ZTE Confidential Proprietary

page 18/38

ZXWR RNC Techinial Specification

4.3.1

Radio Measurement
The purpose of radio measurement is to measure the radio channel quality.
The measurement can be the neighbor cell receiving signal strength, the bit
error rate, receiving interference power level, the total DL transmission
power, covered area, Doppler bias, synchronization status etc. The measure
results are applied for the handover decision, admission control and load
control, etc.

4.3.2

AC
AC (admission control) function considers the current resource status and
makes the decision to allow or refuse the new user or radio link access. RNC
makes the decision to avoid any overload state according to the UL
interference and DL power. The AC is happening in the initial stage of UE
access, RAB allocation/reallocation and handover.

4.3.3

LC
LC (load control) monitors the system load status. If the system is close to the
overload or already in the overload status, LC will enforce the system back to
the stable status smoothly. When the system is back to the stable status, LC
will balance the QoS and other resources among services to acquire the
better data rate or the better transmission reliability.

4.3.4

PC
The PC (power control) function of RNC includes the DL open loop power
control, power balance, UL external loop power control and DL external loop
power control, UL open loop power control.
The DL open loop power control is that RNC sets the initial basestation DL
channel power based on the DL measure report of UE.
Power balance is to balance the transmission power among one or several
DL radio links when the RNC realizes the balance of macro diversity. It is
used to solve the problem of power excursion.

ZTE Confidential Proprietary

page 19/38

ZXWR RNC Techinial Specification

The UL external loop power control is that RNC sets the QoS target value of
the Node Bs UL internal loop power control by estimating the transmission
channel quality, so as to control the QoS of uplink radio channels.
The uplink open loop power control is to set the initial transmitting power of
the UE according to the reported measurement information of the UE in the
case of random access.
The downlink external loop power control is implemented by UE it also sets
the QoS target value of power control on the downlink internal loop according
to the QoS estimation of the transmission channel, so as to control the QoS of
downlink radio channels. The RNC sets some parameters used in power
control of the downlink external loop.

4.3.5

HC
HC (handover control) implements the radio interface mobility management,
based on radio measurement to ensure CNs requirements of QoS. It has
these scenarios;

Inter RNC softer soft handover

Inter RNC soft handover

It happens between Node Bs which are under the same RNC control .

Intra RNC soft handover

It implements the handover between sectors with the same frequency

and under the same basestation.
It happens between Node Bs which are under the different RNC control
through the Iur interface.

Inter RNC hard handover,

It implements the hard handover between NodeBs under the same RNC
control.

Intra RNC hard handover,

ZTE Confidential Proprietary

page 20/38

ZXWR RNC Techinial Specification

It implements the hard handover between NodeBs in the different RNC

control through the Iur interface.

Reverse handover

It means the handover controlled by UE when the configuration failed or

under the best radio environment such as CELL UPDATE and URA
UPDATE. It also includes inter and intra reverse handover.

SRNS relocation

It is that the Iu interface transfers from SRNS to DRNC when all radio
links are transferred in the DRNC.

4.3.6

PS
PS (packet scheduling) implements the radio resource scheduling among the
non-real time radio bearers of the users who are activated at the same time. It
ensures the maximum transmission of non-real time data without interference
to the real time services through the help of load monitoring.

4.3.7

DRBC
DRBC (dynamic radio bearer control) will properly allocate the resource
according to the requirements of users and system resource status. This will
ensure the maximum resource utilization. The system supports channel
handover between HS-DSCH, DCH, FACH, PCH, E-DCH and RACH.

RNC O PERATION AND MAINTENANCE

UTRAN implements the functions of integrated management of WCDMA and
other equipments, monitoring and maintenance through OMC system
(Operation & Maintenance Control). The client/server structure is adopted in
the OMC system. The server background is based on the Oracle database of
Unix server. The client adopts Windows NT workstation, provides network
element management for the ZXWR RNS, includes alarm performance and
configuration etc.
The networking topology of OMC system is shown as the following figure.
Thereinto, the application server establishes direct communication connection
with RNS to complete all kinds of application requirements. The client is only
for inputting of users commands and displaying of the result. The local client
and its server are in the same LAN, while the remote client located in the
distant LAN, which is not together with the server.

transaction management interface is provided.

In the hierarchy structure of Telecommunication Management Network (TMN)
as described by the ITU-T, the OMC is in the NE management layer. It
provides interfaces and methods of network management layer access and
enables the management equipment to implement the related management
operations. It further provides all management functions required by the TMN

management.

5.1

Configuration Management
Configuration management implements management of the system data. It
includes static data management and dynamic data management according
to the data type and operation attribute. The static data management is also
called configuration data management, consisting of data configuration (entire
table

configuration)

and

data

modification

(increment

configuration). Static data management includes radio data management,

terrestrial data management, version data management and measurement
task data management according to the operated static data. Different
configuration data is associated with different resources of RNC, different
operating methods and requirements. Dynamic data is the data produced
during the running of the foreground equipment which includes dynamic data
operation,

5.2

Performance Management
Performance management is one of the main management functions of TMN.
It monitors some service events and network operation in real time. It stores
network performance data for a long term for the sake of evaluation and trend
analysis of Public Land Mobile Network. Performance management is
implemented through performance measurement and service statistics. The
network maintenance personnel collects various performance indices by
defining a series of measurement tasks to implement network performance
management, verifies the physical and logical allocation, and detects potential
problems as early as possible.

5.3

Fault Management
Fault management is one of the main management functions of TMN,
consisting of series operations such as detection, location and failure
recovery in case of network failure. It is implemented through the background
EMS and the foreground. As an important functional module, the foreground
failure management module collects messages on alarms, alarm recovery
(referred to as alarm messages hereinafter) and notifications from various
alarm sources in the RNC system. Then the failure management module
analyzes and classifies these messages before delivering them to the
background, so that the background can monitor the operation of the RNC
system in real time.

5.4

Other Functions
Other O&M functions include version management, signaling tracing,
transaction management, and itf-N interface.

RELIABILITY DESIGN

6.1

Hardware Redundancy Design

In order to ensure reliability, RNC provides 1+1 backups for the key boards
such as ROMB ICM RCB UIMC GIMU CHUB. PSN GLI RUB and each of the
interface boards adopt share-load method, which is named redundancy
resource pool. The entire system performance will not be affected if
individual board has fault. Fiber and end to end connection is used for the
interface board, and APS is used to protect it and ensure high speed circuit
especially the reliability of optical interface transmission.

6.2

EMC Design
The EMC design is mainly presented in the shielding and grounding of racks
and sub-racks. The shielding is designed in terms of sub-rack level at
frequency of 30 MHz to 1 GHz. The minimum shielding feature is 40 dB. The
cabinet has a integrating architecture even when the shielding material is not
installed.
As the sub-rack must provide the EMC feature, the surface of the sub-rack is
specially electroplated to ensure excellent conductance of the sub-rack. The
joint part between sub-racks and connectors is conducted through the
conductive elasticity plate to eliminate the long gap. To ensure grounding for
the whole equipment, an anti-static grounding device is reserved on the subrack.

6.3

Thermal Design of the Overall System

6.3.1

Thermal Design
Because of high power consumption of the sub-rack, a heat dissipation
solution is adopted. In the sub-rack, air comes in from the bottom and goes
out from the top. This method makes heat involuntarily dissipated to meet the

ZTE Confidential Proprietary

page 25/38

ZXWR RNC Techinial Specification

ventilation and dissipation requirements. The air mainly comes from the
ventilation hole on the lower part of the front/back door, and dust-proof
problem is considered for all ventilation vents. A set of fans are installed on
the top of the rack to exhaust air.

6.3.2

Ventilation Design
The ventilation and dissipation of the system is shown as:

RNC TRANSMISSION NETWORKING

SOLUTION

8.1

Iub/Iur Interface Networking Solution

8.1.1

BME
BME (Basestation multiplex equipment), is a part of ZTE WCDMA radio
network subsystem. It includes following main functions:

Support ATM-IP gateway function by transferring between IP/UDP

and AAL2/CID.

Support ALCAP(Q.2631.1) over IP/SCTP.

Support signaling services transformation between IP and ATM

bearer.

Provide basic IP route function.

ZTE Confidential Proprietary

page 34/38

ZXWR RNC Techinial Specification

By the application of BME, RNC can be used in multi-transmission network

and upgraded smoothly to the IP UTRAN. BME mainly has two kinds of
networking solutions:
BME located close to the RNC;
BME located remotely.
8.1.1.1

BME Located Close to the RNC

When BME is close to the RNC, these two will be deposited in the same rack.
The following is a typical application scenario which is used to solve the
problem of RNC interface convergence. It is shown as:

BME4
Fig 16 BME Located Close to the RNC

When BME is applied with RNC, BME connects with RNC through Ethernet
switcher and no router is needed. Usually a single RNC has several resource
shelves, every shelf has interface boards, so several BMEs may be
configured. Considering the reliability, the double-layer composed by two
switchers is adopted.

8.1.1.2

BME Located Remotely

In this condition, BME can work with single shelf or with distributed several
BMEs. It can be deposited in Node B side, microwave convergence node, or

ZTE Confidential Proprietary

page 35/38

before the access transmission trunk. It is shown as the red triangles in the
following figure.
Normally, there are two kinds of mode of Node B transmission networking:
1Node B access to the SDH directly;
2 Node B access to SDH as topology of circle, star or tree etc. The
transmission media can be cable or microwave.
In the following figure, yellow/brown ellipses indicate SDH transmission
equipment. The red triangles indicate BMEs, which will reduce the demand of
the transmission bandwidth and then reduce the OPEX. While it is microwave
networking, it can further reduce the demand of the microwave equipment.

Networking Mode Based on ATM Switch

If the operator already has an ATM network and can provide ATM STM-1
interface, the choices are either connecting to RNC directly or using a BME

switch. The advantage of using a BME switch for this scenario is: ATM from
NodeB terminates at BME which transforms ATM UTRAN of NodeB to IP

8.1.3

Networking Mode Based on SDH

Aimed at the narrowband E1 interface or channelized STM-1 interface
provided by SDH transmission network, the BME is also used to converge
and switch. Below is showing the advantages:
1) The BME can converge lots of low speed interfaces to decrease the stress
on RNC and avoid the bottleneck in the RNC interface.
2) The further transmission network upgrade will not affect RNC, the only
one thing needed to do is to add new interface board on BME.

According to different sites, some Node Bs with IP interfaces can connect to
RNC through IP network, while other Node Bs without IP interfaces still
through traditional SDH.
Or, according to different services, all CS packets go through SDH, and all
PS packets through IP network.

Iu Interface Networking Solution

Iu interface is the interface between RNC and MSC, SGSN or MGW. It
adopts both of the ATM and IP protocol, and can use MSTP technology to

form an ATM VP-Ring with convergence and statistic functions. The VP-Ring
can implement high-efficiency transmission between RNC and MSC, MGW
or SGSN. Additionally, the ring protection function can enhance the
transmission reliability. The following figure shows the solution for Iu interface
transmission.
