Guest Presentation: Neighborhood Ownership Model (NOM)
This is a partnership with police department and Circuit attorneys office that works with
neighborhoods to reduce crime and increase quality of life.

There are several components of the NOM including:
Citizens on Patrol - Asks residents to be a good citizen and call 911 when see something illegal.
Neighbors work in pairs, one is a driver and one is a scribe. A liaison officer would be assigned.
Look at where, types of crimes and at what time crimes are occurring.
Charge refusal summary chart primary reason prosecutors cant follow through with cases is that
they lack witness and participation.

Neighborhood Impact Statement to tell the judge the impact the crime has on your
neighborhood

Second Guest Presentation:

Community Improvement District (CID)
CID is a taxing model that allows pulling from more revenue streams. A 1% tax, the goal of the
funding is to improve the community. It is anticipated to be in place by Fall 2014. 2 years ago hired
Anne McCullough to work full time to work on this CID.
Also starting a non-profit that can take donations and work events such as Cinco de Mayo.
How is staff member paid? Paid with old revenue stream, hope to pay with new revenue stream
once CID is passed.

Ms. Orange has been in 3

district the last couple of years, and 25 years a city police officer.
Citizens on Patrol has been a huge asset in other neighborhoods, its very important for residents
to be out and to call 911.

Wants to reiterate how important it is to support the Neighborhood Ownership Model.
Medicaid Expansion will have a real impact on healthcare

Will keep doing CBBA happy hour 6-7, before MVNA meeting.
What are your ideas for new businesses in the neighborhood? Please write one thing on the board
of something you would like to see.
Started a shared document with MVNA to discuss available properties in the neighborhood.
Upcoming Events:
Every Thursday at 7pm will be the Walk. This week will be the Winnebago/Jefferson area.
DD2 Happy Hours: St. Anthonys Hall on Meramec
May 31: Beers and bonfires. And Benton Park concert.

Guest Speaker: Martin Casas
Casas is owner of Frontyard Features and former MV resident. Plans to start Flea Market/Swap
Meet at Lemp Brewery. Researched farmers markets at Grand Center at request of Vince
Schoemel, but funding did not allow for the market to occur.

Markets are successful because they have a low entry point for a small business to get started.
They can work as brick and mortar incubators. Other markets lack space to expand and/or they are
also located on public property. There is more opportunity at Lemp for space and it is privately
owned. At Lemp we could have 100 vendors every Sat. and Sunday 6 months a year. It also has
parking. In the beginning it would occur every other weekend, with 50 vendors to start,
5 types of vendors: merchants, food, special services and non-profits, kid entrepreneurial center,
resale. There were also be live music. Hope to start mid to late June. Centered at building 19. $35 a
day or $50 a weekend. Majority of profits first year will go into marketing.
