REF: Carmel Fire & Ambulance Summary Report
During the month of February 2014, Monterey Fire responded to a total of 48 calls for service
within the city of Carmel; 40 were code three response calls with one requiring more than five
minutes to respond. The delay was the result of an access issue and an alternate route being
selected. The performance measure for fire calls was 98%.
Carmel Fire & Ambulance responded to a total of 75 calls for service and 37 were within
Carmel-by-the-Sea, 2 were over the five minute response time. Of those neither were medical
calls. The performance measure for the ambulance was 100% for the month.

TRENDS:
No specific trends identified for the month. Call volume down 25% from January. 101 in
January- 75 in February.
Last three months calls for service totals: Dec. 88, Jan. 101, Feb. 75
NOTES:
The AVL (Automated Vehicle Locator) system was re-installed after last month's malfunction
and is now up and running. AVL gives the county the ability to visualize the closest ambulance
and di spatch accordingly. This installation will comply with the contract agreement. The
program for tracking was installed on a computer at the Fire Station and at the Police
Department (Commander's Computer).

During this monthly reporting period (through 3/ 24114), City Code Compliance staff
fielded a total of 37 code compliance requests. A total of 36 active cases were closed
over this same time period. For this calendar year, 95 code compliance requests have
been received, and 61 of these cases have been closed.
Of the requests logged this month, nearly all of these (>90%) were followed-up on with
an initial investigation within 2 business days. However, on 311111 4, staff received a
lighting complaint that involved 23 commercial properties, 6 residential properties, and 1
church. Staff has not yet logged these locations, nor has staff had the opportunity to
investigate these. As such, the percentage of cases received that were investigated within
2 working days for this reporting period was approximately 50%.
TRENDS:
The number of code compliance requests was 20% lower than the previous month. The
number of requests fluctuates substantially from month to month. The most common
types of requests continue to involve reports of excessively-bright lighting, unpermitted
construction, unpermitted landscaping or hardscaping, and Right-of-Way encroachments.
There was a continued uptick in complaints about excessively-bright lighting.
NOTES:
City staff have continued to ensure compliance efforts on Holiday lighting and have most
properties in full compliance. Staff continues to work with merchants displaying interior
string lights and courtyard or other outside area lighting that could be considered
decorative, rather than holiday lighting to outline steps required to permit such lighting
through a Design Review Permit.
