gathered at the Millennium Summit to affirm commitments to'ards reducing po(ert) and the 'orst forms of human depri(ation. *he Summit adopted the %& Millennium +eclaration 'hich em$odies specific targets and milestones in eliminating e,treme po(ert) 'orld'ide. *o help trac- progress in the attainment of the . goals and 1. targets of the Millennium +e(elopment Goals (M+G) o(er the period 1//! to !15, e,perts from the %nited &ations Secretariat and #nternational Monetar) 0und (#M0), 1rgani2ation of Economic 3ooperation and +e(elopment (1E3+) and the 4orld 5an- identified and selected a set of time6$ound and measura$le indicators. +ata series on the ". M+G indicators are compiled to pro(ide the $asis for the preparation of progress reports $) mem$er states of the %nited &ations (%&) on the implementation of the %& Millennium +eclaration. *he M+Gs are eight o$7ecti(es 'hich all countries and some of the leading de(elopment institutions in the 'orld aim to accomplish $) !15. *he M+Gs include the follo'ing8 Eradicating e,treme po(ert) and hunger, achie(ing uni(ersal primar) education, promoting gender e9ualit) and 'omen empo'erment, reducing child mortalit), impro(ing maternal health, com$ating human immunodeficienc) (irus infection:ac9uired immunodeficienc) s)ndrome (;#<:A#+S), malaria and other diseases, ensuring en(ironmental sustaina$ilit), and de(eloping a glo$al partnership for de(elopment.

Philippine-s Poor Perfor("nce *he Millennium +eclaration (M+) has not done (er) much to impro(e the de(elopment tra7ectories or the pace of progress in the Philippines 'ith regard to the M+Gs. *he M+ contains the statement of (alues, principles and o$7ecti(es for the international agenda for the Septem$er ., !!!. #n despite the apparent impro(ements in the Philippine=s progress in achie(ing the M+Gs, some of the goal indicators 'ere alread) done $efore the M+ 'as signed. 0or instance, the target for the ratio of enrolled girls to $o)s in the elementar) le(el, 'ith a $aseline data of 1.!, has alread) $een achie(ed in 1//6. *he same figure is the target for !15. 5ased from the Pacific6Asian !!. Economic and Social 3ommission of Asia 5an-6%nited &ations +e(elopment 1st centur), 'hich 'as adopted at the conclusion of the %nited &ations (%&) Millennium Summit on

Programme (Escap6A+56%&+P) report, the countr) is doing poorl) in achie(ing the M+Gs $ecause of >polic) gaps, gro'th gaps, strateg) gaps, resource gaps and implementations gaps.? *he Philippines= poor performance is due to >go(ernance failures, po(ert) traps, persistent poc-ets of po(ert) and areas of specific polic) neglect.?

1ne of the pro$lems 'ith the M+Gs is that that too man) targets and success indicators 'ere set that it $ecame hard to decide 'hich goal to prioriti2e. 4ith !15 onl) a )ear a'a), the %& should not implement

additional targets until the original o$7ecti(es for the MGGs ha(e $een met $) e(er) countr). According to one of the Professor in %ni(ersit) of the Philippines, >*he M+Gs did not fail us. 4e failed the M+Gs,? The He"lth Aspect of Millenni+( Develop(ent Go"ls As stated in the Goal " to Goal . it is all a$out health6related goals. *he go(ernment 'ants to achie(e the regression of child mortalit), impro(e mental health, and com$at some communica$le diseases. 5ut the Philippines is currentl) struggling in achie(ing the goals of the health6$ased M+Gs. *his is $ecause, there is health ine9uit) pre(alence in the Philippines. *his is seen as a gap $et'een the health status of the rich minorit) and the poor ma7orit). 4e still ha(e lots of room for impro(ement regarding the health s)stem. According to +r. @uan Antonio +e @esus Aicarte, Ph+ from the %ni(ersal ;ealthcare Stud) Group, the healthcare 9ualit) in the rich pro(inces in the countr) could $e li-ened to the 9ualit) of healthcare in first 'orld countries, 'hile healthcare 9ualit) in the poor pro(inces in the Philippines could $e compared to the health ser(ices recei(ed $) residents in the Su$6Saharan African countries.

#n order to sol(e the health ine9uit) pro$lem in the Philippines, Aicarte ad(ocated for uni(ersal healthcare. #t is the pro(ision to e(er) 0ilipino of the highest possi$le 9ualit) of healthcare that is accessi$le, efficient, e9uita$l) distri$uted, ade9uatel) funded, fairl) financed and appropriatel) used $) an informed and empo'ered pu$lic. The Environ(ent"l S+st"in"$ility $"se# on Millenni+( Develop(ent Go"ls *he countr)=s natural resource $ase continues to $e under threat. Soil degradation and erosion are 'orsened 'ith the increased culti(ation of upland areas and massi(e con(ersion of forestlands and grasslands into ur$an use. *hese ha(e largel) contri$uted to siltation of ri(ers and irrigation dams. +o'n the line, siltation also affects the coastal and marine ecos)stems. *he countr)=s forests need attention due to s)stemic degradation attri$uted mainl) to fire, logging, -aingin, pests, diseases, mining acti(ities and population encroachment in critical areas. 4hile economic gro'th is still 'ithin the carr)ing capacit) of the en(ironment, its sustaina$ilit) is under threat. According to the M*P+P, the countr) posted gains in arresting resource depletion $ut at the cost of slo'ing do'n economic acti(ities. #n accordance 'ith Millennium +e(elopment Goals, 'e must ensure the en(ironmental sustaina$ilit) of our countr). *o respond in this goal, the go(ernment create the 3limate 3hange 3ommission (333) in !!/. *he 333 had a polic)6ma-ing $od) tas-ed to coordinate, monitor and e(aluate programs and plans on climate change. *he 333 also formulated the &ational 0rame'or- Strateg) on 3limate 3hange and the &ational 3limate 3hange Actions Plan (&33AP).
