At the March 18 meeting of the
Cinnaminson Public School Dis-
trict Board of Education, Super-
intendent Salvatore Illuzzi said
he was pleased to report that, as a
result of negotiations with the
teachers association, both sides
had come to agreement regarding
a new contract.
We were able to hammer out
a contract that its fairly safe to
say neither party is 100 percent
happy with, which from where
Im sitting means that negotia-
tions were a success, Illuzzi said.
The teachers association ap-
proved this contract in a special
vote last Thursday (March 13).
Details of the agreement were
not available at the meeting.
The board also came to a suc-
cessful agreement after contin-
ued negotiations with another or-
ganized group including custodi-
ans, maintenance and ground-

Negotiations went well, Il-
luzzi said. And speaking for the
board, wed like to extend our sin-
cere gratitude to all of the staff
employees in the district for their
patience as we worked through
this process. I assure the end re-
sult has been an excellent one.
Illuzzi also gave a brief expla-
nation of the 2014-2015 school
year budget that was submitted to
the county superintendent for re-
view.
As for the budget itself, the ac-
tual increase is less than one half
of 1 percent, .45, Illuzzi said.
From one year to the next,
$205,000. That translates to $105
annually toward the average
home owner, less than $9 a
month.
The public hearing on the
budget is currently scheduled for
April 29.
At the meeting, Illuzzi also
gave a report on Violence, Vandal-
ism and Harassment, Intimida-
tion and Bullying in the district.
The report is a standard
assessment mandated by the
state, except a change in the law
two years ago requires schools in
New Jersey to report on violence
and vandalism twice a year in-
stead of one annual report in Oc-
tober.
Illuzzi said so far the number of
incidents in the 2013-2014 school
year was similar to the previous
2012-2013 school year.

Poster contest held each year
consistent across district schools.
On the one hand, thats a good
thing that they dont increase,
and while we would like to
see them decline, in some ways
they actually did if you look at
the offenses as reported by the
school.
The state also requires the dis-
trict to publicly list its scored self-
assessment for how it improved
in regard to the states Anti-Bully-
ing Bill of Rights.
Cinnaminson High School,
Cinnaminson Middle School,
Eleanor Rush Intermediate
School and New Albany Elemen-
tary School were scored under
categories such as staff instruc-
tion and training programs, cur-
riculum and instruction on HIB
and related information skills,
school level HIB incident report
procedure, HIB investigative pro-
cedure and more. All schools
scored 70 out of a total of 75
points, and Illuzzi said the district
was pleased because, compared to
most other districts in the county,
that was a superior rating.
Cinnaminson took the report-
ing of first violence and vandal-
ism and then HIB very seriously,
Illuzzi said. We made an all-out
effort to do it correctly, and then,
once reported, to address it cor-
rectly so that the community can
be assured that what were saying
is the truth.
Also at the meeting was Cin-
naminson Fire Marshal Danny
Norman. Illuzzi said Norman re-
quested that winners of a contest
to create posters promoting fire
prevention safety be honored
now, instead of waiting until the
end of the school year when the
board normally recognizes such
activities and honors such stu-
dents.
Norman said that every year,
the fire department and schools
in Cinnaminson hold a fire pre-
vention poster contest under
guidelines from the state division
of fire safety to promote fire safe-
ty for children and families.
They give us a title we have to
follow a theme, Norman said.
The kids get to draw a poster.
They have set requirements, col-
ors and stuff like that.
At the local level, the fire de-
partment then recognizes kids
who win the contest. Then
three kids get picked to move on
to the county poster contest, and
those winners then go to the state
level. Norman said last year a stu-
dent from New Albany made it to
the state level and won a comput-
er. The local winners were
kindergartener Zachary Bohn,
first grader Alessandra Isaac, sec-
ond graders Isabella Kilps and
Kendall Mingo, third grader
Emma Schrier, fourth grader
Sean Couch and fifth grader
Owen Ogden. Issac, Mingo and
Schrier were the three whose
poster were chosen to be submit-
ted to the county contest.

The Cinnaminson Township
Committee spent much of its
March 19 meeting explaining its
reasoning for an ordinance
that would create new rules and
set fees for any police-related tow-
ing and car storage in the town-
ship.
Instead of awarding a contract
to only one qualified vendor that
would then dictate the prices,
the township would instead
have a list of vendors who would
operate under a set pricing struc-
ture.
During the public comment,
resident Allan Pecchioli spoke
about his belief that allowing
business to bid on being the sole
provider in a contract would be a
better way to keep costs down.
He said his concerns stemmed
not from himself, but for his eld-
erly mother who has lived in the
town for decades and his 16-year-
old daughter who will soon be
starting to drive on Cinnaminson
roads.
Pecchioli said that as a busi-
nessman, his suggestion was to
put the bid out as an open bid for
a three-year proposal.
I know as a businessman that
if a client presents me with a
three year contract verses a one-
year contract, two things hap-
pen, Pecchioli said.
No. 1, my attention gets gath-
ered that this is a very important
contract for us and we cant af-
ford to lose it. We have to service
this contract because its going to
feed my family for three years.
No. 2, I am much more inclined
not to have price increases.
Township Administrator
Michael P. King explained that
the township believed the new
system was a fair way to do
things and consulted with the
township solicitor for the best
practices to set the prices and
offer the best services for the peo-
ple who have the need for such
tows.
What we had in the past was
we went out for bid and the way
the bids are set, only one person
was qualified to make a bid on
that so were kind of limited to
resources we provide to our resi-
dents in need, King said.
Second part of it is we actual-
ly did research of bids that went
in several of the towns, and we
actually found out that the prices
were actually off the charts, were
much higher when went out to
bid rather than have an ordi-
nance which set it, so we knew
for the threes what the costs were
going to be and limited to things
like storage, winching etc.
Township Solicitor John
Gillespie also pointed out town-
ships have certain rules for
how long they can extend a con-
tract, and he said the ordinance
was constructed in a such a
way that if the contractors failed
to live up to their duties, they
would be removed from the rota-
tion list, so they still had a clear
incentive to provide quality serv-
ice.
In terms of the reliability,
there are provisions in here that
each of entities of the rotation
list have to be available 24/7, in-
cluding holidays, have to be able
to respond within 20 minutes
all those things are built in there
in providing both responsiveness
and availability, Gillespie.
Also at the meeting, Deputy
Mayor John McCarthy gave a re-
port on public safety. The report
was short, focusing mainly on
how Cinnaminson Police had set
the dates for this years upcom-
ing Youth Police Academies.
Registration will be made
available soon, McCarthy said.
The second annual high school
academy will run from June 23
through June 27, and the third
annual middle school academy
will run from July 14 through
July 18. Please pay attention at
schools for the registration.
Committeeman William Young
added that the initiative was a
good program.
In other news, the
committee passed the following
resolutions:
The administrator can hire
employment and personal con-
sultants as needed at a $10,000
maximum per year.
Committee awarded T-Mo-
bile a cell tower land lease.
The temporary budget was
extended.

awmakers in Trenton are at it
again, proposing new taxes to
pay for something the state ap-
parently cant afford. This time,
theyre after gas, proposing to increase
the tax on it by five cents per gallon to
help rebuild and repair New Jerseys
roads and bridges.
Our initial response, when reading
this news, was you have to be kid-
ding! The last thing we need in this
state is to be taxed more, and here goes
another politician specifically state
Sen. Raymond Lesniak this time put-
ting forth a bill that would take more
money out of our pockets.
Lesniak claims that the proposed
tax increase would bring in about $250
million a year for road repairs that are
much-needed, and his research indi-
cates that 40 percent of this sum
would come from out-of-state drivers.
He also claims that the five-cent tax
increase would cost the average driver
less than $100 more in gas each year.
Hes probably right on that figure 15
gallons per week, times five cents is 75
cents, times 52 weeks is $39.
The point, though, is that its not
about the relatively low impact on res-
idents wallets; its the fact that theres
an impact at all.
Sure, $39 extra per year isnt a lot of
money when you put it in perspec-
tive thats two movie tickets, a pop-
corn and two drinks nowadays. But
the fact that New Jersey residents
have to pay ANY extra tax on gas
seems absurd to us.
When you combine a higher gas tax
with probable increases in municipal
taxes, school taxes and county taxes,
what you get is a snowball situation
that, over time, makes it financially
unbearable to live in this state.
For once, our politicians should
learn a tried and true practice that
they seem to ask us all to do to help out
in times of need its called budget-
ing. Our elected leaders need to do
more with what they have. Cut the
waste, and be more efficient with what
we have already given them.
Enough is enough when it comes to
taxes. Its time for lawmakers to step
up and prove why we elected them.

Home and school craft bazaar
scheduled for March 29
The Cinnaminson Middle School Home
and School Craft Bazaar will be held on
Saturday, March 29 from 10 a.m. 3 p.m.
Come out for fun while supporting the
home and schools efforts to bring impor-
tant services to the children at the middle
school. There are 80 crafters representing
everything from cosmetics to wreaths and
so much in between it will make for a fun
day of shopping.
Attendees can decorate their houses for
spring or fill Easter baskets all in one
place. At noon there will be an Easter egg
hunt on the Pine Street side of the school.
Remember to bring a bag or basket to grab
up the chocolate-filled eggs.
Stop in for lunch. Grab a drink and a
Chick-fil-A sandwich or a delicious Mead-
owbrook hoagie, and of course many deli-
cious homemade treats will be for sale, too.

great discount while youre at the event.
Those feeling like a winner can try their
luck at the 50/50, too. Admission is free
Home and School hopes to see everyone
March 29.
County residents invited to
safely dispose of documents
Freeholder Deputy Director Joe
Howarth announced that county residents
will have the opportunity to shred confi-
dential documents and safely dispose of
computers and TVs on Saturday, March 29
from 9 a.m. to 1 p.m. at the Robert C. Shinn
Recycling Center, 130 Hancock Lane in We-
stampton. This is the last event until June
22.
Our last event in February drew more
than 800 residents, and with the warmer
weather, we expect even more to partici-
pate on March 29, Howarth said. We try
to make the event very user friendly. Resi-
dents do not even have to leave their cars as
volunteers are on hand to unload the recy-
clables.
Residents are urged to bring only confi-
dential documents for shredding, such as
bank and credit card statements, tax re-
turns, papers with account numbers or so-
cial security numbers. They will be shred-
ded on-site. They should not bring already-
shredded paper, binders, plastic folders,

computer disks or plastic credit
cards. Up to four bags or boxes
per household will be accepted.
Howarth is asking residents to
help us preserve landfill space
by bringing in more than the tra-
ditional TVs and computer equip-
ment. We invite county residents
to bring in non-working mi-
crowaves, stereos, vacuum clean-
ers and, yes, even toasters,
blenders and similar small house-
hold appliances.
This is in addition to the lap-
tops, monitors, computer key-
boards, mice/cables, printers,
desktop copiers, scanners, fax
machines, VCR/DVD/MP3 play-
ers, cell phones, game consoles
and rechargeable batteries the
program already accepts.

taking applications
New Jersey American Water is
committed to protecting the envi-
ronment in the communities it

County, NJAW announces its
now accepting applications for its
2014 Environmental Grant Pro-
gram.
Established in 2005, the annual
Environmental Grant Program
offers funds for innovative, com-
munity-based environmental
projects that improve, restore or
protect the watersheds, surface
water and/or groundwater sup-
plies in our local communities.
NJAW offering this modest assis-
tance to community partners,
while leveraging local resources
and capabilities to make a posi-
tive impact on the environment.
To be eligible for Environmen-
tal Grant funding, projects must
address a source water or water-
shed protection, serve a need in
the community, be completed be-
tween May 1, and Nov. 30, be a
new or innovative program for
the community, serve as a signifi-
cant expansion to an existing pro-
gram, be carried out by a formal
or informal partnership between
two or more organizations, pro-
vide evidence of sustainability
(continue existence after the
grant monies are utilized) and be
located within an American
Water service area.
Applications are due by March
31 and winners will be notified on
April 14.

Workshop offered to
help apply for aid
A workshop to help area stu-
dents and families complete and
submit the Free Application for
Federal Student Aid, a require-
ment for college students to re-
ceive federal or state aid, will be
hosted by Burlington County Col-
leges financial aid experts.
The workshop is open to stu-
dents, their families and the com-
munity. Students do not need to
be attending BCC and appoint-
ments are not required. Two ses-
sions will be held each day.
