Terms of Reference for a Bilingual Secretary to Work with the


National Secretariat Team at the Ministry of Health in Support to
MCA-Indonesia Community Based Health and Nutrition to reduce
Stunting Project
Background

A. The Compact: The Millennium Challenge Corporation (MCC) signed a Compact in
November 2011 with the Government of Indonesia (GoI). The goal of the Compact is to reduce
poverty through economic growth in Indonesia. The Compact consists of three projects: (1)
Green Prosperity; (2) Community-Based Health and Nutrition to Reduce Stunting; and (3)
Procurement Modernization. The total grant to implement the Compact is USD 600 million.
B. Millennium Challenge Account-Indonesia (MCA-Indonesia): MCA-Indonesia is the
Accountable Entity (AE) for the management and oversight of Compact implementation. It is
responsible for ensuring the achievement of the goals and objectives of the Compact program
through the delivery of program results. MCA-Indonesia is in charge of the following: allocation
of program resources; preparation; implementation and monitoring of program financial plans;
approvals of expenditures; procurement; monitoring; reporting; and being accountable for both
the financial and physical performance of the program.
Statement of Work

A. Overview of the Community-Based Health and Nutrition to Reduce Stunting Project.


Stunting in Indonesia: Although Indonesia has had much success in combating poverty by
reducing the poverty rate of its population from 16.6% to 12.5% in 2011, child malnutrition
remains troublesome. Statistics indicate that 35.6% of Indonesian children suffer from stunted
growth, which is defined by UNICEF as below minus two standard deviations from median
height for age of referenced population. Currently Indonesia ranks number five among
countries with the largest number of stunted children under the age of five. An estimated
7,688,000 Indonesian children suffer from this condition, with over 50% living in the four
provinces of East, West, and Central J ava and North Sumatra.
Causes of Stunting: Growth stunting in a child can begin when a child is still in utero, and the
physical and cognitive damage caused by stunting is largely irreversible after the age of two.

Consequently, the health and dietary behaviors of pregnant mothers are vital in preventing
stunting in children. Stunting is the result of chronic and often intergenerational malnutrition,
coupled with frequent illness due to various factors such as a caregivers lack of education, use
of unsafe water, an unsanitary environment, limited access to food, and poverty. Stunted growth
is associated with impaired cognitive development and lower productivity. Children who suffer
from stunted growth often grow into adults with physical limitations, high susceptibility to
communicable and non-communicable diseases, and low cognitive capabilities that hinder
employment opportunities, which may also lead to higher fertility rates. All of these work
together to minimize lifetime earning potential.
Community-Based Health and Nutrition to Reduce Stunting Project: The GoI, with the support
of the MCC, will undertake a new initiative to eradicate stunting among children under two years
of age. The new initiative is the Community-Based Health and Nutrition to Reduce Stunting
Project. The project objectives are to prevent low birth weight babies; to prevent childhood
stunting; to prevent malnourishment of children and women in project areas; and to increase
household income through cost savings, improved productivity, growth, and higher lifetime
savings. The project has three activities as defined in the compact:
1. Community Projects Activity: Community block grants and participatory technical
assistance to communities through an expansion of the Program National Pemberdayaan
Masyarakat Generasi Sehat dan Cerdas or the National Community Empowerment
Program, Healthy and Smart Generation (PNPM GSC or PNPM Generasi) to new
locations;
2. Supply Side Activity: Training to service providers, sanitation and hygiene activities,
provision of multiple micronutrient supplements for pregnant women and children aged 6
24 months, materials to measure childrens height, service-provider incentives, and
possible private sector interventions; and
3. Communications, Project Management and Evaluations activities: A national effort
aimed at increasing awareness about childhood stunting, its causes, its consequences, and
its prevention.
The total budget for the 3 activities of this project is USD 131.5 million. Project implementation
began in April 2013 and will run through April 2018.
Project Locations. The Project will be implemented in a total of 11 provinces, (West and East
J ava, West and East Nusa Tenggara, Gorontalo, Maluku, North and West Sulawesi, West and
Central Kalimantan and South Sumatra).
The Implementing Entity (IE): The IE for Activity One (PNPM Generasi) is the Ministry of
Home Affairs. The Ministry of Health (MoH) is the IE for Activities Two and Three of this
project. The IEs will assist MCA-Indonesia in ensuring that the goals and objectives of the three
activities are achieved.
B. The Scope of Work
MCA-Indonesia is seeking a full time Bilingual Secretary to support the National Secretariat
Team (NST) at the Ministry of Health. The Bilingual Secretary will be responsible for managing
the National Secretariat Office and supporting the NST team with secretarial and administrative

work relating to the preparation, implementation and reporting of activities and events of the
project
C. Duties and Responsibilities

Provide secretarial support including respond to all correspondence, drafting letters,
memos, taking clear messages, and scheduling appointments.
Organize filling system in place for all in bound and out bound correspondence. Also,
maintain the administrative records and updates the general filling system.
Prepare MoM (Minutes of Meeting) to be disseminated to all members of the NST and
MCA-Indonesia.
Arrange accommodation (ticket, hotel, etc.) and assist visitors to the related government
office
Support the preparation of letters, reports (narrative and financial, etc.) for the project.
Organizing & planning office's activities and events.
Establish and maintain a record of project stationery and ensure that adequate levels of
stationery are maintained.
Establishing, maintaining and regularly backup permanent files. File and retrieve files as
requested.
Organize the translation of documents when needed.
Perform other tasks as requested
.
D. Qualifications

Mandatory Requirements:

The following are the minimum qualifications required which will be considered for evaluation
of the applications:
Specific Degree as Secretary.
Must be fluent in Bahasa Indonesian and English
At least 5 years professional experience related to support and management of an office
with several individuals. Individuals.
Proficiency in using computer software: Window, MSWord, Excel and Power Point
(provide details of training courses and/or years of experience managing these software).


Desirable criteria:

Experience in arranging and coordinating big events/ meetings and workshops is
desirable

Additional and desirable abilities



In addition to the mandatory requirements, the following are additional abilities that the
consultant must possess to perform this assignment (this will be assessed during the interview
phase):

Excellent interpersonal and communication (oral and written) skills
Flexible and adaptable to change
Fast learner, ability / willingness to work in a small team and a multicultural and
international environment.

E. Period and Location of Assignment

This will be a two year contract with the possibility of two extensions of one year each, subject
to the availability of funds and the satisfactory performance of the candidate. The location of this
assignment is at the Ministry of Health, J akarta, Indonesia, Office of NST

F. Supervision, Reporting and Payment
The consultant shall prepare monthly reports. Although this position is funded by MCA-
Indonesia, the bilingual secretary will report directly to the Coordinator of the NST. The
reports of the consultant should be submitted to and approved by the Community-Based Health
and Nutrition Project Director of MCA-Indonesia to issue payments. Payments will be done
monthly after the report is approved.
G. Services and Facilities to be Provided by MCA-Indonesia or the MOH
The MOH will provide office space, furniture and working utilities,
MCA-Indonesia will provide office equipment, including the computer.
MCA Indonesia will cover all travel expenses related to the project activity
