ACCOMPLISHMENT REPORT 2013 Division of General Santos

ALS Gensan started the year with a recognition of the Basic Literacy Program for 120 illiterate Indigenous People in the remote areas of the city to improve its highest literacy rate of 98.7%. The literacy campaigns, through intensified nonformal education and establishing primary schools, has gradually diminished by 0.22% the remaining 1.3% illiteracy rate which concentrated mostly in the mountainous boundaries of the city. As of the last quarter of the year, ALS Gensan inaugurated two (2) Primary Schools in the communities with highest number of illiterates. Mr. Reginns Jumilla, Mobile Teacher of South Fatima District, through his dedication and passion for the vision of Education for All (EFA) initiated a one-storey two classrooms building, donated by Amadeo Group of Companies, for the primary education of more or less 100 indigenous People children at Sitio Blala, Barangay San Jose. Another primary school was also established at the Bagong Buhay, Barangay Mabuhay for a community pioneered by the Manero Clans initiated by Gregorio O. Ruales, Education Program Supervisor. On August 28, 2013, during the Education Summit convened by all sections of Dep Ed Gensan and local stakeholders reported an enormous increase of participation rate, in both formal and non-formal system. This year, the Accreditation and Equivalency (A&E) Program enrolled 3, 866 learners, 774 in elementary and 3,092 in secondary. Further, the number of actual takers during the A&E Test ballooned to 3,384, 412 in the elementary and 2972 in the secondary, which is 111% higher than the previous year who have only 1,106 in both level. The A&E passers also increased by 16% from 692 in 2011 to 803 in 2012 in which 10% of those got a perfect standard scores. The first and second half of the year both produced 854 InFEd graduates in various courses like cosmetology, baking, hair dressing and nail art, slipper making, fruit carving and cooking, massage therapy, basic machine troubleshooting, and beads work.

These courses are linked to TESDA where graduates will have an opportunity to earn a National Certificate (NC), a certification issued to individuals who achieve all the required units of competency for a national qualification, and to work or train in some local and international agencies. ALS Gensan established various learning materials to complement with the diverse needs of the learners. The application of resource modules to the construction of teaching aids in addressing the immediate learning necessities has pushed ALS Gensan to develop a Primer, launched last October 2013, for the Tboli, Blaan, and Badjao ethnic groups. This five part series of modules, namely: pre primer, basic primer, transitional primer, thematic primer and post primer, will allow the learners to work independently in a self-paced work. It is a collective material made from the interactions and learning engagements of learners and their instructional managers. The Literacy Day and ALS Festival have been annually conducted as part of edifying the literacy in the city. Among the highlights are reading festival, essay competition, numeracy contest, quiz bee, Mr. and Ms. ALS, sports fest and Open-House Bazaar for InFEd learners which showcased their products and services. The aim of these activities is to remind all individuals on the current situation of literacy and adult education so as to raise awareness on lifelong learning. A month before the examination, the division conducted a Pre-test and a Dry-run to assess the readiness of the learners on the A&E Test using the standardized parallel test of the division. The assessment found out that the turnout rate is about 70% and the learners has difficulties on Matematika at Agham , Likas na Yaman part and Essay Composition in both Elementary and Secondary Level.
Over 1,500 trees were grown and being maintained by both ALS Implementers and local stakeholders through the Greening Program of the Government dubbed as ALS Lingap Kalikasan. Several outreach programs were similarly conducted to the dilapidated areas like feeding program, bloodletting, medical missions, and play therapy as part of the programs social mobilization. Within the last quarter of the year, the division undertakes training such as Capability Building, Instructional Managers Workshops, and Teaching Strategies to uplift the skills of each implementer in conveying their services to the community. The the Lakbay-Aral at Tagum and Davao City, hall of famers of Literacy Coordinating Councils and Most Efficient City Division, has offered ALS Gensan a new perspective in creating a better venue for education and program sustainability. With all this milestones in 2013, ALS Gensan gained substantial accomplishments in consonance with the goals and objectives of Education for All (EFA) 2015 in which further being refurbish this 2014.
