Officer involved in fatal crash

By JASON G. ZENCKA of The Oshkosh Journal An 18-year-old woman died after her car collided with a Winnebago County Sheriffs Department squad car Sunday night. According to the accident report, a sheriffs deputy drove through a red light while traveling south through the intersection of Church and Nebel streets in south Oshkosh around 6:50 p.m Sunday, striking the young womans 2007 Toyota Camry broadside. Oshkosh police Chief Jeff Morris said the deputy was heading out to patrol roads when he received a call for backup in Omro. The deputys lights and sirens were on, Morris said. Police are withholding the name of both the deputy and the deceased until family and friends can be notified. The Wisconsin State Patrol will assist in the investigation. Although the cause of the accident has yet to be determined, preliminary interviews suggest the woman had a green light when her car was struck, Morris said. All you could hear was just the biggest metal crash sound ever, said Ed Colson, 32, who said he witnessed the crash from his car. The deputy didnt brake at all. According to Morris,

Poor weather hinders 2013 opening weekend

By MARDY STEVENSON of The Oshkosh Journal Thin ice, snowy weather, and murky water created adverse conditions for the opening weekend of 2013 sturgeon spearing season. Saturdays and Sundays harvests on Lake Winnebago were lower than past years, Wisconsin Department of Natural Resources biologist Ron Bruch said. He said water clarity and a smaller number of spearers reduced the number of sturgeon harvested. There are some areas where they can see down to 10 feet or more, but mostly the clarity ran four to six feet, Bruch said. The effort appeared to be down compared to a normal opening day. Spearers seem to be waiting to see where fish are caught. Westfield resident Steve Streblow, a 40-season veteran, noted the unfavorable conditions but speared a 22-pound, 48-inch juvenile male just before 8 a.m. Saturday. Its very hard to see, Streblow said. The water was a problem for everyone, not to mention the ice conditions. Of the 39 fish taken during opening weekend, 22 were female sturgeon (five juvenile and 17 adult) and 17 were males. The largest fish registered was a 102-pound, 70-inch sturgeon speared by Tim Eldred of Menasha. New rules are in place that will close the season early if one of three conditions is met. If we reach 90 percent of one of the three harvest caps (500 juvenile females, 500 adult females or 2000 males), the season will close at the end of the following spearing day,

Bruch said. If we reach 100 percent of any one of the harvest caps, the season will close at the end of that fishing day. Tyler Brefczynski and shanty-mates Dusty and Josh Emerson failed to spear a sturgeon on either Saturday or Sunday. Their bowling ball decoy, wrapped in tinfoil, sat barely visible five feet down in Lake Winnebago. A lot of [the sturgeon] go to the bottom and we cant see them, Emerson said. By BRITTANY JENKINS of The Oshkosh Journal Tuesdays primary election for the Winnebago County Circuit Court Branch 4 judgeship showed diminished voter support for District Attorney William Lennon, with Court Commissioner Karen Seifert pulling ahead in the race. Although Lennon will advance to the April 4 election, he was top vote-getter in only three of Winnebago Countys 78 voter precincts, according to county election results. We just didnt work hard enough, Lennon said of his Tuesday finish. We wanted to focus on the general election, and that clearly was a mistake. His 2,125 countywide votes finished a distant second to Seiferts 6,499, who received 62 percent of all cast. Menasha attorney and municipal judge Len Kachinsky was eliminated from the race after earning 1,842 votes, or 17.6 percent of votes cast. It was an entirely different story for Lennon less than four years ago when he defeated incumbent Joseph Paulus and challenger Edmund Jelinski in the 2002 Republican primary election. He went on to beat former Assistant District Attorney Bradley Priebe in the November general election, sweeping all but one of the citys 37 wards. Lennon said he believes he can overcome the negative publicity that has surrounded his campaign and make up ground in the race against Seifert. He declined to speculate on how Tuesdays results might impact a district attorney re-election bid later this year, should he fail to win the judgeship. I like what I do, and Im convinced that when the truth comes out, any negative press weve had will disappear.

Iraq conflict threatens US journalist, delays elections

By QASSIM ABDULZAHRA BAGHDAD (AP)Continuing violence in the Middle East has endangered an American journalist and delayed elections for the new Iraqi prime minister. Kidnappers of American journalist Jill Carroll have given until Feb. 26 until their demands are met or they will kill their 28-year-old captive, according to the owner of a Kuwaiti private TV station that aired the latest tape showing the hostage Thursday. Al Rai TV owner Jassem Boudai said the kidnappers contacted the station Friday with demands that were more specific than the release of all Iraqi female detainees, which the group laid down in the first tape released last month. The U.S. military has released five Iraqi women from detention but said the releases were routine and not part of any swap for Carroll, who was abducted Jan. 7 in Baghdad. Five Iraqi women still remain in U.S. military custody. We continue to make

Record-breaking aviation:
Fossett completes longest nonstop flight
over Shannon, Ireland. He was forced to land the Flier at Bournemouth International Airport in southern England instead of at a military airstrip in nearby Kent because of generator problems. The adventurer, whose flight was sponsored by Richard Branson, completed his journey around the globe over 3 1/2 days, despite losing about 750 pounds of fuel from a leak sustained during his takeoff from Cape Canaveral, Fla. While in the air, Fossett took naps no longer than five minutes each and drank a steady diet of milkshakes. His plane was equipped with a parachute pack holding a one-man raft and a satellite rescue beacon. The planes ventilation system also malfunctioned midway through the trip, causing temperatures in the cockpit to rise to 130 degrees. Fossett was forced to drink a large part of his water supply because of the heat, his flight team said. Weak winds over the Atlantic Ocean and severe turbulence over India, which at one point forced Fossett to strap on a parachute, prompted fears that

Need a boost? Gov. Walker passes new law

requiring use of booster seats
By JIM WHITE of The Oshkosh Journal Beginning in June, a new law will require vehicle booster seats for many children up until age 8. Gov. Scott Walker signed a bill into law last week will require that children ages 4-8 ride in booster seats unless they are taller than 4 feet 9 inches or weigh more than 80 pounds. John Holland, education coordinator for the Oshkosh Fire Department, referred to booster seats as a cheap insurance policy. Seat belts are designed for adults and dont properly fit children, Holland said. Booster seats elevate children to a height where seat belts rest where they should. Without the booster seats, children risk a snapped neck from the shoulder harness. Children who have the shoulder harness tucked behind them risk having their internal organs crushed in an accident, Holland said. Even a minor accident could become a huge ordeal, Holland said. Lisa Voss, director of Safe Kids Fox Valley, said that the seats are inexpensive, they arent that inconvenient, and the kids will get accustomed to them. Voss said some parents might have some misconceptions about booster seats. They arent like child safety seats, which have separate harnesses and take

If vehicles have captains chairs or otherwise adequate head support, platform models should work fine. If head support isnt available, or if children often sleep in the car, parents should consider a high-back model. Obviously, the main consideration is safety, but we also want our children to be comfortable, she said. Voss acknowledges that the new law might take a little more planning when it comes to families with a number of children, or those that carpool to school or event, says its a small price to pay for some peace of mind. I wouldnt want to be transporting other parents children in an unsafe way, Voss said.

Iraq: Elections postponed

From Page A1 Pool. The rocket attack followed clashes between U.S. soldiers and militants near the soccer stadium in Ramadi, 70 miles west of Baghdad. The wounded insurgent was taken to a military hospital for treatment and will be questioned. U.S. authorities have touted efforts by some Iraqi groups to combat foreign fighters and Iraqi insurgent groups in Anbar. Iraqi tribal leader Sheik Osama al-Jadaan's followers have seized more than 1,400 terrorists in a three-monthlong operation that began about a month ago. This campaign aims at restoring security on the Iraqi-Syrian borders until the formation of the government and in assisting Iraqi forces to take control on Anbar [province], al-Jadaan said. U.S. military officials have been recruiting scouts among al-Jadaans tribe. The United States hopes Iraqi security forces will be able to control the insurgency so U.S.-led forces can return home. But first, they must elect a new leader for their government. Members of the Shiite United Iraqi Alliance who won seats in Parliament in December convened at the home of Abdul-Aziz al-Hakim on Saturday to discuss their choice for prime minister, but postponed a vote at the request of cleric Muqtada al-Sadrs faction. Shiite officials who attended the meeting, speaking anonymously because of the sensitivity of the issue, said the delay was due to

Speculation for the position has fallen on Vice President Adil Abdul-Mahdi and the current prime minister, Ibrahim al-Jaafari. Each is supported by two factions in the Shiite alliance. Choosing a new prime minister and forming a long-term government, which Parliament plans to do within two weeks, are key steps in Iraqs political process that the United States - and many Iraqis - hope will lead to an end of the bloodshed and an improvement in the daily lives of Iraqs 27 million people.

According to the Wisconsin Hospital Association, the national shortage of physicians is hitting Wisconsin hardest in rural and inner city areas. Recruitment isnt just about attracting a physician. Oftentimes, entire families need to be sold on the move. Theda Care manager of recruitment Lori Schapel said recruiters must address the family factor, which can include helping to find the spouse a job, or the children a school. The Fox Valley has a lot to offer people as far as ideal living for families," Schapel said. "Its a natural draw.
