PRODUCT SUMMARY
1.1
The RNC performs functions of system access control, security mode control,
mobility management (including soft/hard handover control), and radio
resource management and control. The RNC provides all the functions
stipulated in the 3GPP R99/R4/R5 protocol, offers Iu, Iub and Iur series
standard interfaces and supports interconnection with CNs, RNCs or Node Bs
of various vendors. The system adopts distributing modular design, and it
features high expandability, high reliability and large capacity.

Standards Compliance
RNC is fully compliant with series specifications demanded by 3GPP FDD
R99/R4/R5/R6.

the system non-blocking data transaction capability. Comparing with ATMbased platform, it features convenient maintenance and configuration, flexible
expandability, higher transmission efficiency, and agiler transmission
mechanism, which can meets the future requirements of increasing mobile
data services.
3, High reliability:
The RNC is highly reliable. All the key components of the system are in 1+1
active/standby mode and rest components are in N+1 backup. The system
supports online software download and does not need to reboot after version
upgrade.
4. Outstanding radio resource management:
ZTE owns dozens of patents on radio resource management of the RNC. It
supports automatic optimization of radio parameters and can intelligently
allocate and schedule radio resource priorities according to network load
situation and QoS level.
5. Abundant Interfaces and Flexible Networking:
RNC supports ATM/IP dual protocol stack, it supports all kind of physical
interfaces such as E1/T1, E3/T3, STM-1, STM-4, channellized STM-1, POS,
FE and GE etc. At different phases, RNC can flexibly network according to
different conditions, and is easy to upgrade to IP UTRAN

The RNC system is built in a standard 19-inch cabinet, and the dimension of
height* width* depth is 2000* 600* 800 (mm). The rack of RNC system and

Hardware Architecture
RNC hardware logical units are shown as:

2.2.1
ROMU
The ROMU (RNC Operation and maintenance unit) is responsible for the
general processing and implementing O&M control (including O&M
agent) of the entire system as well as system clock supply and external
synchronization. It includes ROMB (RNC Operating & Maintenance
Board) and ICM (Integrated Clock Module).
(1) ROMB
ROMB as RNC O&M agent is used to monitor and manage all of the boards
in the system, and to implement the general processing of the system and
route protocol management.

ICM
board
is
responsible
for
the
clock
supply
and
external
synchronization. ICM board gets clock reference from BITS GPS receiver
or the circuit. After synchronization, the signal is used at every interface
shelf.

2.2.2
RAU
RAU (RNC Access Unit) provides the interface access function for Iu, Iub
and Iur of RNC. RAU is configured with the following boards: APBE (ATM
Process Board Enhanced Version), GIPI (GE IP Interface), IMAB
(IMA/ATM protocol processing Board), SDTB (Sonet Digital Trunk Board)
and DTB (Digital Trunk Board).
1ABPE
APBE provides STM-1, STM-4 interface and accomplish AAL2, AAL5 hybrid
SAR function. The ATM is terminated here. It accomplishes the IMA
processing of E1/T1, E3/T3, and CSTM-1 interfaces together with DTB,
SDTB. APBE board can also realize E3/T3 interface by configuring sub-card.

RPU
The RPU (RNC Processing Unit) processes control plane signaling and user
plane information, including RCB (RNC control board) and RUB (RNC user
board) boards.
(1) RCB
It has 2 logical processing functions. One is responsible for the Iu, Iub, Iur
and Uu radio control plane protocol processing. The other is responsible
for the IP signaling processing.
(2)RUB
This board is used to complete the CS service FP/MAC/RLC/UP protocol,
PS service FP/MAC/RLC/PDCP and PS service GTP-U protocol
processing.
2.2.5
RPMU
RPMU (RNC Peripheral Monitor Unit) belongs to ROMU. It provides
monitoring function to peripheral equipments, and collects information of all
boards, alarms while the system has faults. It includes PWRD (PoWeR
Distributor) and ALB.
(1) PWRD
PWRD is responsible for the collecting of peripheral and circumstance
information, including the PWRD and fans status, temperature, smoke, water
and infrared alarming.
(2) ALB
Alarm box will send the different level alarms according to different fault
situations of the system in order to be managed and intervened in time by the
equipment management personnel.

SYSTEM CONFIGURATION
RNC rack contains 4 shelves. With different functions, the shelves are named
Control Shelf, Resource Shelf and Switch Shelf. These 3 kinds of shelves will
be configured with a certain rule and be inserted into the RNC rack as a full
functional system. Additionally, it also supports log server being inserted into
it.
Control Shelf: is responsible for the control plane signaling processing, O&M
processing and clocking. It has ROMB, RCB, ICM, UIMC, CHUB boards.
Resource Shelf: is responsible for the lower layer and user plane processing.
It has APBE, GUIM, RUB and GIPG boards.

Switch Shelf: provides level 1 IP switch platform for the resource shelves
expansion. It has GLI, PSN and UIMC boards.
Log server: this 19 inch width server will record log data and some of the
performance statistic data. It is below 2U in height, and it can be used
according to different conditions:
Deposit in the Internal RNC rack and occupy the 4th shelf (the
bottom one) of the 1st rack. Input with -48V DC. Usually used
while there is no special server rack.
A standard server rack, input with 220V AC. Deposit at the special
server rack together with network management server.
RNC can connect with BME, which achieves the function of bandwidth
convergence and interface convergence. It can be flexibly networking (see
chapter 8 transmission networking solution). BME can be internal or external
deposited. If it is internal deposited in the RNC, it will occupy a shelf space.
Then, this shelf will be called expansion shelf. In this case it will replace the
RUB GLI boards with the level 1 IP switch. The quantity of the expansion
shelf is not limited, it depends on the Node B interface type and quantity. The
number of interface provided by each expansion shelf is listed as:

The entire system can support up to 1 million users and 3.38Gbps (both DL
and UL) data throughput. The scale of RNC system can be flexibly configured
according to different applications. RNC upgrades by increasing resource
shelves. The corresponding control shelf and switch shelf are configured
along with them. A single resource shelf can support up to 200 thousand
users and 736Mbps (both DL and UL) data throughput. The typical
configuration scenarios are listed from the least of the resource shelves down
to the most.

4.1.1
Location
It can provide CellID, CellID+RTT and AGPS these three location
methods to confirm the UEs current position. Thereinto, APGS supports
UEB and UEA modes, which adopts UE as the basic and accessorial tool
respectively. AGPS can apply the internal served GPS or external GPS
as reference.
4.1.2
HSDPA
HSDPA supports Background, Interactive and Streaming services. The
cell peak rate is up to 14.4Mbps in DL.
4.1.3
HSUPA
It includes HSUPA basic services and the mobility function. The
maximum cell peak rate is up to 1.9Mbps in UL now.

MBMS
It supports broadcasting, multicasting functions. Multicasting function supports
counting function, PtP and PtM and also supports mobility management and
MBMS services of Streaming and Background.

Synchronization
In the UTRAN, synchronization includes network synchronization, node
synchronization, transmission channel synchronization and radio interface
synchronization etc.

Paging Support
Paging function is used to ensure that UE can receive the paged message
under any condition, thereby UE can be connected to the network.
4.3
RRM
RRM function is responsible for the air interface resource allocation and
utilization and ensuring the system QoS, obtaining the programmed
covering area and improving the capacity. RRM includes the radio
measurement, admission control, load control, power control, packet
scheduling, handover control and dynamic radio bearer control.

4.3.1
Radio Measurement
The purpose of radio measurement is to measure the radio channel quality.
The measurement can be the neighbor cell receiving signal strength, the bit
error rate, receiving interference power level, the total DL transmission
power, covered area, Doppler bias, synchronization status etc. The measure
results are applied for the handover decision, admission control and load
control, etc.
4.3.2
AC
AC (admission control) function considers the current resource status and
makes the decision to allow or refuse the new user or radio link access. RNC
makes the decision to avoid any overload state according to the UL
interference and DL power. The AC is happening in the initial stage of UE
access, RAB allocation/reallocation and handover.
4.3.3
LC
LC (load control) monitors the system load status. If the system is close to the
overload or already in the overload status, LC will enforce the system back to
the stable status smoothly. When the system is back to the stable status, LC
will balance the QoS and other resources among services to acquire the
better data rate or the better transmission reliability.
4.3.4
PC
The PC (power control) function of RNC includes the DL open loop power
control, power balance, UL external loop power control and DL external loop
power control, UL open loop power control.
The DL open loop power control is that RNC sets the initial basestation DL
channel power based on the DL measure report of UE.
Power balance is to balance the transmission power among one or several
DL radio links when the RNC realizes the balance of macro diversity. It is
used to solve the problem of power excursion.

The UL external loop power control is that RNC sets the QoS target value of
the Node Bs UL internal loop power control by estimating the transmission
channel quality, so as to control the QoS of uplink radio channels.
The uplink open loop power control is to set the initial transmitting power of
the UE according to the reported measurement information of the UE in the
case of random access.
The downlink external loop power control is implemented by UE it also sets
the QoS target value of power control on the downlink internal loop according
to the QoS estimation of the transmission channel, so as to control the QoS of
downlink radio channels. The RNC sets some parameters used in power
control of the downlink external loop.
4.3.5
HC
HC (handover control) implements the radio interface mobility management,
based on radio measurement to ensure CNs requirements of QoS. It has
these scenarios;
It happens between Node Bs which are under the same RNC control .
It implements the hard handover between NodeBs under the same RNC
control.

It is that the Iu interface transfers from SRNS to DRNC when all radio
links are transferred in the DRNC.
4.3.6
PS
PS (packet scheduling) implements the radio resource scheduling among the
non-real time radio bearers of the users who are activated at the same time. It
ensures the maximum transmission of non-real time data without interference
to the real time services through the help of load monitoring.

DRBC
DRBC (dynamic radio bearer control) will properly allocate the resource
according to the requirements of users and system resource status. This will
ensure the maximum resource utilization. The system supports channel
handover between HS-DSCH, DCH, FACH, PCH, E-DCH and RACH.

Configuration management implements management of the system data. It
includes static data management and dynamic data management according

5.2
Performance Management
Performance management is one of the main management functions of TMN.
It monitors some service events and network operation in real time. It stores
network performance data for a long term for the sake of evaluation and trend
analysis of Public Land Mobile Network. Performance management is
implemented through performance measurement and service statistics. The
network maintenance personnel collects various performance indices by
defining a series of measurement tasks to implement network performance
management, verifies the physical and logical allocation, and detects potential
problems as early as possible.
5.3
Fault Management
Fault management is one of the main management functions of TMN,
consisting of series operations such as detection, location and failure
recovery in case of network failure. It is implemented through the background
EMS and the foreground. As an important functional module, the foreground
failure management module collects messages on alarms, alarm recovery
(referred to as alarm messages hereinafter) and notifications from various
alarm sources in the RNC system. Then the failure management module
analyzes and classifies these messages before delivering them to the
background, so that the background can monitor the operation of the RNC
system in real time.

Other Functions
Other O&M functions include version management, signaling tracing,
transaction management, and itf-N interface.

RELIABILITY DESIGN
6.1
6.2
EMC Design
The EMC design is mainly presented in the shielding and grounding of racks
and sub-racks. The shielding is designed in terms of sub-rack level at
frequency of 30 MHz to 1 GHz. The minimum shielding feature is 40 dB. The
cabinet has a integrating architecture even when the shielding material is not
installed.
As the sub-rack must provide the EMC feature, the surface of the sub-rack is
specially electroplated to ensure excellent conductance of the sub-rack. The
joint part between sub-racks and connectors is conducted through the
conductive elasticity plate to eliminate the long gap. To ensure grounding for
the whole equipment, an anti-static grounding device is reserved on the subrack.
6.3

Thermal Design
Because of high power consumption of the sub-rack, a heat dissipation
solution is adopted. In the sub-rack, air comes in from the bottom and goes
out from the top. This method makes heat involuntarily dissipated to meet the

ventilation and dissipation requirements. The air mainly comes from the
ventilation hole on the lower part of the front/back door, and dust-proof
problem is considered for all ventilation vents. A set of fans are installed on
the top of the rack to exhaust air.

Security Indices
Optical Interface Protection
The optical interface design and optical module chosen are according to the
requirements of BS EN 60825-2-2000.
Racks Stability
The layout of the rack shall maintain the overall symmetry. Under the premise
to ensure the performance indices and thermal design requirements, the
gravity center shall be lowered as much as possible to improve the overall
stability. In normal conditions, the equipment shall not be inverted on a 10
degrees tilt platform. The shell of the equipment must be able to resist some
external percussion. The case, shelves, and shell must be fixed reliably,
without the tendency to scatter.
Rack Protection Grade
Security protection grade is IP20 (2indicates that prevents the object which
is bigger than 12mm such as finger to insert into. And 0 indicates that has
no special water protection)
Steel Ball Test
Such test can be done by using the integrity rack shell of sample or the other
biggest area of not enhanced part: one 500g steel ball will free fall from 1.3m
height to hit the up surface of the equipment, the case has no clearly indent.

Lightning Protection
The system provides lightning protection measures. The working ground and
the protection ground are reliable with the grounding resistance of the
protection ground less than 1 ohm. The protection grounding terminals are
anti-corrosive, the insulating layer of the grounding conductor is yellow-green.
There is tooth-shape washer for the connection between the protection
ground and the screw of shell (or PCB) to make the protection group more
reliable and stable.
Current leakage
Current leakage of the overall system: <3.5 mA.
Security Marks
A clearly and long term sticky tags or marks must be labeled to ensure no
mistake of wrong board and cable connection. It has indicator, switch and
button and mark with clear color to indicate the meaning of the system
running status.
Heat Resistance and Flame Proof
The case can resist heat and flame. The outside case and clapboard
between shelves are all made of flame proof, heat resistance and explosion
prevention material. All material and units has the flame proof level better
than V-2 or HF-2.
Input Current
Under the condition of rated input voltage, the input current shouldnt be
more than110% of rated current.
Abnormal Situations

in reverse, fan locked and other man-made faults caused by mistake
operations.
The Isolation of Communication Network to Ground
The components bridged at the normal position will not be damaged if the
1000Vac grounding insulation between the telecom network circuits and
grounding components is not punctured.
The Stable Anti-electric Strength of Network Voltage Protection
As for TNV-1 circuit, whether it can be connected or not, it meets the
requirements of the stable anti-electric strength of network voltage
protection.
