AN ORDER CREATING THE CAGAYAN DE ORO YOUTH
DEVELOPMENT COUNCIL
WHEREAS, Article 2 Section 13 of the 1987 Constitution states that, the States
recognizes the vital role of the youth in nation building and shall promote and protect their
physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth,
patriotism and nationalism and encourage their involvement in public and civic affairs;
WHEREAS, it is a declared policy of the city to promote and protect the physical,
moral, spiritual, intellectual, cultural and social well being of the Kagay-anon youth and to
inculcate in them values of patriotism and nationalism and to encourage their involvement
in public and civic affairs of the city;
WHEREAS, youth organizations of the city, recognizing their capacity and stake in
the future, committed to work for good governance not only within their organizations but
with the very seat of local power;
WHEREAS, youth organizations of the city, embracing the new democratic space for
civil society engagement in local governance, pushed for broader participation in city-
building;
WHEREAS, by virtue of the manifesto signed on June 22, 2013 which we committed
to innovate youth participation in local governance and make Cagayan de Oro a model city
for youth empowerment;
WHEREAS, it is the duty of the city to reach out to the youth from all sectors and in
all barangays of the city to encourage them to actively participate and be involved in the
crafting and monitoring of the policies of the city and equip with them with the learning
experience of public-policy making;
WHEREAS, On March 22, 2014, the Oro Youth Leaders Convergence, the assembly
of youth organizations from the various sectors, articulated the general youth agenda and
elected the officers for the interim Oro Youth Council;
NOW THEREFORE, by the powers vested in me by law, I, OSCAR S. MORENO, City
Mayor of Cagayan de Oro, hereby order the creation of the Cagayan de Oro Youth and
Development Council which shall be an independent recommendatory body composed of
youth representatives from different sectors and barangays of the city.
SECTION 1. NAME AND NATURE OF OFFICE The office shall be known as the
Cagayan de Oro Youth Development Council. For brevity, it shall be known as the Oro
Youth Development Council or OYDC.
SECTION 2. NATURE AND PURPOSE
a. The Oro Youth Development Council shall be a youth-led, non-partisan and agenda-
based body. It is the citys youth representation body composed of representatives
from the 6 youth sectors as named herein.
b. It shall be headed by the Chairman who is a youth councilor. He shall be elected by
his fellow youth councilors by majority vote.
c. It shall work for the attainment of the local youth development agenda through
policy-making engagement, capacity building and community advocacies.
d. It shall also monitor and account the implementation of the local youth development
agenda through a yearly evaluation.
e. The youth councilors shall also comprise the youth representatives of the various
local bodies and committees.
SECTION 3. OBJECTIVES
A. General Objectives:
1. To develop the youths full potential as a partner in nation building;
2. To encourage active participation of the youth in community development
3. To harmonize all programs and initiatives of the city and non-governmental
organizations for the youth sector;
4. To supplement the citys appropriation for youth promotions and
development; and
5. To broaden and strengthen the services provided by the City Government to
the youth sector.
B. Specific Objectives:
1. To develop a culture of engaged citizenship and political maturity which
allows the youth to critically evaluate social issues and adopt innovative
solutions within their own spheres of influence;
2. To provide information on the areas of education, employment, livelihood,
health, capacity building and networking;
3. To provide monitoring and coordinating mechanism for youth program,
project and activities; and
4. To act as a conduit between the youth in the barangays and the City
Government.
SECTION 4. COMPOSITION OF THE COUNCIL The Council shall be composed of the
following for 2014-2015:

b. Resource Persons - The following shall be resource persons whom the Oro Youth
Council may invite to shed light and advise the body on pertinent issues affecting
the youth:
a. National Youth Commission
b. City Planning and Development Officer
c. City Social Welfare and Development Officer
d. City Health Officer
e. Schools District Supervisor
f. City Community Improvement Division
SECTION 5. YOUTH SECTORS
1. In-school youth refers to all youth organizations organized under the rules and
regulations of an educational institution and recognized by the said institution. Its
members are bona fide students of the said institution. It serves the general needs of
the students.

2. Out-of-school youth refers to all organizations whose majority of its members is of
school age but are not currently enrolled to any educational institution. It serves the
general needs of out-of-school youth.

3. Youth Movements refers to all youth organizations or network of organizations
whose primary purpose is to advocate for specific social causes, concerns or issues.
It can be school based but its members should not comprise exclusively of the
students of such school. It shall have at least 20 members.

4. Faith-based - refers to all youth organizations organized under the rules and
regulations of a religious institution and recognize by such. Its members are also
exclusive members of the said church/sect/religious denomination.

5. Moro and Indigenous Peoples youth Refers to youth organizations whose primary
purpose is to advance the cultural identity of the Moro and Indigenous peoples.

6. Youth with Special Needs refers to all youth organizations whose primary purpose
is to serve youth with special needs namely, youth with disabilities, youth in
situations of armed conflict, victims of natural disaster and calamities, youth
offenders, delinquent youth, LGBT youth, drug depended youth, street youth,
abused/exploited youth and abandoned/neglected youth
SECTION 6. THE SECRETARIAT The secretariat shall be composed of the Community
Improvement Division Oro Youth Center of the Executive Department and the City Social
Welfare and Development Office. The secretariat shall coordinate the logistical and
monetary needs of the Oro Youth Council.
SECTION 7. FUNCTIONS The following shall be the functions of the Oro Youth Council:
a. To formulate and submit to the City Mayor the local youth development agenda; and
b. To recommend to the City Mayor and other local government agencies policies and
programs that are beneficial to the youth;
c. To adopt resolutions concerning pertinent issues of the youth
d. To adopt an independent youth leadership in local governance development
program;
e. To coordinate and harmonize activities of all agencies and organizations in the city
engaged in youth development;
f. To implement programs aimed at developing the full potential of the youth;
g. To assist the national government and government agencies in the promotion of
programs, projects and activities in the city;
h. To assist various government and non-government organizations in the
identification and nomination of qualified participants to different programs,
projects and activities;
i. To conduct fund raising programs and activities that will benefit the youth of the
city;
j. To recommend youth programs and project proposals to appropriate government
agencies;
k. To create a data base of youth organizations within the city;
l. To coordinate the creation of youth councils in each barangay;
m. To adopt its own seal and by-laws
n. To organize the Oro youth Leaders Convergence at least once a year
o. To perform such other functions as may be required by the law.
SECTION 5. YOUTH REPRESENTATION IN LOCAL BODIES There shall be one youth
representative in the following bodies. The following shall be the youth representatives of
the different local bodies for 2014-2015. They shall represent alternatively in case of
unavailability of the other.

SECTION 6. CITY YOUTH LEADERS CONVERGENCE The Youth Council shall
convene a city youth leaders convergence to conduct consultations with the youth at least
once a year. All resolutions, declarations, and proceeds of the City Youth leaders convergence
shall be submitted to the council for appropriate action.

SECTION 7. LOCAL YOUTH DEVELOPMENT PLAN The Oro Yout h Council shall
formulate and adopt a Five Year City Youth Development Plan. The said plan shall be
the basis for the implementation of Local Youth Development programs and
services i n coordination with concerned agencies. These shall include but not
limited to Youth Development Programs and Youth Development Services.
SECTION 8. ORO YOUTH CENTER. The Oro Youth and Development Council shall be
housed in the Oro Youth Center at the 5
th
floor of JV Serina Building, City Hall. The Oro
Youth Council shall also explore possible transfer of office to a more accessible and PWD-
friendly location.
SECTION 9. MEETING OF THE COUNCIL The Youth Council shall meet at least once a
month or as often as maybe necessary. The chairman or his duly designated convener shall
preside in all council meetings. Youth Councilors shall be entitled to necessary traveling
expenses and allowances chargeable against the funds of the Oro Youth Center, subject to
existing accounting and auditing rules and regulation.
SECTION 10. FUND UTILIZATION The funds for the Oro Youth and Development Council
shall be chargeable against the city budget allocated for youth development subject to
existing accounting and auditing rules and regulations.
SECTION 11. EFFECTIVITY This Executive Order shall take effect immediately.
