AM OF IHE COURSE
1o proide construction workers with the knowledge to identiy
enironmental issues associated with their actiities and best
practice methods to minimise enironmental impact.
It will also outline enironmental legal obligations releant to
construction actiities.
OBIECIVES OF IHE COURSE
At the completion o this course participants will be able to:
understand common enironmental terms
state their legal obligations and responsibilities in relation to
enironmental legislation
recognise common enironmental impacts on construction
sites and potential impacts resulting rom the indiidual`s work

1o minimise enironmental impact it is important to understand
the link between arious construction actiities and the potential
or these actiities to impact on the enironment. 1his section
gies a brie outline o typical actiities and impacts.
1he enironment is deined as liing things, their physical,
biological and social surroundings and the interactions between
all o these`.
Lnironmental management measures will depend on the nature
o the site actiities and the sensitiity o the project area and
surrounding land. lor example, excaations resulting in steep
slopes are likely to lead to soil erosion and water quality problems
downstream and will require the installation o erosion protection
measures.
1he workbook summarises legislatie responsibilities and details
how enironmental impact can be reduced by planning actiities
careully beore commencing work on-site.

construction actiities and potential impacts. It is not a complete
listing.

Lnironmental management relates to the control o human
actiity which could impact on the enironment.
Construction o transport inrastructure can hae signiicant
enironmental impacts i not undertaken with care. An
enironmental management system has been deeloped by
1ransport SA to minimise the enironmental impact o projects.
1he system is outlined in the low chart on the next page.
1he construction site may also be licensed by the Lnironment
Protection Agency ,LPA,. 1he licence may include speciic
conditions such as soil erosion controls, dust and noise monitoring.
lor contractors the most important elements o the system are the
Lnironmental Management Implementation Plan ,LMIP,,
enironmental inspection and monitoring.
1he LMIP describes how the enironmental management
requirements, identiied in the Lnironmental Management Plan
,LMP,, will be implemented and managed on site. 1he LMIP
details how the contractor will mitigate construction impacts and
documents the contractor`s plans or inspecting, monitoring,
auditing and correcting or improing enironmental perormance
on the site.

required to comply with the 1rav.port . vrirovvevta Coae of
Practice for Cov.trvctiov-Roaa, riage ava Marive aciitie. and
legislatie requirements.
It is important that you are aware o the elements within the
LMIP and the Code o Practice that are releant to you.

Proclaimed pest plants are weeds that hae been declared to be a

1. Lnironmental weeds are weeds that threaten natie plant
communities.
Veeds cause problems such as:
competition with agricultural plants
poisoning o liestock
increasing the roadside ire hazard
blocking waterways ,eg table drains and culerts,

Undisturbed natie egetation can generally resist weed inasion,
but disturbance ,eg elling trees, driing oer egetation or actions
which expose the soil, will encourage weeds to become
established.
Spreed of weeds
It is an oence to bring or let proclaimed pest plants to be
brought into certain control areas. It is also an oence to take a
pest plant or any soil or ehicle carrying a pest plant onto a public
road in a control area. 1o make sure that no pest plants or seeds
are transported in soil and egetation caught on construction
ehicles, clean ehicles beore moing out o a site or into a weed
ree area.
Vhen obtaining materials rom borrow pits or stockpiles, check
that the material does not contain pest plants or their seeds. I

1hese areas are likely to contain cultural heritage sites, water
resources, egetation and auna which should be protected.
In these areas ,and particularly in sand dunes,, it is critical to
protect and maintain the coer o egetation. A single ehicle
moement across the top o a sand dune can break the egetation
coer enough to proide the starting point or a major blow-out`,
o the dune. 1his will then expose the area behind the dune to
the unsheltered orce o the wind. I these areas must be
disturbed, then temporary stabilisation methods must be used.
1hese methods include:
sand trap encing
brush layering,mulching
spray on stabilisers ,eg hydromulch,
walkways and boardwalks
matting or mesh laid oer traic areas
sand bagging,gabions.
Access roads across watercourses should be perpendicular to the
low and stabilised to reduce the risk o erosion. Any interruption
to the low within watercourses needs careul planning and
should be included in the LMIP.
Dredging o material may require licensing by the Lnironment
Protection Agency. Such licences oten contain conditions that
need to be applied during the work.

actiities are bituminous wastes, oils and weed sprays. Spray bars
should be lushed out at the depot or in a contained way rather
than on the road erges or soil. Other hazardous wastes include
lead paint chippings. 1reat any paints, sprays or other chemicals as
hazardous wastes.
All listed or hazardous wastes should be collected and disposed
o by a licensed waste contractor to a licensed waste depot.

signiicant trees` in urban areas o South Australia.
Vorks by 1ransport SA that do require approal are:
damage or remoal o signiicant trees in urban areas
works in a State leritage area or place
establishing a site oice or depot external to the project site.
Roadworks other than the aboe do not require approal under
this Act unless determined to be a major project.

protection o certain ish. It also proides or the protection o
marine mammals and aquatic habitat.
1o the extent that 1ransport SA construction actiities may
impact on the marine enironment and thus pose a risk to ishery,
certain proisions o the Act may apply.

1his Act is intended to proide or the administration,
deelopment and management o harbors and to proide or sae
naigation in South Australian waters. 1he Act also addresses the
issue o enironmental damage in ports and waterways under the
jurisdiction o the Minister or 1ransport and Urban Planning.
Construction contractors using essels must comply with the Act
including controls on discharges and emissions rom essels.
HerIege AcI 199S
1his Act is intended to consere places o heritage alue in the
State. It is an oence to damage a place where a stop order` has
been issued or emergency ealuation and protection. It is an
oence to intentionally damage a place listed on the State
leritage Register.

In addition to establishing a range o resere types and
controlling actiities within such reseres, the Act lists animal and
plant species in need o protection and creates oences o
injuring or damaging such plants or animals without
authorisation.

1his Act creates the Natie Vegetation Council to which
application must normally be made or the clearance o natie
egetation. 1his requirement does not apply in most o
Metropolitan Adelaide. Neither does it apply in the case o 1SA
roadworks as such actiities are exempt under the Natie
Vegetation Regulations rom the approals proisions o the Act.
A potential breach o the Act may occur i egetation clearance
occurs outside o that required or roadworks without approal.
PeIroleum ProducIs ReguleIoe AcI 1995
1he Act applies to the keeping and selling or coneying o
petroleum products ,including motor spirit, LPG and diesel uel,.
Licences may be required to keep the petroleum products. Also
there is a duty to take reasonable care in the handling, coneying,
using or disposing o petroleum products.

1his Act prohibits the discharge o oil, oily water, noxious
substances and garbage rom ships into State water other than in
speciied circumstances. 1he Act also prohibits the discharge o

One o the objects o the Act is to assist in the conseration o
land, soil, egetation and water needed to preent and minimise
land degradation.
WeIer Resources AcI 1997
1his Act controls the use o water within the State and requires
that a person undertaking certain actiities in relation to a
watercourse or water resources to obtain a permit or a licence.
1hese include:
extraction o water
draining or discharging water directly or indirectly into a well
construction o a dam or structure that will diert water.

1he Act prohibits certain actiities contrary to a water plan, such
as construction o structures on a watercourse, discharge to a
watercourse, depositing material or obstructing a watercourse,
destroying egetation growing in a watercourse, and excaating or
remoing rock, sand or soil or a watercourse or lake, or the
loodplain o a watercourse.
1he Act established Catchment Vater Management Boards, which
hae the responsibility or oerseeing the protection and
maintenance o water resources in their area.
