1. The Request for Proposal (RFP) is open to all eligible entities or persons (Consultants) who wish to respond. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.

The MillenniumChallenge Corporation (MCC) and the Government of the Republic of Indonesia (the Government) have entered into a Compact for MillenniumChallenge Account (MCA) assistance to help facilitate poverty reduction through economic growth in Indonesia (the Compact) in the amount of US$ 600,000,000 (MCC Funding). The Government, acting through the MillenniumChallenge Account - Indonesia (MCA-Indonesia), intends to apply a portion of the funds to eligible payments under the contract for which this Request for Consultants Qualifications is issued. Payment by MCC will be made only at the request of MCA-Indonesia and upon approval by MCC, and will be subject, in all respects, to the terms and conditions of the Compact, including restrictions on the use of MCC Funding and conditions to the disbursements.

The services under this procurement fall under Procurement Modernization, Procedures for Sustainable Procurement Sub-Activity. The primary objectives of this research are to provide more detailed and accurate knowledge about the readiness of both the GoI and the supply market consisting of small, medium and large enterprises with regard to SPP. Through completion of this research, it is anticipated that a clearer picture will emerge of the readiness of both the GoI and the supplier market within Indonesia. Additionally, the research will identify impacts that may occur from the implementation of any interventions through a Sustainable Public Procurement framework.
The Research will also provide information regarding SPP activities which will assist in the development of the appropriate strategy to implement a framework which will include policies and procedures for SPP. The research will also identify the key areas of focus in terms of the capacity and capability needed through education and training in order for the implementation of SPP within GoI.
In particular, MCA-Indonesia seeks information regarding the following: Analysis of government spend illustrating what spend can be influenced through the implementation of SPP policies and procedures: current level of capability and performance in the public sector with regard to sustainability, and the capacity and potential of the supply base to move towards and advance leading practice; the degree of influence the GoI has within the supply market to drive SPP objectives through the implementation of a sustainable public procurement policy; and the identification of any possible impacts by the introduction of any interventions.
