    consequences,timingandnatureof likelychanges.Thiswillhelpgovernments,industryand.
    communitiesprepareforpossibleimpactsof climatechange.
    TheDirectActionPlanispartof theGovernment'scommitmenttocaringfortheunique
    Australianlandscapethroughdirectandpracticalpolicymeasuresunderthefourpillarsof
    cleanair,cleanland,cleanwaterandnationalheritage.
    Acentralelementof theDirectActionPlanwillbetheestablishmentof anEmissions
    ReductionFund(theFund),throughwhichtheGovernmentwillpurchaselow-costabatement-
    an'abatementbuy-back'.Thiswillbeachievedthroughacompetitiveprocess,buyingupthe
    'abatementcostcurve'andwillensureweprovidepowerfulincentivesforbusinessestobring
    forwardthelowestcostemissionsreductionprojects.
    TheFundisfinanciallyresponsible,withacappedbudgetthatwillprovideapoolof capitalto
    createamarketforabatement.TheGovernmenthasalsopreviouslymadeclearthe
    Government'sintentiontoconsiderfurtheractionandtargetsin2015 onthebasisof
    comparablerealglobalaction,inparticularbymajoreconomiesandtradingpartners.

    informationontheEmissionsReductionFund.ThespeechisavailableonmyDepartment's
