2008, on the above subject where in it was informed that the ITIs/ITCs are permitted
to admit 30% more trainees from their sanctioned strength w.e.f. session started
from August,2008 to ensure optimum utilization of available infrastructure created

The selection procedure of Punjab State and other states candidates for the
admission in the session 2005-06 and onwards for the courses being run in the
institutions affiliated with the National/State Council for Vocational training shall be
made on the basis of marks obtained in the class of minimum entry qualification for
the admission as laid down below :-
1. 85% seats will be reserved for the candidates from the Punjab State and 15%
will be open to candidates for other States. The eligibility Criteria for 85% seats will
be, that the candidate must be a resident of Punjab State in terms of Punjab
Government. Candidates must has passed qualifying examination required for
admission in trade/ course from the school situated with in the State.
In case, the residence certificate is found at any stage to be false or incorrect, the
admission against Punjab quota shall be liable to be cancelled, without prejudice to
any criminal proceedings that may be initiated. Furthermore, the fees or any other
amount paid, including advance or security, shall be automatically treated as
forfeited.
2. The above condition regarding a candidates being resident of Punjab shall
not be applicable to the following categories of candidates:-
a. Children/ wards and dependents of Punjab Government employees and
employees of Boards/ Corporations/ Statutory Bodies/ Companies/ Co-
operative Societies set up or owned or controlled by the Punjab
Government, Including those established by or under an Act of the State of
Punjab or a Central Act, by the Punjab Government, posted within or
outside the state of Punjab.

b. Children/ wards and dependents of members of All India Services borne on
Punjab cadre, Irrespective of where the officer is posted. This shall also
include children, wards and dependents of members of All India Services
borne on cadres other than that of Punjab, provided the said officer is on
deputation with Punjab Government or any of its Boards, corporations,
statutory bodies, companies, co-operative Societies enumerated in sub-para
(b) above, irrespective his place of posting.
c. Children/ wards and dependents of the Central Government employees
who have served for at least two years in connection with the affairs of the
Punjab Government or any of its Boards/ Corporations/ Statutory Bodies/
Companies/ Co-operative Societies enumerated in sub-para (b) above out
of 5 years proceeding the year of admission
d. Children/ wards and dependents of those Punjab Government pensioners
settled outside Punjab.
e. Children/ wards and dependents of military/ para-military forces
personnel belonging to the State of Punjab as per record at the time of their
entry in service (A certificate on prescribed Performa by the Commanding
officers of the unit has to be furnished) and
f. Children/ wards and dependents of the ex-employees of military/ para
military forces personnel belonging to the State of Punjab as per record at
the time of their entry into service.
3. A candidate must have passed the Educational qualification from the
recognized board/ Punjab State Educational Board/ CBSE/ ISCSE.

4. The guideline issued for the grant of residence certificates/ bonafide resident
of Punjab by the Department of Personnel and Administrative Reforms (PP-2 Br.),
vide NO. 1/3/95-3P-2/9619 dated 6th June 1996 and I.D. No. 1/2/96-3PP-2/8976,
dated 7th June 1998 and No. 1/3/95-3PP-2/80, dated 1st January, 1999 and further
instructions, issued by that Department, If any, will be adhered to in letter and spirit
while making admission to the certificate courses running under NCVT/ SCVT.

5. a. Admission against 15% of general category seats shall be available to the
candidates for other states on the basis of the merit in the qualifying educational
examination required for the admission, passed from the school other than the
Punjab State.
b. Candidate must have a bonafide residence certificate issued by the
Competent authority notified by the Competent authority of the State from which the
candidate passed the qualifying examination for admission in the courses under
NCVT / SCVT.
c. Seats remains unfilled after first & second counseling in the respective institutes
against 85% seats for Punjab State & 15% seats for the other States, can be filled by the
respective institutes from candidates who are eligible for the admission, by shifting
seats from one category (seats reserved for general category of Punjab States) to other
category (seats reserved for other State candidates) and vice verse.
d. Seats reserved for the all reserved category for the Punjab State candidates are
to be filled from the total seats available for the admission in the trade/ in the
respective Institutes separately as per the reservation policy issued by the personnel
department Govt. of Punjab from time to time.

A scholarship holder under this scheme will not hold any other scholarship/
stipend. If awarded any other scholarship/ stipend, the student can exrecise

11.1 Important Points
There will be a total of three rounds of counseling.
The reservation policy for 1
st
and 2nd Counseling shall be as per Punjab Govt. notifications.
There will be no reservation in 3rd Counseling and it will be totally rank based counseling
open to all the candidates of Punjab as well as candidates from other states.
STEPS to be Followed in the entire eCounseling Process:
1. Candidate shall fill all his particular on the counseling website www.itipunjab.nic.in
under the option New Registration.
2. After filling all the correct information, the candidate will take the printout of his filled
particular. The candidate has to remember password filled during registration.
3. Candidate can correct his information by using the Edit Registration Module.
4. After taking the printout, candidate shall have to visit the nearest Designated
Institute (DI i.e. Observer Govt. Institute) for verification of his documents with
the particular filled while registration. The candidate will be eligible for filing his
choices only after verification of his particular by D.I.
5. The registration is one time process and it will be valid for all three online counselings.
6. The candidate has to fill his choices and save his choice within the stipulated time period
as declared by Directorate.
7. If a seat is allotted, the candidate has to take printout of Provisional Allotment letter and
visit the nearest P.I./D.I. for accepting the admission.
8. If no seat is allotted, then candidate has to participate in the next counseling by filling
his choices again.

11.3 Procedure to prepare the merit list in Grade system:

C.B.S.E. Examination (Total of first: five subjects, in the detail marks
certificate, of qualifying examination provided the candidate has been declared
pass).
The following criteria will be followed for preparing Merit lists for admission
to various trades with entry qualification as Matriculation:
i. The CGPA will be multiplied by 9.5 (multiplying factor), which provide
overall indicative percentage of marks for determining their merit. If there
are more than one candidates with same indicative percentage, preference
will be given to the candidates having obtained higher Maths and Science
Grade Points. If still there are more than one candidates even after applying
this method. The candidates having obtained higher Grade Points in English
subject, will be given preference.
ii. The candidates who have passed their Matriculation Examination prior to
the introduction of grading System by the C.B.S.E. or from other State Boards
and apply for admission in any Trade having entry qualification of
Matriculation, in those cases, instead of taking their percentage of marks
obtained, the Grades awarded by the C.B.S.E. will be taken into account of
CPGA will be decided, as per C.B.S.E. formula and then the figure coming
out of it, will be multiplied by 9.5 (multiplying factor), which provide overall
indicative percentage of marks for determining their merit. In case of tie,
procedure as explained in Para (I) will be followed so that there is no
discrimination in any case.

iii. As the Grading System has not been followed in the Eighth Class
Examination and 12th Class Examination, in these cases, the merit lists will
be prepared as per the marks obtained by the candidates in their respective
qualifying examination.

General Pool:
(a) Punjab State: Either the certificate issued for the qualifying examination
indicates grand total (marks obtained/ maximum marks) with Punjabi out of 150
maximum marks, Math, Science, Social Studies, English and Hindi Out of 100
maximum marks each i.e. total of 650 marks only).
Note: The Board declares a candidate pass even if he/she passes in five subjects the
aggregate will be taken from 550 marks only.
(b) Haryana State: Indicated grand total (marks obtained/ maximum marks) are
taken for Merits. Under semester system the GPA (Grade Point Average) X10 will
be taken into Account for considering the merit.

FOR ATTENTION OF ADMISSION SEEKERS TO NATIONAL COUNCIL FOR
VOCATIONAL TRAINING (NCVT) APPROVED
TRADES in ITIs
All admission seekers to NCVT approved various trades (Engineering/Non-
Engineering), are advised in their own interest that they should confirm and satisfy
themselves before seeking admission in any trade that the trade/Unit in the Industrial
Training Institute (Govt.)/Industrial Training Centre (Pvt.) ITIs /ITCs) is affiliated to
NCVT. The students of trades/units which are affiliated on the date of admission are
only eligible for appearing in All India Trade Test for the award of National Trade
Certificate.
The list of affiliated trades/units is available with respective institutes and
respective State Directorates.
It is also informed in the interest of general public that NCVT/Govt. of India do
not recognize any ITI/ITC. NCVT affiliates only the trades and its units run by a
particular ITI/ITC.
NO ADMISSION IS ALLOWED IN NCVT TRADES WITHOUT AFFILIATION.


Rules and Regulations:

i. Each student may enjoy the full benefits of the facilities placed at his disposal but he
has to abide by the rules and regulations of the Institute also. These rules are solely
designed to safeguard the welfare of students and are liable to change/modify
without any prior notice from time to time. The students are advised to keep
themselves informed and aware about the day to day instructions and updations in
the Institute. A plea of ignorance of any rules cannot be accepted as an excuse of
breaking it. Students are expected to maintain the decorum and to pay the due
respect to all faculty members. Every staff member has authority to point out the
indiscipline created by the trainees even of other trades also.
ii. Loud talking, loitering or congregating in the corridor, being a source of destruction
is not permitted.
iii. Late arrival and early departures from the class are recorded as absence from the
class.
iv. The trainees are advised to work in the workshop as per the instructions of the trade
In-charges.
v. No student has any authority over the employees of the Institution.
vi. Tool and other machinery must be left in good order after use. If damaged, the fact
of the same must be immediately reported for necessary action.
vii. No responsibility can be accepted for any loss or damage to trainee's property.
viii. The studies at the Institute require attention and diligence on the part of trainees. A
trainee neglecting his studies and showing unsatisfactory progress will be given
two warnings after which if he/she fails to improve, he/she will be liable for
expulsion from the Institution.
ix. Trainees shall observe all safety precautions. The institution is not responsible or
accidents of whatever natures in the Institute, Hostel, Workshop and Playground.

x. Trainees are not allowed to take part in the ragging Politics or go to Press, if any
student found violating the rules, he will be expelled from the Institute.
xi. Vehicles and their accessories brought by the trainees in the Institute campus will be
at their own risk and responsibility. Institute will not be responsible for any theft or
loss.
xii. The trainees must inform their change of address, otherwise the institute will not be
responsible in any event arising thereof.
