1. WELCOME!

As the Clerk of the Course for the 37TH K-1000 Rally its a pleasure for me to
present our event in 2011. This event does not need an elaborate introduction for
any Rallying buff in the Country, but we still thought it appropriate that we make this
years event even more informative.

2. THE EVENT & HISTORY

Sports has always projected an exuberance of youth, Motorsports in particular has
been growing in popularity among todays youth. This is mainly due to the influx of
different models of vehicles into the market, thereby increasing the REACH
among motor sporting enthusiasts.

We at Karnataka Motor Sports Club (KMSC) have been organising different forms
of motor sporting events for more than five decades. The KMSC owes its origin to
Bangalore Motor Cycling Club. KMSC is also the founder member of the
Federation of Motor Sports Club of India which is the sole governing body for
Motorsports in India.

Due to our constant commitment to Motorsports over the years, Karnataka now is a
Hub for Motor sporting activity. Awareness and intensity is very high in our state.
We have dedicated members and volunteers from various fields to support us
accomplish organise events efficiently with clockwork precision.
We conduct events for two wheelers and four wheelers every year which includes
National Rally events, Hill Climb, Drag Meet, Picnic Rally, Dirt Tracks, Motorcross,
TSD Rallies, etc., Some of our events have had an international status.

Come August and its time for our premium event, The Karnataka- 1000 Rally which
has run for 36 consecutive years since August 1975 to commemorate the Indian
Independence.This by itself shows the commitment of KMSC towards motorsports
in our country. Our members have also been supporting various events across the
country; assisting organizing clubs organize motor sporting events.

2.1. THE ROUTE
The rally starts from Clarkes Exotica on the New Airport Road for the special
stages at Ram Farms Siddlaghatta, Kolar Dist.

On Sunday the 21
st
the action in the morning continues at Ram Farms and shifts in
the afternoon to Clarkes Exotica for the SSS. The total distance of the rally would
be approximately 387.01 kms of which 109.55 kms form the special stages on dirt
roads, promising spectacular viewing.

The rally gets its continued support year after year from the Government, the
Police, and the sponsors, making it one of the most prestigious events in the Indian
Motor Sports calendar. There are also a dedicated team of Motor Sport enthusiasts
assisting on the sidelines for efficient running of the event. They are the HAM co-
coordinators, Doctors, Marshalls, not to mention others.

The stages to be driven are familiar from previous years with some modifications.

Once again, welcome to the 37TH K-1000 Rally 2011!

7.2 Entry Procedure

Those wishing to take part in this rally must send the enclosed entry form,
duly completed, to the Permanent Secretariat at the address given, prior to
the closing of entries as per programme.

Entry fees must be paid by Demand Draft in favour of Karnataka Motor
Sports Club, payable at Bangalore. The fees may be paid in Cash.
Cheques are not accepted. In the case of the team entrant, the entry form
can be signed by the entrant and the Driver and the Co-Driver must sign it
before the pre-event scrutiny. Details concerning the Co-Driver can be sent
up to the date as mentioned in the programme.

If the entry is sent by facsimile or email, the original must reach the
organizers at the latest, two days after the final date for close of entries.

7.3 Number of Entrants & Classes

Maximum number of entries: 50 (Fifty)
If more than the specified maximum numbers of entries are received, the
same shall be kept as reserve entries and will be accepted on a first
come first serve basis if and when vacancy arises.

7.5 Payment

The entry fees can be paid by Demand Draft in favour of Karnataka Motor
Sports Club, payable at Bangalore OR by Cash.

7.6 Refunds

Entry fees will be refunded in full only:

- To Candidates whose entry has not been accepted
- In the case of the rally not taking place

The organizers will refund 50% of the entry fee to those competitors who, for
reasons of Force-Majeure, duly accepted by the organizing committee were
unable to start the rally.

8. INSURANCE:

8.1 Description of Insurance Cover

Cover provided by FMSCI with permit.

Officials: All officials connected with the event are covered under
Group Insurance Policy for Personal Accident for Rs. 2,00,000/- with
Rs. 40,000/- medical expenses extension per person. (Maximum 100
No).

Additional Insurance taken by Organiser

Public Liability: Insurance for Rs. 50,00,000/-, which adequately
covers any Liability incurred during the running of the event for injury to
Third Persons or Damage to Public Property has been taken.
8.2 In the event of an accident the competitor or his representative must
notify the next radio point if on a special stage OR the Clerk of the
Course in writing within 4 hours if during a transport / liaison section.
He must provide full details including the names and addresses of those
involved and any witnesses.

8.3 The competing cars must carry Rally Cover Insurance valid for, 20

8.4 The Service and Reconnaissance Vehicles, even those bearing Special
Plates by the Organisers may never be considered as Official
Participants in the Rally. They are therefore not covered by the
Insurance Policy of the Rally and will remain the sole responsibility of
their owners.

8.5 ALL CREWS COMPETING IN THIS EVENT MUST HAVE A MINIMUM
PERSONAL ACCIDENT INSURANCE POLICY, (COVERING MOTOR
SPORTS) OF RS. 2,00,000/-(TWO LAKHS HIGH RISK TABLE 3 OR
ABOVE).

9. RECONNAISSANCE

9.1 Procedure for Registration

Crews must report to Rally Headquarters for registration prior to
commencing reconnaissance.
They must submit details of the reconnaissance car.

Each crew will be issued with two vehicle identification cards which must be
displayed on the top of the co-drivers side of the front wind screen and on
the co-drivers rear side window during reconnaissance, and a pass valid for
up to TWO passages over each special stage. This pass must be carried in
the reconnaissance vehicle, shown to and endorsed by an official at the start
and finish of each special stage during reconnaissance.

9.2 Specific and /or National Restrictions

9.2.1 For all competitors reconnaissance will be carried out in accordance
with the FMSCI 2011 General Prescriptions with a maximum of 2
passes over every stage in accordance with the reconnaissance
schedule given in Appendix II.

9.2.2 Reconnaissance outside the schedule will be considered a very serious
offence and will be reported to the Stewards who may apply sanctions.

9.2.3 Reconnaissance will be conducted strictly in accordance with the
published schedule. No late entry into a stage for reconnaissance will be
permitted.

9.2.4 Maximum speed allowed on all special stages during reconnaissance is
60 Kph except Super Special Stage. In super special stage
crews will do reconnaissance by walking pass.

9.2.5 Crews must have the vehicle headlamps switched on while traveling on
special stages during reconnaissance.

9.2.6 Crews are only permitted to enter a special stage from the start points
shown in the road book and will NOT under any circumstances drive
in a direction opposite to that of the rally, unless instructed by an
official of the event.

9.2.7 Crews must stop at the Start and Finish (and other locations where
instructed) of the stage where rally official will endorse the crews
reconnaissance pass card.

It is home to numerous public sectors such as heavy industries, software
companies, aerospace, telecommunications, machine tools, heavy equipment, and
defence establishments. Bangalore is known as the Silicon Valley of India owing to
its pre-eminent position as the leading contributor to India's IT industry. Bangalore
has developed into one of India's major economic hubs and was mentioned by
CNN as one of the "best places to do business in the wired world".

Climate

The Hesaraghatta Lake in Bangalore
Due to its high elevation, Bangalore usually enjoys salubrious climate throughout
the year, although freak heat waves can make things very uncomfortable in the
summer. The coolest month is January with an average low temperature of 15.1 C
and the hottest month is April with an average high temperature of 33.6 C. The
highest temperature ever recorded in Bangalore is 38.9 C and the lowest ever is
7.8 C (on January 1884). Winter temperatures rarely drop below 12 C (54 F),
and summer temperatures seldom exceed 3637 C (100 F). Bangalore receives
rainfall from both the northeast and the southwest monsoons and the wettest
months are September, October and August, in that order.

The summer heat is
moderated by fairly frequent thunderstorms, which occasionally cause power
outages and local flooding. The heaviest rainfall recorded in a 24-hour period is
179 millimetres (7.0 in) recorded on 1 October 1997.

Transport

The Bengaluru International Airport is located in Devanahalli.

Autorickshaws are a popular form of transport in the city.
The Taxi service is good
Bangalore is served by the newly-built Bengaluru International Airport (IATA code:
BLR) which started operations from 24 May 2009. The city was earlier served by
the HAL Airport which was India's fourth busiest airport.Air Deccan and Kingfisher
Airlines have their headquarters in Bangalore.
Three-wheeled, black and yellow auto-rickshaws, referred to as autos, are a
popular form of transport. They are metered and can accommodate up to three
passengers.
Taxi service within Bangalore is provided by several operators commonly referred
to as Citi taxis which can carry up to four passengers and are usually metered and
more expensive than auto-rickshaws.
Buses operated by Bangalore Metropolitan Transport Corporation (BMTC) are also
a means of public transport available in the city. While commuters can buy tickets
on boarding these buses, BMTC also provides an option of a bus pass to frequent
users. BMTC also runs air-conditioned, red-colored Volvo buses on major routes.
The Karnataka State Road Transport Corporation runs 10,400 buses, connecting
Bangalore with other parts of Karnataka as well as other states.
The diversity of cuisine available is reflective of the social and economic diversity of
Bangalore. Roadside vendors, tea stalls, and South Indian, North Indian, Chinese

and Western fast food are all very popular in the city. Udupi restaurants are very
popular and serve predominantly vegetarian, regional cuisine.
Bangalore is also a major center of Indian classical music and dance. Classical
music and dance recitals are widely held throughout the year and particularly
during the Ramanavami and Ganesha Chaturthi festivals.
The Bengaluru Gayana Samaja has been at the forefront of promoting classical
music and dance in the city. The city also has a vibrant Kannada theater scene with
organizations like Ranga Shankara leading the way.
Bangalore is also sometimes called as the "Pub Capital of India" and is one of the
premier places to hold international rock concerts.
The city, due to the influx of mainly software professionals, in their twenties, from
different parts of India, has developed a cosmopolitan culture and attitude. This has
made Bangalore a dynamic and eventful city.
The first internet service provider in Bangalore was STPI, Bangalore which started
offering internet services in early 1990s. This internet service was however
restricted to corporate, until VSNL started offering dial-up internet services to the
general public at the end of 1995. Currently, Bangalore has the largest number of
broadband internet connections in India.

APPENDIX 4: IMPORTANT CHANGES IN INRC REGULATIONS TO NOTE

1. Rally will run in 3 days. c.
Day 1 Scrutiny, Reconnaissance, Drivers Briefing, Pre-event press conference
(Only for Invitees), Ceremonial start etc.
Day 2 60-70% of Stages
Day 3 Balance 40-30% pf stages & SSS, Podium finish, Post events scrutiny
2. Entries will close 10 days before Day 1. All forms published by organisers with
SR must be sent by fax or by email 12 days before the event.
3. Entry list will be published 10 days before the event.
4. Points per event will be as per FIA 25, 18, up to 1 for 1st , 2nd up to 10th
Position overall and class wise.
5. Cash prize of INRC is increased by almost 30%
6. National Champions will also get Cash Prize in Annual Prize giving function of
FMSCI.
7. Support Classes to INRC (They will not compete with INRC cars)
RSC is removed and 1400 Star Cup is introduced. Any car (MPFI & Carbureted)
being homologated or having TDF form of FMSCI can participate in this class.
Gypsy Cup: - Apart from existing Gypsy class even T1 & T2 both can compete in
this same class.
Open Class: (No Points will be awarded. This will be class pertaining to that
event)
o Diesel Class
o Petrol Class
8. 2000 N+ will need use Hans for both crew members.
9. Pre-event Press conference is mandatory to only competitors as listed by
Organisers. Others can skip it if they wish to.
10. Super Special stage surface can be changed from the rest of stages.
