Dato Seri Tengku Adnan Tengku Mansor Secretary General Barisan National Federal Territories Minister Aras 9, Blok

D9, Parcel D, Pusat Pentadbiran Kerajaan Persekutuan, 62502 PUTRAJAYA. 18th April 2014

OPEN LETTER TO DATO SERI TENGKU ADNAN, SECRETARY GENERAL BN. Dear Dato Seri Tengku Adnan, We write to remind you of the historic agreement you signed with Hindraf on behalf of the Barisan National Government exactly a year ago in your capacity as Secretary General of Barisan National. Today marks the 1st year anniversary of the HINDRAF MOU with the BN government. You may be aware that this is a historic Agreement between the BN coalition and the Indian community and was a result of much negotiations between Hindraf and the Prime Minister personally. After 8 months of being appointed a Senator and a Deputy Minister in the Prime Ministers Department (PMO), as part of the Agreement, our Chairman Mr Waytha Moorthy resigned from all his positions in the Government as there was nothing substantial forthcoming to implement the Agreement. For our part we only owe our loyalty to the marginalised Malaysian Indian community who have been sidelined from the mainstream of development of the country. This resignation was made necessary to show the failure on the part of the BN to honor its pledges. The Preamble to the Agreement early reads: Recognizing that there has been occurrence of a transition of the vast majority of Malaysian Indians from plantation estates to towns and cities over a period lasting approximately 4 decades; Recognizing that this was not directly and adequately addressed by Government policies and implementation; In recognizant of its failed policies, the Government in an attempt to rectify and remedy the chronic socio economic problems of the Malaysia Indians entered into the MOU with HINDRAF to carry out a comprehensive permanent manner programs of a focused and targeted approach with commitment from the Governments resources in the interest of the Malaysian Indians.

This comprehensive set of socio-economic intervention was based on HINDRAFs 5 year Blueprint to be adapted and in line with the commitment made in the Barisan National Manifesto 2013. The current BN administration also acknowledged through these recognitions that all their previous attempts since the premiership of Dato Sri Najib Razak had failed miserably to provide adequate measures to addresses the chronic socio-economic issues of the minority Malaysian Indians. The MOU was entered in good faith based on these recognitions by both parties. The MOU then detailed the corrective measures to be implemented through mutual Agreement. The feasibility of such programs included in the MOU is not something beyond the capability of the BN government. The signing of the MOU on 18th April 2013 had lifted the spirit and hope of the minority Malaysian Indians in anticipation that the programs will be spearheaded by HINDRAF in a focussed and targeted manner and changes delivered to their lives. Unfortunately all this came to nought in spite of eight months of hard trying by Mr Waytha Moorthy to start the ball rolling on the implementation. Beyond his appointments as Senator and Deputy Minister, nothing of any substance materialised from the MOU. The BN and UMNO leadership suddenly had lost its will to honour its Agreement with the Indian community. What happened to the BN slogan of JANJI DITEPATI. The Prime Minister himself has gone around to the Indian community seeking their NAMBIKEI. What has happened? The chronic problems HINDRAF attempted to find solutions for continue unabated. The minority Indian community of Malaysia feels terribly cheated by the UMNO/BN Leadership. What we see in its place is a continuation of the political charade to hoodwink and delude the Indian poor by UMNO and its Coalition Partners in BN. We now write to you Dato Seri Tengku Adnan, to take a public stand that you do not intend to honour the Agreement that you signed on Behalf of the entire BN exactly one year ago. We have made our call that you do not intend to honour the Agreement, by Mr Waytha Moorthy resigining from all Government posts he was conferred as part of the Agreement. Now, it is your turn. Please come out publicly and declare BNs position. The Malaysian Indians in particular and all Malaysians generally want to know BNs stand on this matter. This has implications for any and all Agreements and promises that the BN coalition will continue to make. If you do not honour your Agreement in this MOU, will you honour any agreement in any MOU. P.Ramesh Secretary HINDRAF.
