Andrea Lewis State and Local Government State Governors February 19, 2014 Governors vs. Presidents

The president is the head of the nation. He along with the Vice President are chosen through an electoral college in which every state has a number of chairs proportionate to its reflection in the legislature that consists of both the House of Representatives and the United State Senate. The president is chosen for a term of four years. A president can serve maximum two possible terms. The president is not only the head of the nation and the government; he is also the leader of the military. The president has the energy to either successfully pass the laws accepted by the Congress into rules or veto them to decline them. The president cannot dissolve the Congress, but has the energy to create professional purchases. He also names most judges to the Superior Court in approval with the senate. Perhaps the most important of all presidential abilities is control of the U. S. armed forces as its commander-in-chief. While the power to announce war is constitutionally involved in the legislature, the chief executive has greatest liability for direction and disposition of the army. He also decides, in wartime, whether to bomb foreign cities. (Scholastic 1) Along with the armed forces, the chief executive also guides U.S. international policy. Through the Department of State and the Department of Protection, the chief executive is accountable for the protection of Americans overseas and of foreigners in the

U. S. States. The chief executive chooses whether to identify new countries and new government authorities, and works out agreements with other countries. The governor is the head of the state. Condition governors in the U.S. are relatively powerful; each state has its own separate municipal and legal law requirements, and each state controls its inner govt. The governor thus leads the professional division in each state or area and, based on the person authority, may have significant control over govt. cost management, the energy of consultation of many authorities, and a significant part in regulation. The governor may also have additional positions, such as that of commander-in-chief of the National Guard, and in many declares and areas the governor has limited or overall energy to travel or excuse a legal phrase. In the structure of the nation, the states are not regions but semi-autonomous organizations that have the abilities not instantly provided to the govt. This means that state are complete underlings to the federation; but have enough abilities in themselves. Each state has its own rules and the governor is who looks after central government of every state. He is the person who finalizes the price range of the condition and also has the energy to designate most judges in the legal courts. The governor is chosen straight by the people of the state on the most crucial of mature suffrage and serves a four year term. The challenge to governors is to employ the many resources available to them in the proper combination in pursuit of the many responsibilities their office entails today. (Rutgers 1) Both the presidents and the governors receive a lot of respect from the people they look after. I think that the president exerts the most influence because his actions affect for people than a state governors actions do. Overall the president is in charge of more people and has the power to appoint people in appropriate positions (like judges) how he sees fit. Although he has to run his choices through Congress most likely his going to get a majority of the votes to go right

ahead and do want he wants. The governor cant do all of that even though he has similar things he can do just like the president; the governor has limited power overall. Governors have to go through more roadblocks than presidents do. Mr. Lincoln Chafee is the governor of Rhode Island. He was appointed to office in 2011 and he is eligible for reelection in 2015. Things have not been going his way recently; although he is and Independent, he is trying to decide whether he is going to change his political party to democrat. This cause people to be uncertain if he is really the one they want governing them if he cant stick the political party he started with. His new taxes laws that he tried to pass in 2012 would increase taxes on food, beverages, and drivers licenses and registration fees. Chafee was met with lots of negative feedback from the residents of Rhode Island. Many citizens were shocked that he would try to pass these laws. He also refused to give up a case to the Supreme Court because he didnt view the death penalty as a right thing to do. This action is a very serious one that might lose the trust of most political officials in high places. Chafees approval ratings are at and all time low; on top that, his promises to decrease the unemployment rates never succeed, instead they increased and or largest in the U.S. Chafee needs a miracle to get him out of this situation that he is in; most likely not win the election in 2015. As governor Quinn experienced a state with popularity for corruption. In other words, the two past governors both went to government prison; and after two years surveys revealed Quinn himself was the "Nation's most unpopular governor." The overall picture was a financial problem in the region's price range and its long-term debt as the nationwide financial downturn ongoing and The State of Illinois did badly with regards to developing jobs. Quinn declared several "belttightening" applications to help control the states lack of jobs to lessen the deficit in the states funds. In the summer 2009, Quinn finalized a $29 billion dollars investment invoice to provide

development and fix resources for the condition of Illinois streets, huge transportation, educational institutions, and other public works tasks. The investment invoice, known as "Illinois Jobs Now!", was the first since Governor Henry H. Ryan's The condition of Illinois first plan, which was introduced in the late 1990s.In 2009, Quinn asked for a 1.5 amount point increase in the individual earnings tax amount. To help balanced out the improved amount, he also desired to multiple the amount guarded from taxation from $2,000 per person to $6,000. However, the invoice that gradually approved improved the individual earnings tax by 2%. With the condition price range lack estimated to hit $15 billion dollars this year, the legislature in early 2011 brought up the individual earnings tax from 3% to 5%, and the organization earnings tax 4.8% to 7%. Governor Quinn's office estimated the new taxation will produce $6.8 billion dollars a year, enough to stability the yearly price range and begin decreasing the region's backlog of about $8.5 billion dollars in overdue expenses. In the 2011 the taxes rates increased from 5% to 7%. Quinn stated that if nothing is done about the state deficit, the economy will collapse. In my opinion, I think that both the governors and the president have it rough and are both fighting hard battles in politics. Both are giving hard task like, decreasing unemployment rates, creating more jobs, decreasing the national/state deficit in funds, cleaning up the nation/state, bettering education for all, and reducing crime. When they are elected and put into to office they have to deal with all the problems that the previous president/governor created and the one before that, etc All the time they are being blamed for problems that they didnt cause and are trying to fix and most times they do deserve the blame, but its not their fault that they have to clean up someones mess. President Obama, Governor Quinn and Chafee are all facing these problems. They accepted all the problems that came with the job and are trying there hardest to fix them. These men have it rough and are all going through equal troubles so I believe

neither is really more important that the other. The only difference is that one is on a national scale and the other is on a local scale.
