Politics in Timehas been listed on the top of research agenda in Social Welfare Studies
due to macro social-economic change at the end of last century, whereas
Politics of time
manifests itself as major problem of policy reform and institutional design in order to
response to great transformation around the micro life of biographic life course and family life
cycle at the same time. Social organization of time in human life has been reexamined to a
great extent in terms of time allocation as well as the reasons of specific mode of time
allocation for various human activities. Contemporary policy studies on work/family/life
balance or life course social policy put lots of concern on
how to allocate and reallocateour
scarce time to help people to make necessary adjustment to requirement of flexible
employment and family life, or of community participation and leisure life, under such
conditions that New Economy brought about. The reasons that can legitimatize social
meaningful activities other than employment time turn out to be a big problem of politics of
recognition. Male-breadwinner model, once dominant in industrial society, was the sole
principle for time allocation in welfare capitalist state and, in turn, denied any
productive
value of other activities, such as care, housework, community and other socially necessary
activities. Decline and deconstruction of male breadwinner model recently thus opens the
doorway for recognition, in both terms of time and income equally, that constitute an essential
part of personal autonomy. Our meta-analysis of time policy and recognition politics in the
age of social/welfare reform serves as normative justice to legitimize non-employment
activities, rather than valued as an instrumental strategy, but that are urgently needed for
making liberal democracy strong and community life alive again.
