RESOLUTION AUTHORIZING THE CITY MANAGER, ON BEHALF OF THE CITY OF OAKLAND, TO APPLY FOR, ACCEPT AND APPROPRIATE HEAD START BASIC, COLA, TRAINING/ TECHNICAL ASSISTANCE, QUALITY IMPROVEMENT, SPECIAL 2003 INITIATIVES AND EARLY HEAD START GRANTS FOR PROGRAM YEAR 2002S.DEPARTMENT OF HEALTH AND HUMAN SERVICES, FROM THE U. ADMINISTRATION FOR CHILDREN AND FAMILIES ( DHHS/ ACF)IN AN ESTIMATED AMOUNT OF $ 14, 926 177,AND AUTHORIZING THE CITY TO CONTRACT WITH THE
UNITY COUNCIL IN AN ESTIMATED AMOUNT OF $565 3, 893, TO PROVIDE CHILD

DEVELOPMENT SERVICES

WHEREAS, the City of Oakland desires to apply for, accept and appropriate grants in an estimated amount of 926 $ 4, 1 177, from the U.S. Department of Health and Human Services, Administration for Children and Families ( DHHS/ ACF)to fund a Head Start Program and Early Head Start Program from September 1, 2002 through August 31, 2003; and
