[Problem Description]
When the CCCH is overloaded, the counters Number of Uplink GPRS TBF Establishment Attempts (A9001), Number of Uplink EGPRS TBF Establishment Attempts (A9201), and Total Bytes of LLC PDUs Sent (L9506) decrease. The decreases depend on the overloading extent and the number of two-phase accessing MSs. The more serious the overload and the more the two-phase accessing MSs, the more the decreases of the counters.

[Cause]
BSC6900 V900R013 has adopted flow control on single-block assignment messages. When the CCCH is overloaded, the single-block assignment message in the first phase of the two-phase access fails to be delivered and the access fails. Same as other vendors, Huawei measures the number of TBF establishment attempts during the second phase of the two-phase access. Therefore, when two-phase access is used, the access requests filtered by flow control are not measured in the number of TBF establishment attempts. As a result, the number of TBF establishment attempts and PS throughput decrease.

NOTE

Internal

When the CCCH is overloaded, the single-block assignment messages in the message queue cannot be sent to MSs in time, and therefore the MSs cannot process these messages properly. To save resources over the Um interface, BSC6900 V900R013 adopts flow control on single-block assignment messages in the CCCH overload scenario. BSC6900 V900R008, BSC6900 V900R012, and BSC6900 V900R013C01 do not uses flow control on the two-phase access. Therefore, this problem is not related to these versions.

[Impact and Risk]

1. The following counters decrease: Number of Uplink GPRS TBF Establishment Attempts (A9001) Number of Successful Uplink GPRS TBF Establishments (A9002) Number of Uplink EGPRS TBF Establishment Attempts (A9201) Number of Successful Uplink EGPRS TBF Establishments (A9202) 2. MSs using two-phase access have difficulties in accessing the network. 3. Throughput of Downlink GPRS RLC Data Blocks (TL9123) and Throughput of Downlink EGPRS RLC Data Blocks (TL9338) deteriorate. 4. Total Bytes of LLC PDUs Sent (L9506) decreases.

[Fault Location]
View the CCCH traffic statistics on the BSC and check whether the CCCH is overloaded. Counter: PCH Overloads due to PS Service Counted through the Indications from the Abis Interface per BSC

If the CCCH is overloaded, go to step 2.

2. Check whether the following configurations exist on the BSC. Run the LST GCELLPSBASE command to check whether Support 11BIT EGPRS Access is set to NO.

ii. Run the LST BSCPSSOFTPARA command and check whether Force MS Two-phase Access is set to Open.

iii. Run the LST GTRXCHAN command and check whether PDCH Channel Priority Type is set to GPRS Channel or Null.

iv. Run the LST BTSTRANS command to check whether Transmission Mode is set to Satellite Transmission.

v. Run the LST GCELLGPRS command to check whether EDGE is set to No.

If any of the preceding configurations exists, go to step 3. 3. View PS signaling over the Um interface. Due to the flow control on the two-phase assignment messages after the BSC receives the Channel Request messages, no Immediate Assignment message can be found in the signaling logs.

If so, this problem occurs.

[Workarounds]
1. Expand the CCCH to enhance the signaling processing capability. 2. Perform the following operations based on the settings listed in step 2 in "Fault Location." i. If Support 11BIT EGPRS Access is set to NO, run the following command to set Support 11BIT EGPRS Access is set to YES. SET GCELLPSBASE: IDTYPE=BYID, CELLID=x, EGPRS11BITCHANREQ=YES; ii. If Force MS Two-phase Access is set to Open, run the following command to set Force Two two-phase Access to Close. SET BSCPSSOFTPARA: Force2Phase=Close; iii. If the cell support EDGE, run the following command to set PDCH Channel Priority Type to EGPRS Normal Channel. SET GTRXCHAN: TRXID=x, CHNO=x, CHTYPE=x, GPRSCHPRI=EGPRSNORCH; iv. If the cell is a satellite cell, expand the CCCH. v. If the cell does not support EDGE, run the following command to set EDGE to YES. SET GCELLGPRS: IDTYPE=BYID, CELLID=x, GPRS=SupportAsInnPcu, EDGE= YES;

[Solution]
The solution will be incorporated in BSC6900 V900R013C00SPC558 and BSC6900

V900R014C00SPH510. A parameter is added to control the flow control function. This parameter is set to OFF(Off) by default, and flow control is disabled for two-phase access.
