Chapter 1
Introduction

1.1 OBJECTIVES
1.1.1 Operations Manual was last updated in May 2001. Since then
various instructions relating to operating practices have been
issued in the form of Circulars, Guidelines etc. Commensurate
with the market demand, technological advancement and to
further improve the efficiency, transparency, some new
activities/practices have been introduced. Since many of the
provisions in the manual have undergone revision and new
guidelines have been issued, it is essential to incorporate these
changes by revising the manual. The purpose of this manual is
to fulfill the long felt need of codifying all existing instructions
and laid down operating instructions in a single source of
reference.
1.1.2 This manual is issued to provide operating personnel with
reference to extant operating guidelines that are to be uniformly
followed at all Operating Locations.
1.1.3 This manual is intended to give assistance to the field personnel
at all operating locations to cultivate highest standards of
Business Ethics, Total Quality Management, Safety, Efficiency
and Transparency. The guidelines prescribed in this manual
need to be followed by all concerned. The manual also lays
down norms for various facilities required at operating
locations.
1.1.4 Services rendered by operations personnel at operating
locations shall be in conformity with the laid down norms as per
the policy of the Corporation. It shall be the responsibility of all
the personnel posted at operating locations to render safe,
prompt and efficient service to all customers. They shall also
ensure optimum utilization of equipment and manpower in
order to achieve the Corporate Objectives
1.2 SCOPE
1.2.1 This manual replaces with immediate effect the following:
i) Earlier edition of the Operations Manual issued in May
2001.
ii) Various supplements in the form of Operations Circulars
and Guidelines that have been issued by the Operations
Department Head Office up to 31.12.2013.

1.3 As and when any additional instructions/clarifications are deemed
necessary, the same will be issued in the form of a fresh Operations
Circular and Guidelines which should be filed serially in a separate
folder that is to be maintained for this purpose and followed.
1.4 This manual has been spread into 46 Chapters. At a reasonable point
of time depending upon the number of changes/amendments that will
be issued after this version, revised version of the chapter would be
released incorporating all the changes/amendments.
1.5 This manual does not replace or supersede, in any way, the
instruction contained in the following manuals:
i) Industry Quality Control on Aviation Fuels;
ii) Industry Quality Control on Non-Aviation Fuels;
iii) Aviation Operations
iv) Tanker Operations
v) Health, Safety and Environment
vi) Engineering (all volumes).
vii) Product Loss Control All volumes.
viii) Security
ix) Audit
x) Budget
xi) Automation
xii) Maintenance & Inspection
xiii) HR
xiv) All statutory guidelines and standards issued by statutory /
regulatory authorities.
The above list of manuals is only illustrative.
1.6 This manual has been compiled and issued by Operations
Department, Head Office basically for internal use at all operating
locations. As such, it should not be issued to any external agencies
and should be treated as confidential.

The responsibility for issuing amendments and keeping it updated will
rest with Operations Department, Head Office.

1.7 TRAINING:
1.7.1 All the personnel in Operations Department shall be thoroughly
trained before getting independent assignments especially for
the automated terminals.
1.7.2 The location in-charges will ensure that all personnel working in
the location receive adequate training in all areas of operations
at the location.

1.8 FUNCTIONS AND RESPONSIBILITES:
1.8.1 The overall responsibility for the safe and efficient operations at
the locations shall rest with the location in-charge. However, all
officers working at the location shall have following functions
and responsibilities as entrusted by the location in-charge from
time to time.
i. Implement all statutory requirement related to Receipt,
Storage and Dispatch of products.
ii. Implement Corporate Policies and Procedures in the most
transparent way relating to Operations, Quality Control,
Safety, Security, Finance, HR and M & I.
iii. Impart adequate training to subordinates to enable them
to perform their duties satisfactorily.
iv. Develop and maintain good relationship with all
customers and other connected agencies including
internal customers.
