Public Contract
There are two instances where Tendering Registration is applicable and they are as follows;
Tenderer and Tender applicant been the same person
Tenderer and Tender applicant been different people
Eligibility
Tenderering contract should exceed Rs. 5 million
Submission Procedure
Obtain Application Form
The Applicant should obtain the application form from the Information Counter of the Department. If the Tenderer
and the Tenderer applicant are the same
Application Form : PCA 01
If the Tenderer and the Tenderer applicant are different.
Application Form : PCA 01, PCA 10
Working Hours
Department - 9:00 am 4:30 pm : Monday - Friday
Counter Open Hours - 9:00 am 3:30 pm : Monday - Friday
Closed on Public and Mercantile Holidays
Support Documents Required :
If the Tenderer and the Tenderer applicant are the same : No documents required
If the Tenderer and the Tenderer applicant are different. : PCA 10 or request letter from Tenderer
Handover Application
The applicants should submit filled application along with the support documents to the information counter (
Department of the Registrar of Companies ).
Application Forms
PCA 01 : Application for registration as Agent, Sub Agent, Representative or Nominee for or on behalf of Tenderer
where Contract cost exceeds Rs. 5000000.00
PCA 10 : Certificate of Appointment as Agent, Sub- Agent, Representative or Nominee for or on behalf of Tenderer
by Tenderer.
PCA 02 : Application to Register a Public Contract
Procedure
Step 1 : The applicant obtains the application form from the Information Counter
Step 2 : The applicant should submit filled application form along with the support documents to the Subject clerk
Step 3 : The subject clerk verifies the documents
Step 4 : The subject clerk requests the applicant to make a payment of Rs. 500 at the Shroff Counter
Step 5 : The applicant is issued a receipt from the Shroff Counter once payments are Made.
Step 6 : The subject clerk submits the documents to the Registrar or Deputy Registrar for approval
Step 7 : Upon approval, the subject clerk prepares the certificate and get it signed by the Registrar
Step 8 : The applicant collects the certificate PCA 03 by showing the payment receipt
Step 9 : The applicant should produce the certificate to the Tender Board
Step 10 : The Tender board decides upon approval or disapproval of Tender applicant Request
Step 11 : Upon approval, the applicant fills form to obtain second certificate
Step 12 : The applicant submits filled form along with letter to the subject clerk
Step 13 : The subject clerk verifies the document and the application forms ( PCA 2 and PCA 3 ) and submits to
the Registrar
Step 14 : The Registrar approves the request
Step 15 : The applicant collects the certificate by submitting a receipt

Process Timeline
Issuing of Certificate PCA 02 Within a day
Issuing of Certificate PCA 04 Within a day
Note : For a Special Society 3 Months. The forming of a special society will have to be approved by the Ministry.
