A. NATURAL CONDITION
a.1. Geographical
Legazpi, the capital of the province of Albay and the government center
of Bicol, is one of the Philippines premier destinations and among the fastest
growing cities. Situated on the shores of the Albay Gulf, 16 kilometers southeast
of the beautifully symmetrical Mt. Mayon, Legazpi is blessed with a spectacular
landscape and scenery that has enthralled visitors and graced innumerable
photos and postcards over the years.

Legazpi is also the most convenient gateway to Bicol owing to its central
location in the geographic heart of the region and its complete land, air, and sea
transportation facilities. The city also has all the modern amenities and facilities
for the tourists convenience from several malls and shopping hubs to hotels
and inns catering to a wide range of budgets.
Renowned as a tourist city for many decades because of world- famous
Mayon Volcano, the Legazpi of today is more than just your front seat to Mayon
or jump-off point to Bicols attractions. Offering a fusion of nature, adventure and
culture experiences, Legazpi is already a complete destination by itself.
New tourism developments introduced in the past few years have
reaffirmed Legazpi not only as a place where natures grandeur abounds,
but also as an adventure destination and a melting pot of Bicolano culture.

d.2 Literacy
TERTIARY EDUCATION
The city has two universities: Aquinas University of Legazpi (AUL),the
First Catholic University of Bicol and the sister school of The Royal and Pontifical
University of Santo Tomas in Manila, and the state-run Bicol University (BU).
Aside from AUL, and BU, Legazpi is also the host of the following
educational institutions:
Divine Word College of Legazpi (DWCL) is a Catholic school of higher
learning run by the Society of the Divine Word. The Ago Medical Educational
Center Bicol Christian College of Medicine in Albay district is the first and only
school of medicine in the Bicol Region. Mariners' Polytechnic Colleges
Foundation (MPCF) is the only maritime institute in Legazpi City. SL
Technological College Foundation Inc. along Quezon Avenue, is the first in the
city to offer business process outsourcing (BPO) services and support.
Manila-based computer schools AMA Computer University and STI
College have established branches in the city. Computer Arts and Technological
College, formerly CATS, is located on Balintawak Street in the Albay District.
Singapore-based Informatics Computer Institute is located on Rizal Street.
SECONDARY AND PRIMARY EDUCATION[
Saint Agnes Academy on Rizal Street was founded in 1912 and is
considered as the oldest Catholic school in Albay. It is a sister school of
Manila's St. Scholastica's College, which is also established by the Missionary
Benedictines Sisters. The school celebrated its centennial year in July 2012.
Another school that offers primary and secondary education is Legazpi
Hope Christian School (LHCS), located at St. Vincent Village, Cabangan,

Legazpi City. The school caters to the growing Filipino-Chinese community
of the city.
Saint Raphael Academy, formerly Saint Raphael Parochial School, on
Aguinaldo Street was founded in 1949 by Monsgr. Nicanor B. Bellez and was
turned over to the Augustinian Recollect Sisters in 1956. It celebrated its 60th
year of existence in the city in 2009.
Aquinas University High School, a sister school of the Pontifical and Royal
University of Sto. Tomas, has recently opened its new building in Rawis, Legazpi
last June 2012.
Other high school institutions in the city are Legazpi City High School, Cat
College, Divine Word High School and SL BPO High School.

CONSIDERATIONS FOR URBAN GROWTH AND DEVELOPMENT:
International Accommodations
Improvement of existing infrastructures and providing new structures and
functions to meet the needs of globalization, and promotion of community-based
activities for international exchange and cooperation
Construction of a convention center that can attract international events such as
World Expositions, and where local goods are to be flaunted.
Construction of a world-class sports complex which can accommodate
international competitions.
Cultural Exposition
Formation of cultural centers that will promote diverse cultural activities of not
only the roots and history of Legazpi City, but also the whole country
Construction of a museum, aside from the old structures that are currently used
as exhibit areas of historical artifacts, and that can adapt to the trends of modern
design.
Disaster Resiliency

Investing to a safer environment by adapting to modern technology in terms of
reducing the impact of natural disasters to the future structures
Adapting the modern measures in designing disaster-resilient structures.
Invest in more accurate equipments specifically those that are used for
earthquakes.

CONSIDERATIONS NEEDED TO BE IMPROVED
Catering Flourishing Tourism Demands
Providing an environment which can cater the needs of the large mass of tourists
especially during peak seasons
Improving infrastructures within the nearest perimeter of the tourisms main
attraction, that is, the Mayon Volcano.
Offering leisure activities other that sight-seeing, such as areas for safe camping
and nature tripping, and other activities that will make the people experience
Legazpi City entirely.
Environment
Preventing factors which could add to air and water pollution, proper waste
disposal, providing safe and potable water, and promoting progressive actions in
forming a more pleasant environment
Ensuring the non-acidity of water supply for residential areas alongside the
volcano perimeter.
Promoting measures to prevent forest denudation, and presenting programs
encouraging nature enhancement
Proper conservation of the natural parks, specifically the volcano and the hot
springs, which are all exposed to guests and adventure trippers.

Tourism and Recreation
Creating an environment receptive to a wide variety of recreational activities that
can be enjoyed any time of any day of the year
Exposing more as an accent the numerous hot springs in the area.
Setting up activities that will catch attention from international.
Housing And Urban Life
Improvement of residential environments considering the risks from having a
volcano within the area to achieve high-quality housing with high-level functions
Reconsidering risks of natural disaster when it comes to local implementation of
rules on housing
Providing communication plazas for socialization
Emergency Preparedness And Risk Reduction
Establishing programs that will be countermeasures against the possibility of
disaster within the area
Promotion of comprehensive forest conservation and flood control measures to
prevent floods, landslides and soil erosion.
Economic Wellness
Promoting independence in economic affairs, particularly in utilization of available
materials, innovation and production of new products, and distribution within the country
and abroad
Construction of training facilities for the unemployed
Establishing programs in promoting local products
