1 PLANNING CONCEPT
The general form of development is intended to comply with the intent of the
existing ODP with the exception of a proposal for an overheight landmark building
at the north end adjacent to Science World and the relocation of affordable
housing. The general massing and public realm elements and interfaces
conform to the following principles:
Buildings along the east side of Quebec Street increase in height to the
north toward City Gate (off site).
Buildings along the south basin side of False Creek (off site, such as The
Village) descend toward the water.
Buildings along the park (on site) are proposed to descend towards the
water containing the park and bookending the companion buildings
to the west.
Buildings along the west side of Quebec Street (on site) are intended to
serve as transition buildings between these two opposing formal objectives,
with the exception of the landmark structure to the north. With its prominent
exposure to False Creek and the Seawall it is intended to stand out from
the crowd and present a unique and interesting feature to the area.
A rising streetwall form is intended to contain the busy Quebec Street
edge and buffer the inner sanctum of the neighbourhood.
East/west and north/south linkages are to be optimized most specifically
for pedestrian, bicycle and light rail movements.
A narrow intimate laneway is intended to serve as the main pedestrian
oriented circulation system at the heart of the project. Vehicular and
pedestrian interaction is intended to be ambiguous and have a natural
traffic calming effect.
Important nodes are to be developed at the Seawall/Greenway intersection
and the park/Switchmen Street interface.
Beautiful garden courtyards are intended to bring public and private visual
interest to the laneway and park.
A feature artifact plaza with the potential for sunny open-air food and beverage
vending forms a key focus to the intersection at Quebec and First.
Raised residential terraces with individual entrances are intended to provide
eyes on the street along street and park frontages.
