Subject: AUDIT OF PRICE DIFFERENTIAL CLAIMS OF KESC FOR THE PERIOD 2009-10 to 2012.

Kindly refer to my letter No: 01/ AC-I/G. Corr/KESC/2013 dated: 30-09-2013 on the above subject. In this connection it is stated that I have started Audit of Price Differential Claims of KESC for the period of 2009-10 to 2012 w.e.f 23-09-2013. During my visit in office on 01-10-2013 I have been shown latest letters received from Auditor General of Pakistan wherein the requisite Audit period has been extended from 2004-05 to 201213. The record pertaining to the Price differential was called in Audit and was scrutinized carefully but it was observed that the subject audit requires relevant technical knowledge and expertise relating to various stages of generation, transmission and distribution of electric power. Due to lack of proper knowledge I am not in a position to conduct a meaningful Audit of particular area of price differential claims lodged by KESC. It is, therefore, requested that the competent authority may kindly be approached to assign the subject audit to the DG WAPDA Audit who also conducts similar type of audit of DISCOS. I have discussed the matter with your good self and you have very kindly agreed the proposal and directed to withdraw the party from KESC. I therefore, advised the members of the team to join their assignments. I have also joined my previous assignment. This is for your kind information please.

Kindly refer to your office endorsement No: 255/Admin/ 64-95/2009-2010 dated 04-10-2013. In this connection it is stated that I have applied for the appointment against the post of Director Finance in University of Sindh Jamshoro in response to the advertisement in daily Dawn dated: 19-07-2013. The qualification requirement of the post were CA/ICMA/SAS/MBA (FINANCE) with experience of at least 17 years in grade-17 and above and age limit of 55 years. I have required qualification of SAS. I was promoted in BPS-17 in July, 1996 as regular Audit Officer and the post was up graded in BPS-18 in September, 2005 and therefore possess the experience of 17 years in BPS-17 and above. My date of birth is 07-08-1960 and is 53 years at present. Thus I meet the criteria as per advertisement. The last date for submission of application was 08-08-2013. I have submitted the application on 30-07-2013 for forwarding it to competent Authority. However, my application could not be forwarded to Auditor General of Pakistan within close date due to the reason of non availability of DG. Keeping in view the situation, I have sent advance copy of application and the University authorities called me for interview. I have appeared in interview on 24.08.2013 (Copy enclosed) and I am hopeful of success being limited number of candidates. You have very kindly forwarded my application immediately after taking charge of the post vide letter No: 119/Admn/64-95/2009-10 dated: 29.08.2013 to Auditor General of Pakistan for forwarding it to University of Sindh. However, my application has been returned with the remarks that the request was not acceded by the competent authority. I guess that it might be not considered due to expiry of due date of submission. Sir, I humbly request your good self to kindly reconsider your decision sympathetically as it is a question of my career growth and I meet the criteria/requirements of the post. Moreover, University is situated near to my native town Matiari and if I got the post, it will be of my advantage to get near to my relatives. I am enclosing application along with documents and once again request to your honor to send my application once again to the competent authority with positive recommendations to forward it to concerned quarter as per rules. Subject: AUDIT OF PRICE DIFFERENTIAL CLAIMS OF KESC FOR THE PERIOD 2009-10 to 2012. Kindly refer to my letter No: 01/ AC-I/G. Corr/KESC/2013 dated: 02-10-2013 on the above subject. During audit the record pertaining to the Price differential for the years 2009-10 to 2011-12 was called in Audit. The KESC management provided audit team only copies of price differential claims lodged by them with Government, tariff determination by NEPRA and Government tariff allowed. However, Audit also called record of sales and other allied record discussed in tariff determination by NEPRA to scrutinize the authenticity of the basic data on the basis of which the price differential claim was lodged. The KESC management was reluctant to provide basic data/record. Audit in a meeting on 10-10-2013 with Director Accounts KESC, emphasized that scrutiny of such record is essential to check the authenticity of price differential claims. He asked the Audit to give the scope of Audit. Audit stated that all the record pertains/ linked to Price differential claims lodged by KESC with Government is required to be scrutinized to check the authenticity of claims. The Director Accounts stated that KESC provided all data and record to NEPRA and Ministry of water & Power and audit may verify record there. He refused to provide it to Audit Team on the plea that KESC is a private concern. However, he said that he will meet our D.G to finalize the matter till such time the matter is resolved, the Audit may be suspended and Audit party may not visit KESC in connection with audit of PDC. Keeping in view the refusal to provide the basic data, the Audit team collected the record and suspended the Audit. The situation was intimated to your good self on phone. This is for your information and further necessary instructions please.
