Burmese 'Trafficked' To Thailand

Burmese migrant workers fall prey to traffickers with the promise of work in Thailand.
One Burmese migrant from Myawaddy currently in the care of social services in
Bangkok said he had been promised passage to Thailand and a job in the construction
industry by a Burmese named Ko Sein Aung.
"He was the carrier who handed us over to the person taking us across to Thailand
along the illegal route. We had to pay him for that. It was 2,000 baht (U.S. $60)," the
worker said.
"He told us we would get a job in construction. He said we would earn 195 baht (U.S.
$6) a day. We were all sold off including me for 22,000 baht (U.S. $658) each to the
fishing industry."
He said people in charge of the boats locked up the workers every night, before taking
them back to the boats the next morning. They were not paid for their work.
"Every day when the boat we were working on reached the jetty and after we had
unloaded the fish at night we were taken to our rooms and kept there, and the door
locked from the outside," he said.
"That was how we were detained. The next day only when the fishing boat is due to
leave were we sent to the boat."
Forced to migrate
Burmese workers are highly visible in and around Bangkok and near the Central
World Plaza, and Burmese children under 10 years old can be seen selling food on
street stalls.
Many of the migrants say they were forced to move because of extreme poverty back
home.
An ethnic Karen migrant from the troubled border area between Thailand and Burma
said some of the trafficking was being carried out by the Democratic Karen Buddhist
Army (DKBA), which recently made a ceasefire agreement with Burma's military
government.
"It was Ko Than Win from the DKBA who told us that he would find us work in
Thailand. We had to pay him 15,000 kyat (U.S. $2,304)," the Karen migrant said.
"He took us to Bangkok. He said he would give us a good job in the shrimp industry.
We had to wait 10 days along the way," he said.
"We were hungry. We were just given plain rice with nothing else."
Some of the migrants are being taken care of by social services in Thailand after
reporting beatings and other physical abuse after being sold off as slave labor, Thai
officials said.
"There are a total of 47 Burmese nationals with us here," an official at the Patuhtani
social welfare and rehabilitation department of the Thai government identified as Mr.
Suwan said.
"We have arranged food and accommodations for them and are helping them with
their rights and claims for damages," he added.
The group included men, women, and three 15-year-old children, according to a Thai
lawyer surnamed Sriwun who is helping the refugees.
"Our lawyers’ group is helping refugees who have been treated unjustly, no matter
what nationality they are," he said.
He said the Thai authorities had arrested a Burmese woman and two Thai nationals in
connection with the allegations of human trafficking.
According to Mr. Suwan, the case could take up to 18 months to bring to trial.
The Myawaddy migrant said he was discovered by an aid group while working on the
fishing boat. He had already been beaten following on escape attempt, he added.
"After we were caught they put me back in my room and beat me," he said. "A
woman beat me with a two-yard pipe that she always carried. She beat me
continuously. She also threatened to kill my father."
Trafficking hub
"Women and children are trafficked from Burma, Cambodia, Laos, the People’s
Republic of China, Vietnam, Russia, and Uzbekistan for commercial sexual
exploitation in Thailand," the report said, saying the trafficking victims were usually
from poorer rural areas who were attracted by the kingdom's relative prosperity.
But it lauded efforts by the Thai government to address the problem, including the
expansion of a network of temporary shelters for trafficking victims from 99 to 138,
with at least one temporary shelter in each Thai province.
The Thai government refers victims of trafficking to one of eight longer-stay regional
shelters run by the Ministry of Social Development and Human Security (MSDHS),
where they receive psychological counseling, food, board, and medical care, the
report said.
In 2008, Thai government shelters provided protection and social services for at least
102 repatriated Thai victims and 520 foreigners trafficked to Thailand.

Migrants granted access to legally owned vehicles

According to the announcement, a person who is holding Taw Raw 14 (Thai citizens),
Taw Raw 13(displaced person holding a pink card or a highlander holding a blue card)
and Taw Raw 38/1 (migrant worker’s card).
Although they are allowed ownership of vehicles, the authorities has yet to issue
driving license for them. Nevertheless, the authorities are still discussing driving
licenses how migrants could be issued, said the announcement.
A Thai source commented that, “Driving license for migrants will not be the same as
those for Thai citizens because migrants cannot travel anywhere in Thailand without
official permission.”
The statement said this announcement will be a positive impact to over 1 million
registered migrants and other minority persons in the country.
The number of migrants working in the country are estimated around 3 million.
At the same time, migrants from Burma are required to complete application forms
for the passport document under the national verification process by 28 February 2010.

Thailand grants driver licenses to Burmese
Nov 4, 2009 (DVB)
Numbers of Burmese migrant workers in Thailand will soon be able to drive vehicles
following the Thai government’s decision to allow them to possess cars and
motorcycles.
Migrants arriving in Thailand who hold temporary resident cards are targeted in the
government scheme, Thailand’s Matichon newspaper reported, while migrant workers
without the cards will need recommendations from their employers.
Those who obtain the documents will have the same rights as Thai drivers, with
access to maintenance facilities.
“In the past, Burmese migrant workers didn’t have the right to either posses or drive
vehicles. We often had to pay fine whenever we got caught by Thai authorities,” said
Moe Gyo, chairperson of Joint Action Committee for Burmese Affairs.
Burmese migrant workers in Thailand number around two million, who work mainly
in the construction, fishery and agriculture industries.
“Burmese migrants sustain injuries from road accidents almost every day because
they don’t know Thai traffic regulations,” he said.
“We think it’s important for them to know the regulations…so we are now planning
training for them. We will officially deal with Thai traffic police department to
organize the training.”

Passengers missing after Kawthaung boat capsizes from heavy winds

The boat capsized due to heavy winds on Tuesday, November 3rd, at about 8 pm. The
vessel, which had been carrying 12 passengers, had intentionally launched under the
cover of darkness to provide more security for the crossing boat. 7 of the passengers
have since been rescued, while 5 remain missing though no bodies have yet been
recovered.
“Most people don’t know about this because the police have hidden information about
this cause. We heard 5 people are dead and 7 people are alive”, said a Kawthaung
resident.
According to the resident, Kawthaung police have attempted to limit the spread of
information about the accident over fears of a repeat visit from authorities in
Naypyidaw.
On May 15th a boat accident occurred in the same area, resulting in a visit to
Kawthaung by Nay Pyi Daw (capitol of Burma) authorities, to investigate the case.
According to residents, authorities are worried that another visit would cause them
problems.
The passengers in Tuesday’s boat accident were all migrant works coming from upper
Burma and had worked on an Oil Palm plantation at Kawthaung, before boarding the
boat to enter Thailand illegally to find work.
“We think the missing migrant workers have died, but no one can see the dead bodies
– maybe in 3 days the dead bodies will appear”, the resident added.
Authorities questioned the surviving migrant workers who explained that before their
departure they had stayed at the broker’s house. The survivors gave the Kawthaung
police the address of the brokers house, where the broker was arrested. The boat
owner, who had piloted the boat and was one of the 7 survivors, has since fled fearing
arrest.
The May 15th boat accident occurred after a boat meant to carry 11 passengers was
loaded with 19 migrant workers. Traveling between Kawthaung and Ranaung, the
transport capsized near Mwei island. Among the dead were 6 women and 5 men who
had been traveling from Burma to find work in Thailand.

Names of people abroad deleted from family list
4 November 2009
The names of people, who have settled abroad, have been deleted from family
registration cards, as of October 2009 by military authorities in Chin state, Burma.
The immigration department in Hakha Township has been checking and collecting all
the names of those who are now in other countries, and then deleting their names from
their respective family registration cards.
“It is related to the 2010 general elections. The checking was being done in Hakha
and now it is being done in remote villages,” a local in Hakha said.
In fact, the military authorities had allowed substitute voters to cast votes in the
referendum to approve the constitution in May 2008, but this time it will not be
allowed.
Besides, recently the junta seized most of the national identity cards of Indian-
Burmese, who have been living legally since the independence of Burma from British
rule.
“We have been ordered to seize some identity cards, which are made on an
understanding and are not official,” a member of the immigration in Hakha said.
An Indian-Burmese said, “I had the right to vote in the 2008 referendum using
identity cards. But now they have seized all we have so we cannot take part in the
forthcoming 2010 general elections.”
Similarly, in other parts of Chin state military authorities are busy checking family
registration cards and making identity cards for those above 18 years of age.
The people from Chin state, who left, are staying in Malaysia, India, Norway,
Denmark, USA, Canada and Germany as refugees. There are about 20,000 to 30,000
refugees in Malaysia.
