Preface

In the year 2012, the Confucius Institute had worked hard, forged ahead and made new achievements through close Chinese/ International cooperation and joint efforts. We made new contributions in advancing global multi-cultural communications, enhanced mutual understanding and friendships between Chinese and international citizens. During the year, the Confucius Institutes have flourished and have accomplished a great many impressive achievements. By the end of 2012, 400 Confucius Institutes and 535 Confucius Classrooms had been established in 108 countries, with more than 20,000 fulltime and part-time teachers and over 655,000 registered students. More than 16,000 cultural activities were held, attracting up to 9.48 million participants. Fiftysix delegations were organized to give cultural lecture tours, performance tours and teaching materials exhibition tours in over 60 countries. In addition, more than 30,000 educational officials, headmasters, teachers, and students from all over the world were invited to China for exchange. This year, Confucius Institute Headquarters made

great efforts to innovate and expand its work. The new Standards for Teachers of Chinese to Speakers of Other Languages was released. For the very first time, the Headquarters built a team of 300 full time Chinese teachers, and rolled out the Plan of Core Teachers Position, and launched the research and study in Guidance on Compiling International Chinese Language Textbooks and Teaching Materials . We developed a considerable number of popular Chinese textbooks and cultural reading materials such as New Concept Chinese , built an online book donation managing system, carried out the Confucius China Study Plan (CCSP), and strived to improve the quality and standard in the running of Confucius Institutes. This year, based on the 30 suggestions discussed and adopted at the 6th Confucius Institute Conference for development in 2011 - 2015, 300 Confucius Institutes around the world drew up their own development plans for the next 3 - 5 years, thus defining a sustainable development road map and timetable for the Confucius Institutes. The development and advancement of the Confucius

Institute cannot be achieved without the great support from different governments and peoples. As the Confucius Institute benefit from the cooperation of both Chinese and international entities. It also embodies the hard work and sweat of every staff member in all the Confucius Institutes around the world. On behalf of Confucius Institute Headquarters (Hanban), I would like to extend my heartfelt gratitude and express my respect to all our friends at home and abroad who care and support the work of the Confucius Institute. 2013 marks the 9th anniversary of the Confucius Institute. We all share the same dream of helping more friends around the world learn Chinese language and culture so as to better understand China. 780,000 volumes of books have been donated to 1,660 institutions in 104 countries. This number included the 380,000 volumes of teaching materials allocated and distributed to Confucius Institutes and Confucius Classrooms by Hanban.

The Confucius Institutes (Classrooms) are distributed in 108 countries and regions. There are over 655,000 registered students. Up to 34,000 Chinese classes have been set up and about 16,000 cultural activities have been organized, with up to 9.48 million participants. The Joint Conference of Confucius Institutes in Asia and Oceania was held in Thailand.

to dispatched directors, teachers and volunteers, and to support cultural exchanges by Confucius Institutes all over the world. The financial input from both sides remains at a ratio of approximately 1 to 1. Currently, there are about 20,000 full-time and parttime faculty and staff members, 30% of the staff dispatched by Hanban. The number of local teachers for Chinese language in many countries around the world has risen rapidly. Teaching quality has improved steadily. To assist outstanding young people of the world obtaining a indepth understanding of China and Chinese culture, to enable the prosperous growth of China studies, to promote the sustainable development of Confucius Institutes, and to enhance the friendly relationship between the Chinese and people of other

countries, the Confucius Institute Headquarters has set up the Confucius China Study Plan. The principal thread of the plan is the use of research and studies in six subprograms: the Sino-foreign Joint Ph.D. Subprogram, Ph.D. in China Subprogram, Understanding China Visiting Scholar Subprogram, Young Leaders Subprogram, International Conference Subprogram and Publishing Subprogram. Joint Conferences of Confucius Institutes in America, Europe, Asia, Africa, and Latin America were held to facilitate communication and collaboration among the Confucius Institutes around the world. Quality evaluations of Confucius Institutes were carried out. Teams of experts from domestic and abroad were organized to make on-site evaluations for 84 Confucius

The Confucius Institute services universities and communities worldwide, developing steadily and reaching new heights. By the end of 2012, 400 Confucius Institutes and 535 Confucius Classrooms had been established in 108 countries and regions. There are now 87 Confucius Institutes in 30 Asian countries and regions, 31 in 24 African countries, 134 in 34 European countries, 131 in 14 American countries, and 17 in 3 Oceanian countries. There are 45 Confucius Classrooms in 12 Asian countries and regions, 5 in 5 African countries, 112 in 15 European countries, 339 in 5 American countries, and 34 in 2 Oceanian countries. In 2012, 42 Confucius Institutes and 35 Confucius Classrooms were newly established. 34,000 Chinese classes were

offered by Confucius Institutes and Confucius Classrooms worldwide, and the number of registered students has continued to grow to reach 655,000, an increase of 36% over the previous year. The Chinese and foreign parties involved in Confucius Institutes have maintained close cooperation to further promote the running of an international school model. In 2012 the total global expenditure of Confucius Institutes amounted to USD 396 million, among which the total spending on foreign cash payments, personnel expenses, teaching venues and utilities was USD 199.7 million. In terms of foreign cash payments, tuition revenue accounted for 34%. China expended USD 196.3 million on wages and subsidies

Representatives from Confucius Institutes (Classrooms) in Europe participate in discussions.

Institutes, while 187 Confucius Institutes established for more than 5 years did their own self-evaluations. 137 Chinese directors of Confucius Institutes were selected and trained. Confucius Institutes were active in holding cultural exchange activities to transmit of Chinas rich cultural connotations and promote the international sharing of Chinese culture. About 16,000 cultural activities were held, attracting 9.48 million participants. Among them, Confucius Institutes were organized to participate in the Year of Chinese Language in France and "Chinese Culture Year" in Germany, launching over 200 cultural activities where over 500,000 people participated.

Confucius Institutes (Classrooms) organized for 1,780 principals and educational officials to visit China, and 8,062 students were invited to China for the summer and winter camps. The 7th Confucius Institute Conference was held in 2012. Mdm. Liu Yandong, Chinese State Councilor and Chairperson of the Council of the Confucius Institute Headquarters, attended the Conference and presented awards to advanced individuals and advanced units from all the Confucius Institutes around the world. Over 2,000 people from 108 countries and regions attended the meeting, including the presidents of universities and representatives from all Confucius Institutes.

Selection tests for full time teachers

The scale in the selection and dispatching Chinese teachers and volunteers as well as the training of local teachers was enlarged. In 2012, 11,000 teachers and volunteers were selected and sent to 132 countries, which is 3,000 more than the previous year. Among them, a total of 4001 teachers were dispatched to 128 countries, a 20% increase from last year, and 3,981 volunteers to 90 countries, a 15% year-onyear rise. Support is also given to the dispatching of about 3,000 Chinese teachers and volunteers from regional areas and colleges. To reinforce the management of Chinese teachers and volunteer, The Regulations of

Confucius Institute Headquarters (Hanban) on Dispatched Chinese Teacher Management (Trial) and The Methods for Annual Assessment of Chinese Teachers Dispatched by Confucius Institute Headquarters (Hanban) were formulated and implemented.

time teachers were carefully recruited, selected from 1,600 Chinese language teachers and volunteers. The officially released Standards for Teachers of Chinese to Speakers of Other Languages (2012) emphasized on the ability to teach Chinese language, spread Chinese culture and communicate crossculturally. The implementation of the training program for Teachers of Master of Teaching Chinese as a Foreign Language has continued. A workshop session entitled Teaching Chinese as Second Languagewas also conducted. More emphasis was placed upon the dispatch of volunteers to Confucius Institutes (Classrooms). In 2012, a total

of 1,341 volunteer Chinese language teachers were sent to Confucius Institutes (Classrooms), an increase of 36% from the previous year. Ten destination countries were newly added to the list of countries for dispatchment. The training program for volunteer Chinese language teachers has been reinforced. There were 11 rounds of intensive training before dispatches, with 15 additional rounds of induction training or post training that took place on location. 2012 also witnessed the success of the Third International Photography Competition for Volunteer Chinese Language Teachers and the First Teaching Competition for Volunteer Chinese Language Teachers.

Compilation work for the Guidance on Compiling International Chinese Language Textbooks and Teaching Materialshas has begun. The Guidance, which is based on the statistical analysis of the international Chinese language teaching materials, including commonly used words, grammatical and cultural points is designed to assist teachers in different countries in compilinglocal teaching materials for teaching Chinese. New progress has been made in the development, translation and publishing of Chinese teaching materials. New books, including New Concept Chinese, A Good Man in China and Confucius Cartoon Story Readings were released during the London Book Fair

at which China was the Guest of Honor. Common knowledge about Chinese History , Common Knowledge about Chinese Geography , and Common Knowledge about Chinese Culture have been translated into 30 languages. The book named Roads to the World has been translated into 10 languages. The iPad application of Roads to the World has also been launched. Support is given to Confucius Institutesdevelopment of local teaching materials. By the end of 2012, 332 different kinds of teaching materials had been developed by 119 different Confucius Institutes. Channels of promoting Chinese teaching materials have been furthered via a variety of means.Organized Chinese

publishing houses in the active participation of Expolangues Paris, London Book Fair, Frankfurt International Book Fair, London Language show, Spanish Tertiary Education Exhibition, and the Annual Session and Exhibition of the American Council on the Teaching of Foreign Languages (ACTFL). Eight series of text books and teaching materials, such as KUAILE HANYU , Learn Chinese with Me , Great Wall Chinese , have been published in the U.K., Spain, Russia, Australia and Indonesia through transfer of copyright. Large-scale training on the use of teaching materials was launched. 11,527 local Chinese language teachers from 70 countries were organized in participating in 216 intensive

training workshops on how to use teaching materials. Enriched the types of textbooks and teaching materials donated, upgrading the platform of donations. About 780,000 volumes of teaching materials, reading materials, audio-visual products and reference books were donated to 1,660 organizations in 104 countries. About 380,000 volumes of teaching materials were distributed and delivered to Confucius Institutes (Classrooms) in the year of 2012. Two Chinese language workshops for diplomatic envoys to China were held. The Chinese language programs for basic, intermediate and advanced language levels were provided for 261 diplomats from 48 countries; these efforts were well received.

Chinese Bridge Autumn Camp for British Middle School Students campers visit the Great Wall.

Reinforced the establishment of branded projects, such as Chinese Bridge and I SING BEIJING--Hanyu Academy of Vocal Arts which had widespread influence in the world. The series of events related to Chinese Bridge were held as scheduled. 692 primary and secondary school principals and educational officials from 13 foreign countries were invited to visit China. 2,967 foreign students from 27 countries were also invited to China for the Chinese Bridge Summer/ Winter Camps for International High School Students. The 11th Chinese Bridge Chinese Proficiency Competition for Foreign College Students was held as scheduled. 117 contestants from 70 countries came to China for the semi-finals and finals. Mr. Xu Jialu, Vice-Chairman

of the 9th and 10th Standing Committee of the National Peoples Congress of PRC and President of the International Society for Chinese Language Teaching (ISCLT), attended the finals and Awards Ceremony. The 5th Chinese Bridge Proficiency Competition for Foreign Secondary School Students was held as scheduled. 102 contestants from 45 countries came to China for the semifinals and finals. The 5th Chinese Bridge Chinese Proficiency Competition for International Students in China was held as scheduled, participated by about 10,000 contestants from over 150 colleges in 25 provinces in mainland China, Hong Kong, Macao and Taiwan. Headquarters, attended the finals and Awards Ceremony of the final competition and awarded the Chinese Star Cup to the gold medal contestant. 223 Chinese language promotional programs in 69 countries have been sponsored by the Chinese Bridge Fund. The 56 Chinese college delegations that were organized to go to 300 Confucius Institutes in 60 countries conducting over 600 cultural lecture tours, performance tours and teaching material exhibition tours, attracting over 600,000 people. The Second I SING BEIJING-Hanyu Academy of Vocal Arts was held as scheduled. Over 20 youth vocalists were selected from six countries including the U.S. and Canada. Together with 10 young excellent Chinese singers,

they were given a fiveweek long Chinese language training program and training in Chinese and Western opera performance in Beijing. Three excellent Renowned Chinese and Foreign Musical Concerts were staged for Chinese and overseas viewers at the National Center for the Performing Arts, the University of International Business and Economics, and Renmin University of China respectively. Together with the Asia Society and the College Board of the U.S., the 5th National Chinese Language Conference was held in Washington D.C., U.S. In cooperation with UNESCO, the Paris-Nishan Forum was held in Paris themed Confucianism and New Humanism in a Globalized World. The Third World Conference on Sinology was also successfully held.

The service system of Chinese language tests has been strengthened, and the number of test candidates and test centers has increased rapidly. The number of Chinese test candidates reached a new high, reaching 3.52 million, representing a 75% increase from 2011. Among them, 334,000 examinees have taken in HSK, HSKK, BCT or YCT, an increase of 47% over the previous year. Test centers have been expanding steadily. The number of global test centers increased from 488 in 88 countries and regions in 2011 to 640 in

101 countries and regions, representing a growth of 31%. Internet and computer tests are available in 114 test centers in 10 countries, including the U.S., Canada, South Korea, Japan, U.K., France, the Netherlands, Indonesia, Singapore and China. The combination of teaching and testing has become an important model for the Confucius Institute. 287 Confucius Institutes (Classrooms) started to conduct Chinese language tests officially, which is an increase of 55% compared with 185 in 2011. The technological construction of Chinese Test information has been upgraded.

The Chinese Test website has become an essential platform for test information dissemination, candidate registration and tests management, which on average has 4,000 daily website visits. The establishment of the Confucius Institute has been actively supported. More scholarships have been offered, and the recruitment and training quality has significantly improved. HSK test levels have been clearly identified through students enrollment and annual reviews. The teaching management of scholarship recipients has been tightened. Support is also given to various cultural activities and social

practice events held by colleges or universities for scholarship recipients in order to improve the quality of training and efficiency of the scholarships granted. Various scholarships have been awarded to 6,417 students studying in China, among whom 3,632 are new recipients from 116 countries and 824 are studying their masters degree in Teaching Chinese to Speakers of Other Languages. 2,262 students have completed their programs and returned to their countries. Among the 665 students who have completed their Masters programs, 293 have become Chinese language teachers in their home countries.

The number of multilingual channels and columns of Confucius Institute Online is growing continuously, and the number of registered users is increasing. The website is available in 46 languages, with 596,000 registered users from 124 countries and regions. There were 310,000 new registered users in 2012, and the total annual number of visits to the website has reached 94 million, which is an increase of 11% compared to the year 2011. A digital platform for promotion of Chinese language and culture has been built, and modules including Learn Chinese by News, Online Learning, Confucius Institute, Essence of Chinese Culture are offered, together with text, pictures and multimedia resources. By providing personalized service to help all the Confucius Institutes around the world set up websites with different styles, it had brought Confucius Institutes (Classrooms) worldwide closely together, by offering an exchange and display platform for all Confucius Institutes.

The Secretariat assisted the International Society for Chinese Language Teaching with organization of international forums and academic workshops. Its built a platform of communication and cooperation for teachers around the world and supported Chinese language teaching in their countries. In 2012 the Secretariat recruited 245 new members making the total number reach 4,260. Members of ISCLT come from 68 countries and regions all over the world. Nearly 500 experts, scholars and Chinese language teachers from 44 countries and regions attended the 11th International Conference on Chinese Language Teaching. On the theme of Innovation and Development: Education and Training of International Chinese Language Teachers participants

were involved in wide-ranging and in-depth discussions on 7 topics including the training of international Chinese language teachers and building of academic disciplines, teaching materials, International Chinese language teachers knowledge, ability and quality. The Conference for Representative Members of the International Society for Chinese Language Teaching was held. In the conference the 9th ISCLT Standing Council was elected. It was composed of 65 committee members from 30 countries (regions), 60% of whom came from foreign nations. During the First Plenary Session, the standing committee members were elected, and Mr. Xu Jialu was reelected President of ISCLT.

The first training workshop of 2012 for the bank of volunteer Chinese language teachers to be dispatched to Confucius Institutes (Classrooms) was held. The 5th Session of the Chinese Program for Foreign Diplomats was held. 131 diplomats from 39 embassies in China participated. Hanban launched the Training Program on Teaching Materials for Overseas Chinese Language Teachers, in which 3,487 local teachers from 70 countries came to China to be trained. Hanban started the Training Program of Confucius Institute Teaching Material. 154 training sessions were held in 97 Confucius Institutes (Classrooms) in 39 countries, training 7,161 local teachers. Mr. Wu Bangguo, Chairman of the Standing Committee of the National People's Congress of the PRC unveiled the plaque for the Confucius Institute at the University of Zagreb, Croatia. Ms. Yingluck Shinawatra, Prime Minister of Thailand, held a welcome ceremony at the Office of the Prime Minister for over 500 volunteer Chinese language teachers who had arrived in Thailand to teach Chinese. Mr. Kalonzo Musyoka, Vice President of Kenya, visited the Confucius Institute Headquarters. The U.S. Department of State issued a directive on May 17. The directive pointed out that the Confucius Institute must obtain American accreditation, and some of the Chinese teachers and volunteers were violating their visa terms and must leave by the end of June. This aroused opposition and protest from people of insight in the US and at the Confucius Institute Headquarters. On May 25, the U.S. Department of State reissued the directive to rectify its former statement. Mr. Yuan Guiren, Minister of Education visited the Confucius Institute at Dongseo University, South Korea. Selection tests for volunteer Chinese teachers to be

dispatched to the U.K., Germany, South Korea and Mongolia were held and training workshops were conducted for those who were to be dispatched to Indonesia.

Mr. He Guoqiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, visited the Confucius Institute at the University of Malaya, Malaysia. The Joint Conference of the Confucius Institutes in Asia and Oceania was held at the Confucius Institute at Chulalongkorn University, Thailand. There were over 260 delegates from 31 countries present at the conference. Thai Princess Maha Chakri Sirindhorn who attended the conference also delivered the opening speech. The European Confucius Institutes (Classrooms) Working Symposium was held at the University of Edinburgh, U.K., attended by over 300 delegates from 26 countries. Hanban launched the training of volunteer Chinese language teachers for the College Board Program, post trainings for volunteer Chinese language teachers working in South Korea, and also training for local Chinese language teachers in the U.K. on how to use teaching materials.
