Thekeytostimulatinggrowthisavigorousandsustainedrevivalininvestment.Achievingthiswill, however,dependonanumberoffactorssuchasbridgingtheinfrastructuregaps,especiallyinpower andtransport,hasteningapprovals,removingproceduralbottlenecks,andimprovinggovernance. Riskaversioninthebankingsystemstemmingfromconcernsrelatingtoassetqualityisconstraining creditflow.Notwithstandingtheimportanceofrepairingassetquality,banksshouldbediscerningin theirloandecisionsandensureadequatecreditflowtoproductivesectorsoftheeconomy.
