall vision of the HR LOB is
Governmentwide, modern, cost-effective, standardized, and
interoperable HR solutions providing common, core functionality to
support the strategic management of human capital and addressing
duplicative HR systems and processes across the Federal
Government.

Though these standard e-government solutions are being


developed and deployed across the federal government agencies,
these “unfunded mandates” are currently being handled in a
stove-piped manner. The Integration Support Project (ISP) was
initiated to provide an end-to-end view of common HR solutions and
their interrelationships and compile available information and
resources to help HR LOB Shared Service Centers and customer
agencies effectively envisage, design, and implement common HR
solutions to interoperate with one another and with agency-specific
solutions.

My responsibilities consisted of:

Government Portal Strategy and Implementation Roadmap (CBM)
CBM Senior Analyst
Project Description: IBM designed and built citizen-focused portal
for Cobb County’s government that is enterprise wide, broadly
functional, full service, and constituent facing.

IBM delivered the portal according to a strategic roadmap


developed using Component Business Modeling (CBM) using the
following steps:
1. We produced an e-Government Business Model (EBM) providing
a map of the functional areas that comprise the County.
2. Working with the County's key stakeholders, we attributed three
views of this map:
- Current Technology and Project Portfolio support
- Strategic Objectives of the county
- eGovernment effectiveness
3. We identified tactical e-Government initiatives and delivered a
roadmap for portal implementation

This specifically included:


- Developing a functional view (Component Business Model) for
county government tailored to Cobb County
- Facilitating several strategy sessions with large attendance
including County executives and management
- Identifying high priority County functions (hot components) based
on e-government best practices and the current state of Cobb
County's IT system maturity

Project Description: As a consultant, developed, documented, and
delivered a Component Business Model, business process

Department of Agriculture, Rural Development.

Detailed responsibilities include:


- Documented existing Rural Development (RD) strategic plans and
business objectives and developed business perspective of EA as
a Component Business Model (CBM)
- Identified key RD business activities and business components
value chains/streams, and alignment/misalignment

Project Description: As a Junior analyst, developed, planned, and
implemented a model for Enterprise IT Governance tailored to the

interfaces needed to implement effective governance
- Develop an Implementation Strategy and Approach describing
