When the first humans arrived in Aotearoa from Polynesia, probably about
12501300AD,theyfoundfoodinabundancearoundthecoast.
As well as moa and other land birds, the coastline offered seals, sea lions,
shellfishandtt(muttonbirds),andtherewereplentyofika(fish)inthesea.
Within100150yearsmanycoastalandmarinefoodsourceshadbeendepleted.
Sealsbecamescarceandsealionsdisappeared.
Food shortages led to the development of the first resource conservation in
Aotearoaandaspiritualattitudetowardsharvestfromthesea.

In Mori myth the marine realm is said to belong to the god Tangaroa, whose
offspringwerethefish.Theyarethereforeseenastaonga(treasure).
Tangaroa needed to be appeased through karakia (incantations) because taking
fishwasseenasanattackonthechildrenofTangaroa.
The Mori relationship with the sea had many practical elements, especially rhui
(bans), which restricted the harvest of fish species at certain times (now know as a
quota),andsometimesincludedsizelimits.
There were tapu (restrictions) relating to certain practices such as polluting fishing
areas,andrulespreventingdamagetofishinggroundswithnetsandlines.
