PREFACE
Thisbooklet helpsyou to understand the legal requirementsfor crane and
hoist operation.
There are Regulationsmade under the Occupational Health and Safety Act
1985 for the certification of people who operate or use high-risk plant in
Victorian workplaces. They introduce nationally uniform requirementsand
certificate classesfor the operation of certain typesof cranesand hoists.
The Regulationsare called the Occupational Health and Safety (Certification
of Plant Users and Operators) Regulations 1994. They replace the
certification requirementspreviously in force under the Lifts and Cranes Act
1967, the Boilers and Pressure Vessels Act 1970 and the Scaffolding Act 1971.
The Regulationsalso cover scaffolding, rigging and dogging work, and the
operation of forklift trucksand pressure equipment. There are What you

INTRODUCTION
The Victorian WorkCover Authority (WorkCover) iscommitted to maintaining
high standardsof occupational health and safety. It recognisesthat the
potential risksinvolved in the operation of certain typesof cranesand hoists
need to be controlled by establishing and enforcing minimum competency
standardsfor operators.
The certification system operating in Victoria providesemployers, employees
and the community with an assurance that certificate holdershave been
assessed ashaving the necessary knowledge and core skillsto carry out this
work in a safe manner.

WHEN IS A CERTIFICATE NEEDED?
You must hold a Certificate of Competency to operate any of the cranesor
hoistsdefined in the following list, unlessyou are working under the direct
supervision of a competent person (someone with a Certificate of
Competency or equivalent qualification).
(a) A tower craneisa powered jib crane or boom crane mounted on a
tower structure. It can be demountable or permanent and includesboth
horizontal and luffing jib types.

(b) A derrick craneisa powered slewing strut-boom crane with itsboom
pivoted at the base of the mast. The mast can be either guyed (guy derrick)
or held by backstays(stiff-leg derrick) and iscapable of luffing under load.
(c) A portal boom craneisa powered boom crane or jib crane mounted on
a portal frame. The frame issupported on runwaysalong which the crane
can travel.

(d) A bridge craneisa powered crane comprising of a bridge beam
mounted at each end to a carriage. The carriage iscapable of travelling
along elevated runways. It can have one or more hoisting mechanisms
arranged to traverse the bridge.
For both bridge and gantry crane types, a certificate isnot needed if the
operation iscontrolled from a location remote to a cabin/control station
(such aspendant control), provided the crane has3 or lesspowered
motions. Hoist raise and lower are considered one operation.

(e) A gantry craneisa powered crane comprising a bridge beam supported

(f) A vehicle loading craneisa powered slewing crane mounted on a
vehicle for the principle purpose of loading and unloading the vehicle. A
certificate is not needed where the cranes capacity is less than 10
metre tonnes.

(g) A non-slewing mobile craneisa powered mobile crane incorporating
a boom or jib that isnot capable of being slewed. Thisincludesan
articulated type mobile crane and a locomotive crane. It also includesa
mobile multi-function unit capable of being operated asa non-slewing
crane, but excludesa crane engaged in vehicle tow truck operations. A
certificate is not needed where the cranes capacity is 3 tonnes or less.

(h) A slewing mobile craneisa powered mobile crane incorporating a

(i) A boom type elevating work platformisa powered telescoping,
hinged or articulated device (or any combination of these) used to support a
platform for elevating personnel, equipment and materialsto perform work.
A certificate is not needed where the maximum boom length is less
than 11 metres.

(j) A materials platform hoist isa powered buildershoist for elevating
goodsor materialsbut not personnel. The car, bucket or platform is
cantilevered from, and travelsup and down externally to a face of the
support structure.

(k) A personnel and materials hoist isa powered buildershoist for
elevating personnel, goodsor materials. It iscomprised of a car, structure,
machinery or other equipment associated with the hoist, and may be either
a cantilever hoist, a tower hoist or a multiple winch operation.

(l) A concrete placing boomisa powered mobile truck mounted plant
incorporating a knuckle boom. It iscapable of power-operated slewing and
luffing to place concrete by way of pumping through a pipeline attached to,
or forming part of, the boom of the plant.

A Certificate of Competency isnot required to operate other typesof cranes
or hoists, such asnon-powered cranes, pillar cranes, charging cranes, wall
mounted cranes, pile drivers, drilling and boring rigs, vehicle tow trucks,
straddle carriers, scissor hoists, drainers hoists, vehicle hoists, scaffolding
hoists, building maintenance units, winches, chain blocks, chain pullers, gin
wheels, jumpforms, slipforms, conveyorsor mast-climbing work platforms.
Integral operation of a crane or hoist during setting up or dismantling may
also be carried out by the holder of an appropriate rigging certificate.
Maintaining, servicing and repairing cranesand hoistsare not considered to
be crane or hoist operation.
WHO ISSUES CERTIFICATES OF COMPETENCY?
WorkCover isthe Government agency responsible for issuing certificatesof
competency for crane and hoist operation within Victoria. Locationsand
telephone numbersfor WorkCover officescan be found in Appendix C.
All other Australian statesand territoriesalso have agenciesthat issue
certificatesfor crane and hoist operation. The namesand central locations
of interstate authoritiescan be found in Appendix C.

WHAT ARE THE NATIONAL CERTIFICATE CLASSES?
Certificatesof competency now issued in Victoria cover nationally uniform
certificate classes. There are 14 certificate classesfor crane and hoist
operation. These classesare:
CT: tower crane operation, covering the operation of all tower cranes;
CD: derrick crane operation, covering the operation of all derrick cranes;
CP: portal boom crane operation, covering the operation of all portal
boom cranes;
CB: bridge and gantry crane operation, covering the operation of all
bridge cranesand all gantry cranes;
CV: vehicle loading crane operation, covering the operation of all vehicle
loading cranes;
CN: non-slewing mobile crane operation, covering the operation of all
non-slewing mobile cranes;
C2: slewing mobile crane operation (up to 20 tonnes), covering the
operation of all slewing mobile craneswith a capacity of 20 tonnesor less.
Thiscertificate classalso coversthe operation of all vehicle loading cranes
and all non-slewing mobile cranes;
C6: slewing mobile crane operation (up to 60 tonnes), covering the
operation of all slewing mobile craneswith a capacity of 60 tonnesor less.
Thiscertificate classalso coversthe operation of all vehicle loading cranes
and all non-slewing mobile cranes;
C1: slewing mobile crane operation (up to 100 tonnes), covering the
operation of all slewing mobile craneswith a capacity of 100 tonnesor less.
Thiscertificate classalso coversthe operation of all vehicle loading cranes
and all non-slewing mobile cranes;
C0: slewing mobile crane operation (open/over 100 tonnes), covering
the operation of slewing mobile craneswith any capacity. Thiscertificate
classalso coversthe operation of all vehicle loading cranesand all non-
slewing mobile cranes;
WP: boom-type elevating work platform operation, covering the
operation of all boom-type elevating work platforms;
HM: materials hoist (cantilever platform) operation, covering the
operation of all cantilever materialsplatform hoists;
HP: hoist (personnel and materials) operation, covering the operation of
all personnel and materialshoists. Thiscertificate classalso coversall
cantilever materialsplatform hoists;
PB: concrete placing boom operation, covering the operation of all
concrete placing booms.

WHICH WORK HAS DUAL COVERAGE?
The national certificate classesare based on the knowledge and skills
necessary to safely perform specific work. Competence in operating
complex typesof cranesor hoistsisrecognised asconfirming an operators
ability to operate lesscomplex typesof cranesor hoistswith similar
features. Thisiswhy some certificate classesautomatically cover the
certificate holder for work within other certificate classes. These classesare
asfollows:
operation of vehicle loading cranes iscovered by the vehicle
loading crane operation certificate class(CV) and any of the slewing
mobile crane operation certificate classesC2, C6, C1 and C0;
operation of non-slewing mobile cranesiscovered by the non-
slewing mobile crane certificate class(CN) and any of the slewing
mobile crane certificate classesC2, C6, C1 and C0;
operation of slewing mobile cranes (up to 20 tonnes) iscovered by
any of the slewing mobile crane certificate classesC2, C6, C1 and C0;
operation of slewing mobile cranes (greater than 20 tonnes, up
to 60 tonnes) iscovered by slewing mobile crane certificate classes
C6, C1 and C0;
operation of slewing mobile cranes (greater than 60 tonnes, up
to 100 tonnes) iscovered by slewing mobile crane certificate classes
C1 and C0; and
operation of cantilever platform materials hoists iscovered by
the materialshoist (cantilever platform) certificate class(HM) and the
hoist (personnel and materials) certificate class(HP).
WHAT IS NEEDED TO GAIN A CERTIFICATE OF COMPETENCY?
To gain a Certificate of Competency you must:
be at least 18 yearsof age (unlessexempted by WorkCover);
truthfully complete the application form;
provide documentary evidence of competence; and
pay the set fee.

in Appendix C.

WHAT IS DOCUMENTARY EVIDENCE OF COMPETENCE?
Documentary evidence of competence is:
a Notice of Satisfactory Assessment issued by an authorised
certificate assessor; or
previousVictorian or interstate certificatesequivalent to the national
certificate class(es) you wish to obtain.
HOW CAN A NOTICE OF ASSESSMENT BE OBTAINED?
You or your employer can contact an authorised certificate assessor
registered with WorkCover or an interstate certifying authority. A list of
currently registered Victorian assessorsisavailable upon request from
WorkCover officeslisted in Appendix C.
The certificate assessor will require you to:
truthfully complete an application for assessment;
show evidence of your identity (such asa driverslicence or passport);
show evidence that you are at least 18 yearsof age (such asa drivers
licence, passport or birth certificate) or show evidence that you have
been exempted by WorkCover from the age requirement; and
show documentary evidence of any relevant experience, previous
assessments, training, certificatesor qualifications.
If your application for assessment isaccepted, the certificate assessor will
make arrangementswith you for an assessment to be carried out at a suitable
location and will inform you (or your employer) of the costsinvolved.
WHAT HAPPENS DURING AN ASSESSMENT?
The extent of assessment needed will depend upon the certificate classyou
wish to gain and your level of recognised prior learning.
Asa general rule, the 3 partsto an assessment are:
performance assessment: thishelpsthe certificate assessor decide if you
have the necessary familiarity with the crane or hoist, sufficient
understanding of the operational proceduresand the physical ability, co-
ordination and dexterity to safely operate the equipment.
oral/written assessment: thishelpsthe certificate assessor decide if you have
adequate general knowledge of the work and the hazardsassociated with the work.
written assignment: thishelpsthe certificate assessor decide if you have
the necessary understanding, mathematical ability and English literacy to
safely carry out the work.
For the elevating work platform and concrete placing boom certificate
classes, there are no separate written assignments.

WHAT HAPPENS AFTER AN ASSESSMENT?
After an assessment, the certificate assessor will give you an Assessment
Summary that will report on your competency. If you failed part of the
assessment, it will also note those areaswhere you are not yet competent.
If you have achieved overall competence, the certificate assessor will give
you an original and duplicate Notice of Satisfactory Assessment. This
immediately allowsyou to operate the relevant typesof cranesor hoists
without direct supervision for up to 60 dayswhile you apply to WorkCover
for your Certificate of Competency. Providing you lodge your certificate
application, together with the original Notice of Satisfactory Assessment
and the set fee within the 60 days, you may continue to work using the
duplicate Notice of Satisfactory Assessment until you receive your
certificate, or until you are otherwise notified.
If you failed to achieve overall competence, you cannot be reassessed by a
certificate assessor for at least 3 weeks. Thisisto allow you sufficient time
to get extra training or experience under direct supervision. The assessor
will advise you on what needsto be improved and where to get help.
When you apply for reassessment, provided your previous Assessment
Summary wasissued within the last 6 months, the certificate assessor may
credit all the partsof your previousassessment where you were judged as
competent. You may only require reassessment in those partsyou
previously failed.
If you believe the certificate assessor hastreated you unfairly, you may
appeal against the assessment result.
WHAT DO I HAVE TO DO WITH THE CERTIFICATE?
Once you have received your Certificate of Competency you must:
sign it immediately with your usual signature; and
show it upon request to your employer, your health and safety
representative or WorkCover field officer.
A field officer can order you to make your usual signature for comparison
with the signature on your certificate (to verify your identity).
You should notify WorkCover in writing if:
you change your permanent address; or
your certificate islost, stolen or destroyed.

ARE NATIONAL CERTIFICATES RECOGNISED THROUGHOUT
AUSTRALIA?
Nationally uniform certificatesof competency issued by WorkCover are
automatically recognised throughout Australia. You do not have to change
your certificate over if you are working interstate.
If you hold a nationally uniform certificate issued by an interstate certifying
authority, you can automatically work in Victoria. If you become a
permanent Victorian resident, you may apply to WorkCover Victoria for your
certificate recordsto be transferred to Victoria.
ARE OLD CERTIFICATES STILL RECOGNISED?
Certificatespreviously issued in Victoria under the Lifts and Cranes Act 1967
continue to be recognised asvalid within Victoria. Previouscertificates
issued by interstate certifying authoritiesare also recognised in Victoria.
If you hold old certificates, you do not need to change over to a nationally
uniform certificate. But if you want a new certificate, you will be issued
one without further assessment provided your old certificatesare fully
convertible. Application formsand fee detailsfor conversion of old
certificatesare available from WorkCover officeslisted in Appendix C.
When you apply for conversion, you will need to produce all your original
old certificates, including any original old interstate certificates. These will
be returned to you once WorkCover hasexamined them. If your application
for conversion isaccepted, your old certificateswill be stamped to indicate
that an equivalent nationally uniform certificate hasbeen issued, and a hole
punched in the top left hand corner.
The statusof old Victorian certificatesmay vary from state to state. If you
hold an old Victorian certificate and are intending to work interstate, check
itsacceptability with the local interstate certifying authority. Telephone
numbersare given in Appendix C.

WHICH OLD CERTIFICATES ARE FULLY CONVERTIBLE TO
NATIONAL CERTIFICATES?
The following table liststhe old Victorian endorsement codesused after
1988 that can be converted to nationally uniform certificate classeswithout
further assessment.

WHAT CAN AN EMPLOYER EXPECT FROM A CERTIFICATE HOLDER?
If you hold a Certificate of Competency, your employer hasa right to expect
that you can safely operate the typesof cranesor hoistscovered by the
certificate without direct supervision.
However, your employer must make sure that you are given adequate general
supervision and are provided with the operatorsmanual for the crane or hoist
you are operating. Your employer should ensure that you are familiar with the
particular make and model you will be operating and with any site-specific
operating procedures. It isalso your employersresponsibility to ensure that you
have been properly instructed in the safe use of any specific or purpose-
designed attachmentsthat you are required to use with the crane or hoist.
Asa certificate holder, you may be required to carry out regular inspections,
checksand testsof the crane or hoist and may be asked to maintain a service
logbook.
Your employer may ask you to provide on-the-job assistance and supervision for
trainee crane or hoist operators. If you are authorised by your employer to do
this, you are assisting your employer to carry out hisor her legal duty. Thisduty
isto make sure traineesreceive adequate directions, training and monitoring.
Make sure that you are able to properly supervise the trainees work and to take
immediate action to fix any dangeroussituation.
Do not supervise traineesunlessyour employer hasspecifically authorised you
to perform thistask.
WHAT SHOULD YOU EXPECT FROM YOUR EMPLOYER?
Your employer hasa number of dutiesunder the Occupational Health and
Safety Act 1985 and the Occupational Health and Safety (Plant)
Regulations 1995 made under the Act. These dutiesare to maintain a
workplace that ishealthy and safe and to protect your health and safety.
Your employer hasa legal duty to:
provide the site-specific induction or training necessary for you to
carry out your work safely on the site;
make sure the crane or hoist that you are operating complieswith
regulatory requirementsand ismaintained in a serviceable condition;
make sure you have enough equipment to carry out your work safely,
thisincludespersonal protective equipment in good repair;
monitor your health (where necessary) to make sure that you can
continue to work safely; and
show you drawings, operational manuals, data sheets, inspection
reports, test certificatesor other information necessary for you to
carry out your work safely.

CAN PEOPLE WITHOUT CERTIFICATES OPERATE CRANES AND
HOISTS?
People need practical experience so they can learn how to operate cranes
and hoistssafely. The best way to learn ison-the-job, under the instruction
of experienced operators.
Uncertificated traineesare allowed to operate cranesand hoistsprovided
they are under direct supervision. The person directly supervising them
must hold the necessary certificate or have equivalent qualifications. Direct
supervision generally meansthe trainee iswithin sight and hearing of the
person supervising the work.
HOW CAN LOGBOOKS BE USED?
It isa good idea for traineesto record their practical experience in a logbook
and have each entry signed by the person supervising the work.
A properly maintained training logbook may assist you when you are ready
to be assessed for a certificate. It can also provide a valuable work reference.
If your employer or union hasnot provided you with a training logbook, you
can use a copy of the sample provided in Appendix A.
Although a training logbook isnot compulsory in Victoria, it iscompulsory
in some states. Traineesintending to work interstate would be wise to
maintain a logbook. If in doubt, check with the appropriate interstate
certifying authority. Telephone numbersare given in Appendix C.
DO TRAINEES HAVE TO ATTEND TRAINING COURSES?
No, you do not have to attend a training course to qualify for a certificate
and can apply to a certificate assessor for an assessment assoon asyou
think you are ready. However, attending a training course in crane or hoist
operation isa very good idea. It will help you to learn what you need to
know and should make it easier for you to passa certificate assessment.
If you have difficulty with English or basic mathematics, you may need
special training before applying for a certificate assessment.

WHAT ARE THE SKILLS AND KNOWLEDGE NEEDED TO PASS AN
ASSESSMENT?
You must have a combination of background knowledge, problem-solving
ability and practical skillsto passa certificate assessment. The following isa
summary of what you need to know.
General requirements for any crane or hoist certificate classyou must correctly:
carry out all necessary pre-operational checks;
prepare a safe operational plan to deal with typical hazardsand
control the risksarising from those hazards;
set-up the crane or hoist;
understand and interpret load chartsand data plates;
operate the crane or hoist under actual or simulated working
conditions; and
shut down and secure the crane or hoist.
Additional requirements for crane certificates for any crane certificate
classyou must correctly:
respond to hand and whistle signalsfor load movement;
calculate the safe working loadsof slingsin variousconfigurations;
inspect lifting gear for defects;
assessthe weight of loads; and
understand the use of variousitemsof lifting gear.
Additional requirements for hoist certificates for the cantilever
platform materialshoist and the personnel and materialshoist certificate
classesyou must correctly:
understand hoist operation signals;
inspect flexible steel wire ropesand sheavesfor defects; and
assessthe weight of loads.
Additional requirements for the concrete placing boom certificate
for thiscertificate classyou must correctly:
respond to hand and whistle signalsfor boom movement and pump
operation;
prime and place delivery lines; and
clean delivery lines.
Additional requirements for the boom type elevating work platform
certificate for thiscertificate classyou must also be able to inspect, fit
and correctly attach a safety harness.

CAN CERTIFICATES BE CANCELLED OR SUSPENDED?
Yes, your certificate can be cancelled or suspended if:
you are found to no longer be competent to safely operate cranesor
hoistsof the typescovered by your certificate; or
you are convicted of an offence related to work covered by the
certificate; or
you gained your certificate on the basisof false or misleading
information.
Victorian certificatescan be cancelled or suspended by WorkCover. They
may also be cancelled or suspended on advice received by WorkCover from
an interstate certifying authority. Cancelled or suspended Victorian
certificatesmust be surrendered to WorkCover within 14 days.
Certificatesissued by interstate certifying authoritiesmay be cancelled or
suspended on advice given to those authoritiesby WorkCover.
Before any of these thingshappen, you will be sent written notice and
invited to present your explanation of the situation. If a decision istaken

CAN EXEMPTIONS TO THE REGULATIONS BE GIVEN?
WorkCover hasthe power to exempt a person or a group of persons, from
the need to hold a certificate of competency for all, or part of, the work
normally requiring a certificate. These exemptionsare made in writing and
are only granted if WorkCover issatisfied that it will not increase the risks
to health and safety.
Anyone can apply to WorkCover to be exempted from the need to hold a
certificate or to be exempted from the need to be at least 18 yearsof age
to gain a certificate. Application should be made through WorkCover and
exemption formsare available from WorkCover officeslisted in Appendix C.
A set fee ischarged by WorkCover to consider an application for exemption.
WorkCover can also revoke any exemptionsgranted.

assessor. Your application for appeal must be lodged within 14 daysof the
date you received the certificate assessorswritten notice. Application

You may appeal to the Victorian GovernmentsVictorian Civil and
Administrative Tribunal. You can appeal if WorkCover:
refusesto grant you a certificate;
refusesto replace your certificate;
cancelsor suspendsyour certificate; or
recommendsthe suspension or cancellation of your interstate
certificate to an interstate certifying authority.

workersand the general public can feel confident that you are capable of
operating cranesor hoistsin a range of normal working environments
without endangering yourself or the health and safety of others.

developing your skillsand expertise. Further improvement of your
knowledge and skillswill depend upon the range of available opportunities
and the challengesyou are prepared to accept.
